    THE BALKAN WARS IN PERSPECTIVE: THEIR SIGNIFICANCE FOR TURKEY After Fifty Years It is now fifty years, a half century, since the outbreak of the First Balkan War on October 18, 1912, between Greece, Bulgaria, Serbia and Montenegro,1 on the one hand, and the Ottoman Empire on the other. This was the very day on which the Treaty of Lausanne, ending the Tri­ politan War, resulting in the loss of Libya to Italy, was signed. Forgotten are the battles of Kirk Kilissé, Kumanovo, Lulé Burgas, Monastir and Janina, as are the Russian warnings to the Bulgarians (November 3-5, 1912) against an occupation of Constantinople, save by the few remaining vet­ erans, the school children of the area, or the serious students of Balkan history. In the long, sad story of human conflict, the Balkan wars, however bloody by the standards of the time, may not seem especially important in the perspective of the years which have now passed. In the period since 1912, two great world conflicts have been fought, profound revolutionary changes have occurred, and the Balkan wars themselves now fall within the larger context on the much greater stage of world politics. Forgotten, too, no doubt, are the terms of the Treaty of London, which ended the First Balkan War on May 30, 1913 and symbolized the Ottoman defeat. By that treaty the Ottoman Empire was forced to cede all territory in Thrace west of Enos on the Aegean Sea and Midia on the Black Sea and abandon all claim to the island of Crete, while the status of Albania, a creation of the exigencies of international politics at the time, and that of the Aegean Islands was left to the decision of the Great Powers.

The aim of this study is to give some informations about The First World War and the role that Balkan region played to this war when the national consciousness of Balkan peoples began to crystallize. After the two Balkan Wars, all the Balkan states continued their efforts to gather their co-nationals into their national states. It’s concluded that the Balkan Wars leaded to the internationalization of this crisis spreading it to an ample area while many other crises at the same region were resolved without a general war in Europe. It appears that the First World War that began in 1914 in the Balkan region was a continuation of the wars that started in 1912-1913 period in the same are. The armistice for the cessation of the First Balkan War was signed on December 3, 1912, and the London Peace Conference, composed of delegates from the Balkan allies, including Greece, who had not signed the armistice, and Turkey, held its first meeting on December 16, 1912. At the same time a Conference of Ambassadors, consisting of Sir Edward Grey and the London representatives of all the powers, was also in session. 2. DEMANDS OF THE BALKAN ALLIES. The Balkan allies demanded a war indemnity, as also the cession of all European Turkey (excepting Albania), Crete, and the islands in the Aegean Sea. Turkey was to be allowed to retain Constantinople, together with a strip of territory extending from Midia on the Black Sea to Rodosta on the Sea of Marmora, as also the peninsula of Gallipoli or the Thracian Chersonese. Turkey was unwilling to give up Adrianople, a sacrifice insisted upon by Bulgaria. The "Divan," or Turkish National Assembly, decided, however, on January 22, 1913, that the demands of the allies must be conceded. Kiamil Pasha telegraphed the Turkish commissioners at London that same night, directing them to yield Adrianople and agree to the cession of all Turkey in Europe beyond a line running from Enos on the Aegean Sea, at the mouth of the Maritza River, to Midia on the Black Sea. 3. It is not a discussion of what the peace-settlement in the East ought to be, for the possibility of imposing a cut-and-dried scheme, if it ever really existed, was destroyed by the landing of the Greek troops at Smyrna in May 1919. At any rate, from that moment the situation resolved itself into a conflict of forces beyond control; the Treaty of Sèvres was still-born; and subsequent conferences and agreements, however imposing, have had and are likely to have no more than a partial and temporary effect. On the other hand, there have been real changes in the attitude of the Western public towards their Governments’ Eastern policies, which have produced corresponding changes in those policies themselves; and the Greeks and Turks have appeared in unfamiliar roles. The Greeks have shown the same unfitness as the Turks for governing a mixed population. The Turks, in their turn, have become exponents of the political nationalism of the West.

    Angeliki Sfikà-Theodosiou The Italian Presence on the Balkan Front (1915-1918)* The decision by Britain and France to create the Macedonian front in September 1915 was severely censured in the West, chiefly by those who believed the military operations on the western fronts were crucial to the success of the war. Particularly in Italy, which had joined the Entente by the Treaty of London on 26 April 1915, reaction was strong, and political and military circles were casting a wary eye over the expediency of their own participation in the planned operation in the Balkans. At the insistence of the French, the Italians initially agreed to co­ operate with the Allies in Macedonia, circumstances permitting. But when the matter came up for discussion, although the Italian Foreign Minister, Sidney Sonnino, believed it was in Rome’s interests not to stand aloof from the Allied operation, he was most reluctant to send Italian troops to Thessaloniki. However, he did not dismiss what he considered a more effective, though rather dangerous, plan: namely to respond to the Allies’ desperate pleas to help the Serbs by sending a detachment into Albanian territory. Consequently, Italy sought to combine the presence of its forces in this area with the pursuit of one of the fundamental priorities of Italian foreign policy; a priority that had emerged as early as the previous century, namely Italian interest in Albania. Meanwhile, having ellicited the Allies’ consent, in the Treaty of London, to Italian sovereignty over the island of Sasson, Valona, and the surrounding area, Italy now had the chance to establish a strong base on the opposite coast of the Adriatic.
