    The Highfield School Admission arrangements for 2020/21 The school will have a published admission number of 180 Section 324 of the Education Act 1996 requires the governing bodies of all maintained schools to admit a child with a statement of special educational needs that names their school. All schools must also admit children with an Education, Health and Care Plan (EHCP) that names the school. Rule 1 Children looked after and children who were previously looked after, but ceased to be so because they were adopted (or became subject to a child arrangement order or a special guardianship order). Rule 2 Medical or Social: Children for whom it can be demonstrated that they have a particular medical or social need to go to the school. A panel of HCC officers will determine whether the evidence provided is sufficiently compelling to meet the requirements for this rule. The evidence must relate specifically to the school applied for under Rule 2 and must clearly demonstrate why it is the only school that can meet the child’s needs. Rule 3 Sibling: Children who have a sibling at the school at the time of application, unless the sibling is in the last year of the normal age-range of the school. Note: the ‘normal age range’ is the designated range for which the school provides, for example Years 7 to 11 in a 11-16 secondary school, Years 7 to 13 in a 11-18 school. Rule 4 Children for whom The Highfield School is their nearest school. Rule 5 Children who live in the priority area for whom it is their nearest Hertfordshire maintained school or academy that is non-faith, co-educational and non-partially selective.

I am writing this email in support of the festivals which take place at the home of the Wilkes family, Waterbridge, SG14 3RR. For 8 and a half years, myself and my children had the pleasure of living next door to this wonderful venue. My children and myself have been active volunteers at all the festivals that have taken place on the site. The festivals are extremely well organised, always taking into account the local population and surroundings. The festivals are well managed, security is absolutely excellent. The organisers manage these festivals with dedication, love and expertise. Living in cottages which backs on to the venue we never experienced any problems or causes for concerns, this was due to the diligence of the Wilkes family and the experienced team of security that they employ to police the festivals. The noise levels have never been an issue as the team ensure that the levels are monitored regularly, and music is ceased at the designated time, everytime as per their licence. The team have excellent procedures in place to manage these events, this is a great platform for local artists to perform and be enjoyed by the wider communities. Parking is well organised and safely managed and monitored at all times day and night as is access to the site with train and taxi services being available too. My son, my daughter and myself have always helped at these festivals, working in the ticket booth and behind the bar area.

The Bishop of Bedford took the Bishop’s Harvest Appeal to a new audience for this year’s Bedfordshire launch: offenders on Community Payback. About a dozen Bedfordshire younger offenders heard about the 2013 appeal, for Ethiopian bee-keepers, at St Botolph’s, Apsley Guise. Afterwards, they had a chance to inspect some bees kept by the Rector, the Revd Graham Bradshaw, and hear about the threats to the bee population across the world. As the Bishop of St Albans says in his introduction to the appeal: ‘Albert Einstein observed that if the bee disappeared off the face of the earth, humanity would only have four years left to live.’ So helping the bee in any part of the world is helping the whole of humanity. The unusual audience took a keen interest in the struggle of Ethiopian farmers to modernise their equipment and methods for one of Ethiopia’s traditional farm products: honey. A project, run by Christian Aid with a local partner, Action For Development, provides Ethiopian bee-keepers with new hives and helps them to aggregate in co-operatives, improving the local productivity and profitability of their honey production many times over, at very low cost.

    THE IMPACT OF AGRICULTURAL DEPRESSION AND LAND OWNERSHIP CHANGE ON THE COUNTY OF HERTFORDSHIRE, c.1870-1914 Julie Patricia Moore Submitted to the University of Hertfordshire in partial fulfilment of the requirements of the degree of PhD September 2010 2 ABSTRACT The focus of this research has been on how the county of Hertfordshire negotiated the economic, social and political changes of the late nineteenth century. A rural county sitting within just twenty miles of the nation’s capital, Hertfordshire experienced agricultural depression and a falling rural population, whilst at the same time seeing the arrival of growing numbers of wealthy, professional people whose economic focus was on London but who sought their own little patch of the rural experience. The question of just what constituted that rural experience was played out in the local newspapers and these give a valuable insight into how the farmers of the county sought to establish their own claim to be at the heart of the rural, in the face of an alternative interpretation which was grounded in urban assumptions of the social value of the countryside as the stable heart of the nation. The widening of the franchise, increased levels of food imports and fears over the depopulation of the villages reduced the influence of farmers in directing the debate over the future of the countryside. This study is unusual in that it builds a comprehensive picture of how agricultural depression was experienced in one farming community, before considering how farmers’ attempts to claim ownership of the ‘special’ place of the rural were unsuccessful economically, socially and politically.

    Determination Case reference: ADA3761 Objector: A member of the public Admission authority: The academy trust for Hitchin Girls’ School Date of decision: 15 June 2021 Determination In accordance with section 88H(4) of the School Standards and Framework Act 1998, I partially uphold the objection to the admission arrangements for September 2022 determined by the academy trust for Hitchin Girls’ School, Hertfordshire. By virtue of section 88K(2) the adjudicator’s decision is binding on the admission authority. The School Admissions Code requires the admission authority to revise its admission arrangements within two months of the date of the determination unless an alternative timescale is specified by the adjudicator. In this case I determine that the arrangements must be revised by 28 February 2022. The referral 1. Under section 88H(2) of the School Standards and Framework Act 1998, (the Act), an objection has been referred to the adjudicator by a member of the public (the objector), about the admission arrangements (the arrangements) for Hitchin Girls’ School (the school), an academy school for girls aged 11 to 18 for September 2022. The objection is to how priority is accorded in the allocation of places to girls living in the school’s priority area. 2. The local authority (LA) for the area in which the school is located is Hertfordshire County Council. The LA is a party to this objection. Other parties to the objection are the academy trust for the school (the trust) and the objector. Jurisdiction 3. The terms of the academy agreement between the academy trust and the Secretary of State for Education require that the admissions policy and arrangements for the academy school are in accordance with admissions law as it applies to maintained schools.
