COUNSEL, POLITICAL RHETORIC, AND THE CHRONICLE HISTORY PLAY: REPRESENTING COUNCILIAR RULE, 1588-1603 DISSERTATION Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University By Anne-Marie E. Schuler 2011 ABSTRACT This dissertation advances an account of how the genre of the chronicle history play enacts conciliar rule, by reflecting Renaissance models of counsel that predominated in Tudor political theory. As the texts of Renaissance political theorists and pamphleteers demonstrate, writers did not believe that kings and queens ruled by themselves, but that counsel was required to ensure that the monarch ruled virtuously and kept ties to the actual conditions of the people. Yet, within these writings, counsel was not a singular concept, and the work of historians such as John Guy, Patrick Collinson, and Ann McLaren shows that “counsel” referred to numerous paradigms and traditions. These theories of counsel were influenced by a variety of intellectual movements including humanist-classical formulations of monarchy, constitutionalism, and constructions of a “mixed monarchy” or a corporate body politic. Because the rhetoric of counsel was embedded in the language that men and women used to discuss politics, I argue that the plays perform a kind of cultural work, usually reserved for literature, that reflects, heightens, and critiques political life and the issues surrounding conceptions of conciliar rule. -

Substantial archival sources are analysed to evaluate the concepts of female political agency discussed in scholarly literature, including women’s roles in politics, within families, in networks and as part of the court patronage system. A case study methodology is used to examine the lives and careers of specific aristocratic women in three spheres of court politics – the politics of female agency, the politics of family and faction, and the politics of favour. The first case study looks at Elizabeth’s long-serving lady-in-waiting, Anne Dudley, Countess of Warwick, and demonstrates that female political agents harnessed multiple sources of agency to exercise power at court on behalf of dense patronage networks. -

Moreover, it represents the only cohesive study of the events that formed the foundation of the diplomatic policies and practices of the first ruler of the Three Kingdoms. Whilst extensive research has been conducted on the British and English aspects of James VI & I’s diplomatic activities, very little work has been done on James’s foreign policies prior to his accession to the English throne. James VI ruled Scotland for almost twenty years before he took on the additional role of King of England and Ireland. It was in his homeland that James developed and refined his diplomatic skills, and built the relationships with foreign powers that would continue throughout his life. James’s pre-1603 relationships with Denmark-Norway, France, Spain, the Papacy, the German and Italian states, the Spanish Netherlands and the United Provinces all influenced his later ‘British’ policies, and it is only through a study such as this that their effects can be fully understood. -

The Staine of Paint n the face of it, Elizabeth Cooke Hoby Russell does not seem to Ohave been a woman likely to paint. As daughters of Sir Anthony Cooke, tutor to King Edward VI, Russell and her sisters benefited from the humanist education received by the young monarch and his sister, the future Queen Elizabeth I.1 Married first to Sir Thomas Hoby, and sec- ondly to Lord John Russell, she actively promoted the reformed religion which led her father into exile during Queen Mary’s reign and was forged into policy early in Elizabeth’s with the help of her father and brothers-in- law William Cecil and Nicholas Bacon.2 In her youth, Russell translated Bishop John Ponet’s treatise on the Eucharist, publishing it in her old age in 1605.3 Reluctant that “any of [her] father’s blood should be infected with bad religion,” Russell offered in 1604 to take her grandniece Frances Cecil into her home, where, she vowed, “I will use her as I would mine own, and 1 See Elizabeth Cooke Hoby Russell, The Writings of an English Sappho, ed. Through sources ranging from anti-tobacco polemic to parliament speeches, colonial reports to private diaries, it contends that the language of Amerindian savagery and incivility, shared by policy-makers, London councillors, and colonists alike, became especially relevant to issues of government and behaviour following the post-Reformation state’s own emphasis on civility as a political tool. -

INTRODUCTION Lady Anne Bacon (c.1528–1610) was a woman who inspired strong emotion in her own lifetime. As a girl, she was praised as a ‘verteouse meyden’ for her religious translations, while a rejected suitor condemned her as faithless as an ancient Greek temptress.1 The Spanish ambassador reported home that, as a married woman, she was a tiresomely learned lady, whereas her husband celebrated the time they spent reading classical literature together.2 During her widowhood, she was ‘beloved’ of the godly preachers surrounding her in Hertfordshire; Godfrey Goodman, later bishop of Gloucester, instead argued that she was ‘little better than frantic in her age’.3 Anne’s own letters allow a more balanced exploration of her life. An unusually large number are still extant; she is one of the select group of Elizabethan women whose surviving correspondence includes over fifty of the letters they wrote themselves, a group that incorporates her sister, Lady Elizabeth Russell, and the noblewoman Bess of Hardwick, the countess of Shrewsbury.4 1G.B., ‘To the Christen Reader’, in B.
