February 5, 2021 Good afternoon, below is the most recent update regarding Georgia's fight against COVID-19 and Georgia's General Assembly Legislative Session (Week 4). Georgia Administers 1 Millionth Vaccine On February 3, Governor Brian Kemp and Commissioner Kathleen Toomey M.D, M.P.H, announced that Georgia has administered and reported 1,030,872 doses of the coronavirus vaccine, including providing the first shot to over 502,393 seniors. As of this afternoon, Georgia has administered 66% of the total shipment of vaccines from the federal government. "Thanks to the hard work of our healthcare heroes, we have administered 1 million vaccines and taken the first step in protecting over 500,000 seniors from COVID- 19," said Governor Kemp. "We are so grateful for our medical professionals, public and private partners, and community leaders who have been on the frontlines of saving lives throughout the pandemic, in addition to working hand in hand with the state to get vaccines distributed and administered safely and quickly. "Dr. Toomey and I continue to encourage every Georgian to be patient as we await more supply from the federal government and to protect themselves by wearing a mask, practicing social distancing, and following public health guidance. While this is certainly an important and welcome milestone in our fight against COVID-19, Georgians should know that demand will continue to far outpace vaccine supply for the foreseeable future.

As you are aware, the Southern Center for Human Rights has compiled evidence of the following alarming trends: • Large-scale riots within the last three months at Ware State Prison and Macon State Prison, caused by gross understaffing and nearly 24/7 confinement of incarcerated people in their own cells for weeks or months on end. There are apparently videos showing injured prisoners covered in blood, prison dorms with no security supervision, groups of men roaming lockdown dorms armed with machetes, and cells with no running water or functioning toilets. • Unprecedented numbers of homicides that exceed comparable statistics for multi-year periods in other states’ entire prison systems. Twenty-one people were murdered while in custody this year. • Unprecedented numbers of suicides that are nearly double the comparable statistics in other systems: a rate of 40 per 100,000 individuals.

The proposed project would construct approximately 22 miles of new at-grade and elevated, barrier- separated express lanes (EL) in both directions on I-285 from just south of Paces Ferry Road in Cobb County to Henderson Road in DeKalb County, and along SR 400 from the Glenridge Connector to the North Springs MARTA Station. Two lanes in both directions are proposed between I-75 and I-85, and single lanes in both directions are proposed from I-75 south to Paces Ferry Road and I-85 south to Henderson Road. The proposed express lanes would improve mobility and travel-time reliability along the Top End for drivers and improve connections between regional destinations through express lanes that integrate with the greater metro Atlanta express lanes network. We appreciate your participation and input from the Public Information Open Houses (PIOHs) held on January 21, 23, 28, and 30, 2020. Every written, electronic, and verbal comment given to the court reporter will be part of the project’s official record. A total of 722 people attended the PIOHs. Of the 485 respondents who formally commented, 82 were in support of the project, 250 were opposed, 33 were uncommitted, 109 expressed conditional support, and 11 were unspecified.

We appreciate the privilege of representing our clients and wish to accumulate in some detail the key pieces of legislation that were passed or considered and in which our clients and our lobbying team are actively involved. This report is organized by subject matter, such as health or education, with subtopics where helpful and appropriate. 2019 was a transition year with new statewide constitutional officers and numerous new legislators elected in 2018. In terms of the big picture, the passage of a $3000 pay raise for all certified teachers and educators in public schools, certificate of need legislation, and the passage of an abortion bill stand out. The agricultural growth of hemp was authorized and a limited production of THC oil was also permitted. The efforts of our lobbying team, in particular Helen Sloat and George Ray, were crucial for several of our education clients in extending the teacher pay raise to all certified professionals in public schools, including counselors, social workers, and psychologists. In the certificate of need wars, the hospital side succeeded in keeping CON largely intact.
