Port Taranaki Ltd operates Port Taranaki. Downer New Zealand Ltd and Technix Taranaki Terminal Ltd operate bitumen plants within the bounds of the port. Methanex New Zealand Ltd operates a methanol storage facility at the port, and New Zealand Oil Services Ltd provides terminal operation services involving the storage and distribution of fuel. The companies hold a total of eight resource consents, which include 60 conditions setting out the requirements that they must satisfy. The companies hold seven consents to discharge effluent/stormwater into the Tasman Sea, and one consent to discharge emissions into the air. In addition, Port Taranaki Ltd also holds a Certificate of Compliance with regards to air discharges. During the monitoring period, Port Taranaki demonstrated an overall good level of environmental performance. Downer New Zealand Ltd, Technix Taranaki Terminal Ltd, Methanex New Zealand Ltd and New Zealand Oil Services Ltd all demonstrated an overall high level of environmental performance compliance with the consents monitored under this annual report. The Council’s monitoring programme for the period under review included three site inspections of Port Taranaki Ltd, Downer New Zealand Ltd and Technix Taranaki Terminal Ltd, seven site inspections of Methanex New Zealand Ltd and four at New Zealand Oil Services Ltd.

Both landfills have been used in the past, and are now used as transfer stations but are also held in reserve to accept refuse, if required, as a contingency. The Inglewood landfill is located on King Road at Inglewood, in the Waiongana catchment, and the Okato landfill is located on Hampton Road at Okato, in the Kaihihi catchment. NPDC also maintains a closed landfill, Marfell Park (Marfell) landfill in the Huatoki catchment. This landfill does not accept any waste for disposal and has been fully reinstated. This report for the period July 2016 to June 2017 describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess NPDC’s environmental and consent compliance performance during the period under review. The report also details the results of the monitoring undertaken and assesses the environmental effects of NPDC’s activities in regard to these closed landfills. NPDC holds seven resource consents, which include a total of 59 conditions setting out the requirements that they must satisfy. NPDC holds three consents to discharge leachate and stormwater into various streams, two consents to discharge contaminants onto and into land, and two consents to discharge emissions into the air. Ngamotu Domain Recreation Reserve Description Location: Pioneer Road, New Plymouth Legal description: Sect 1010 Grey District Lot 3 DP 9266 Lot 4 DP 9266 Size: 8.62 hectares Reserve Status: Subject to the Reserves Act 1977 Reserve Classification Recreation reserve Breakwater Road Pioneer Road Windy Point Reserve South Road SH45 Physical description Ngamotu Domain is a sports park located in Moturoa. Two vehicle accesses are located off Pioneer Road with additional pedestrian access from SH 45 South Road and Otaka Street (an unformed street) which is off SH 44 Breakwater Road. The sports park has two fields available. The current sport played at the park is rugby league. The eastern side of the park is Open Space A Environment Area in the District Plan. These areas are used primarily for organised sports and recreation. Such areas will normally have associated buildings such as clubrooms, changing sheds or toilet Parks Sports Parks Management Plan New Plymouth District Council 2012 facilities. To the West is Open Space B Environment Area which is characterised by those areas that are predominantly focused towards informal recreational pursuits, usually of a more passive nature, such as walking and playing. They are more open, with less built features than the Open Space A Environment Area. The park is surrounded by a mix of Residential A and B Environment Areas, Industrial D to the north and Motorua Primary School to the northwest. Tangata whenua interests This reserve is within the tribal rohe of Te Atiawa and Taranaki Iwi. It is of historic and cultural significance to Ng āti Te Whiti and Ng ā Mahanga-a-Tairi hap ū.

    A Report Commissioned by the Waitangi Tribunal for the Taranaki Claim (Wai 143) Concerning Kumara Kaiamo Pa and Associated Lands of Ngati Mutunga at Urenui by Brian Bargh December 1995 Any conclusions drawn or opinions expressed are tltose of tlte writer Introduction Ngati Mutunga are an iwi descended from the original inhabitants of the Urenui area who had merged with people who arrived on the Tokomaru waka in about 1350 AD.I Their tribal area is in northern Taranaki centred on Urenui (see Figure 1). Their grievance is that their land was confiscated in the 1860s by the Crown contrary to the Treaty ofWaitangi. They presented evidence to this effect to the Waitangi Tribunal in 1991 and had prepared a report at that time on their claim. Ngati Mutunga in their evidence raised the question of their pa at Urenui known as Kumara Kaiamo. They claim that this is an important wahl tapu and that it was confiscated by the Crown and never returned.2 The purpose of this report is to investigate claims made by Ngati Mutunga regarding Kumara Kaiamo pa in order that the Waitangi Tribunal can determine whether or not the Crown was in breach of Treaty principles with respect to the alienation of that land. The Waitangi Tribunal commission for this report is attached as Appendix I. The N gati Mutunga Claim Ngati Mutunga are joint claimants with other Taranaki hapu in Waitangi Tribunal claim Wai 143. Their claim is in essence that the Crown breached the Treaty ofWaitangi by firstly using the military to attack Taranaki Maori in order to obtain their land and later enacting the NZ Settlements Act 1863 which provided for the confiscation of land of any Maori who was deemed to be in rebellion.
