NPDC is proposing to require non-self-contained freedom campers to stay at specific areas near suitable public toilets within the district, do you agree with the proposals below? For how many nights should non-self-contained vehicles be allowed to stay in the same public area within a 30 day period? One night Comments: Without supervision, any designated number of nights is, again, meaningless. How should NPDC manage tents and other temporary structures when freedom camping in New Plymouth District? Comments: All tent users should be encouraged to use the campgrounds. The Clifton Community Board encourage the NPD to look at a purpose built freedom campground for non-self contained such as the one developed at the Huatoki. Additional Comments: The Clifton Community Board would like to see the number of freedom camping sites at Tongaporutu limited to 15 spaces. The Tongaporutu community have requested that the area adjacent to the boat ramp be a "no camping" area between 24 December and 2 January due to the area being highly used by the community and additional visitors to the area. (High Use) Waiiti Beach be classified as no freedom camping. White Cliffs (end of Pukearuhe Road) be no freedom camping as people launch boats from this area and it is the beginning of a walkway. There are no toilets in this area and limited parking. Three nights Comments: How should NPDC manage tents and other temporary structures when freedom camping in New Plymouth District? Comments: The Waitara Community Board would prefer to see a time limit of 6pm - 9am put in place within 100m of a public toilet. Additional comments: The Waitara Community Board support freedom camping in principle and would not like to see it restricted as visitors should be encouraged. We need to share out tikanga with the widest group possible. The Waitara Community Board request that the following restrictions be put in place within 100 meters of any public toilet across the district, taking into account the Summer and Winter daylight savings periods: Summer: 6pm - 9am Winter: 4pm - 9am 2 Submission No: 3; Doug Hislop Organisation: Kaitake Community Board Address: Wish to speak to the Council: Yes 5 minutes NEW PLYMOUTH DISTRICT COUNCIL Freedom Camping Submission from the Kaitake Community Board PREAMBLE The Kaitake Community Board (KCB) takes the view that our community is already doing more than its fair share of freedom camping provision, and therefore does not support any additions as suggested in the Council resolution. As well the KCB has determined not to comment on freedom camping proposals outside its geographical area. The KCB believes that those deliberations rest with the decision-makers and the various communities concerned. For the winter period (1 May to 31 October) should freedom camping be managed on the Oakura Beach Front? Yes. We believe there should be a total ban on freedom camping of any description on any area of the Oakura Beachfront throughout the year. KCB members have canvassed opinions on this, and there is a clear community message that freedom camping there is inappropriate. During the summer months beachfront parking is often at a premium and providing freedom camping spaces is nonsensical. All possible parking spaces are within 400 metres of the Oakura Beach Holiday Park, and the close proximity of residential housing to the beachfront is another reason. During the winter period much of the parking area is roped off to allow the grassed summer parking surface to recover, horse floats regularly park on the hard parking area (as they are quite entitled to do) and the other parking spaces are invariably taken up by locals accessing the Shearer Reserve playground and skatepark. (see attached images). There is also more parking requirements generated by customers to the Vertigo surfshop and the Black Sands restaurant. The loss of access to the area for the local community and day visitors from throughout the district is an undesirable outcome. NPDC is proposing to require non self-contained freedom campers to stay in specific areas near suitable public toilets within the district. Do you agree with the following proposals? Oakura CBD - 2 spaces for non-self contained. No. We believe there should be no such designated parking spaces in the village CBD. Parking is already at capacity in that location and there is no support for such a freedom camping ‘solution’. Local residents already are coping as best they can with the parking issues and designation of any such spaces will only add a further layer of discontent. There is also the question of the nuisance of extra generated rubbish. Currently, the provided rubbish bins do not cope with the demand. For example, the Oakura Four Square is emptying the overflowing public bin into its skip daily. It would be an ill- conceived outcome to allow any designated spaces in the village CBD. 1 For how many nights should non self-contained vehicles be allowed to stay in the same public area within a 30-day period? 1, 2, or 3 nights? The KCB believes the following should apply. Corbett Park - 1 night during the summer period (1 November to 30 April). - 3 nights during the winter period (1 May to 31 October). AhuAhu Beachfront - 3 nights. Weld Road Beachfront - 3 nights. How should NPDC manage tents and other temporary structures when freedom camping in the NPDC district? 1 night only, or full ban. The KCB supports a total ban in our area.
