The extent of the impact of the latest typhoon, Durian (Reming) is yet to be fully determined. However, initial reports indicate widespread damage caused by the effects of strong wind, rain, floods, mudflow and landslides. A further revision and expansion of the appeal will be undertaken in the coming days based on the assessments of the Philippine National Red Cross (PNRC), the field assessment and coordination team (FACT), the regional disaster response team (RDRT) and the Federation’s country delegation assessment teams currently in the field. -

Emergency appeal Philippines: Typhoon Haiyan Emergency appeal n° MDRPH014 GLIDE n° TC-2013-000139-PHL 12 November 2013 This emergency appeal is launched on a preliminary basis for CHF 72,323,259 (about USD 78,600,372 or EUR 58,649,153) seeking cash, kind or services to cover the immediate needs of the people affected and support the Philippine Red Cross in delivering humanitarian assistance to 100,000 families (500,000 people) within 18 months. This includes CHF 761,688 to support its role in shelter cluster coordination. The IFRC is also soliciting support from National Societies in the deployment of emergency response units (ERUs) at an estimated value of CHF 3.5 million. The operation will be completed by the end of June 2015 and a final report will be made available by 30 September 2015, three months after the end Red Cross staff and volunteers were deployed as soon as safety conditions allowed, of the operation. to assess conditions and ensure that those affected by Typhoon Haiyan receive much-needed aid. Un-earmarked funds to replenish DREF are encouraged. Summary Typhoon Haiyan (locally known as Yolanda) made landfall on 8 November 2013 with maximum sustained winds of 235 kph and gusts of up to 275 kph. The typhoon and subsequent storm surges have resulted in extensive damage to infrastructure, making access a challenge. -

PINEDA Information Technology Department, De La Salle University 2401 Taft Avenue, Manila, Philippines E-mail: [email protected] Abstract In an archipelago situated in Southeast Asia, the Philippines with close proximity to the Pacific Ocean, is a typhoon and tropical cyclone-friendly country. While the citizens across the islands are very familiar with typhoon behaviors, anticipation of the probable disaster may still be underestimated and conventional preparation would not be enough. A disaster is a form of chaos that is very inimitable, unpredictable and pertains to real-time monitoring before, during and after it takes place. And ICT can take a strategic role as far as preparedness, response and rehabilitation efforts are to be made. This paper intends to impart two pragmatic ways of utilizing ICT in disaster governance. First is facilitating cooperation among the different government agencies through a web-based Disaster Coordination System to address disaster management. A comprehensive workflow facility that permits remote exchange of data and transactions among regional centers, local municipalities and the national disaster coordinating council is the major feature of the system. Second is applying concepts of human resources but at the same time addressing the peculiarities of a volunteer in the design of a volunteer management system for the Philippine National Red Cross. The system utilizes web and mobile technologies. Both systems are perceived to be proactive and dependable references for policy-making. -

Building Disaster and Climate Resilient Cities in ASEAN Draft Finnal Report APPENDIX 8: DAMAGES CAUSED BY NATURAL DISASTERS A8.1 Flood & Typhoon Table A8.1.1 Record of Flood & Typhoon (Cambodia) Place Date Damage Cambodia Flood Aug 1999 The flash floods, triggered by torrential rains during the first week of August, caused significant damage in the provinces of Sihanoukville, Koh Kong and Kam Pot. As of 10 August, four people were killed, some 8,000 people were left homeless, and 200 meters of railroads were washed away. More than 12,000 hectares of rice paddies were flooded in Kam Pot province alone. Floods Nov 1999 Continued torrential rains during October and early November caused flash floods and affected five southern provinces: Takeo, Kandal, Kampong Speu, Phnom Penh Municipality and Pursat. The report indicates that the floods affected 21,334 families and around 9,900 ha of rice field. IFRC's situation report dated 9 November stated that 3,561 houses are damaged/destroyed. So far, there has been no report of casualties. Flood Aug 2000 The second floods has caused serious damages on provinces in the North, the East and the South, especially in Takeo Province. Three provinces along Mekong River (Stung Treng, Kratie and Kompong Cham) and Municipality of Phnom Penh have declared the state of emergency. 121,000 families have been affected, more than 170 people were killed, and some $10 million in rice crops has been destroyed. Immediate needs include food, shelter, and the repair or replacement of homes, household items, and sanitation facilities as water levels in the Delta continue to fall. -

Globally the atmosphere and ocean is increasingly getting warmer, the amount of ice on the earth is decreasing over the oceans, and the sea level has risen. According to Intergovernmental Panel on Climate Change, the total increasing temperature globally averaged combined land and surface between the average of the 1850-1900 period and the 2003 to 2012 period is 0.78°C (0.72 to 0.85). But should we prepare for such the relatively small change? The importance is not the mean of the warming but the considerable likelihood of climate change that could trigger extreme natural hazards. The impact and the risk of climate change associated with railway infrastructure have not been fully addressed in the literature due to the difference in local environmental parameters. -
Radar Observation of Precipitation Asymmetries in Tropical Cyclones Making Landfall on East China Coast

Six TCs (Saomai, Khanun, Wipha, Matsa, Rananim and Krosa) from 2004 to 2007 are ex- amined. The temporal and spatial evolution of these TCs’ inner and outer core asymmetric precipitation patterns before and after landfall is investigated. The radius of inner-core region is a function of the size of a TC apart from a fixed radius (100 km) adopted in previous studies. All six TCs possessed distinct asymmetric precipitation patterns between the inner- and outer- core regions. The amplitude of asymmetry decreases with the increasing TC intensity and it displays an ascending (descend- ing) trend in the inner (outer) core. In the inner-core region, the heavy rainfall with reflectivity factor above 40 dBZ tends to locate at the downshear side before landfall. Four cases have precipitation maxima on the downshear left side, in agreement with previous studies. As TCs approaching land (~ 2 hr before landfall), their precipitation maxima generally shift to the front quadrant of the motion partly due to the interaction of TC with the land surface. -

It is the world’s largest humanitarian organization and its millions of volunteers are active in over 185 countries. In Brief THIS REVISED EMERGENCY APPEAL SEEKS CHF 5,704,261 (USD 4,563,408 OR EUR 3,610,292) IN CASH, KIND, OR SERVICES TO SUPPORT THE PHILIPPINE NATIONAL RED CROSS IN ASSISTING 126,000 BENEFICIARIES FOR NINE MONTHS. This revision takes into account the findings and recommendations of four joint Philippine National Red Cross (PNRC) and Federation assessment teams that assessed the needs in the most affected provinces of Laguna, Camarines Sur, Albay, Sorsogon and Quezon during a two week mission. The teams concluded that the actual damage caused by Xangsane is far higher than originally expected and well beyond the coping capacities of the communities involved and of the competent authorities at local and provincial levels. The teams confirm Some 70,000 families are made homeless by typhoon Xangsane. that at least 70,000 houses were fully destroyed and another 189,000 severely damaged by the typhoon country-wide. These figures are well within the overall estimation of about 400,000 houses that were fully or totally damaged according to the Philippine National Disaster Coordinating Council (NDCC). -
