DocuSign Envelope ID: 5E4ADB62-9E07-4F43-9AFD-022CCA9B491C RESOLUTION NO. 2020-516 WHEREAS, previously, a General City Election was ordered to be held on Saturday, May 2, 2020, for the purpose of electing a Mayor At-Large and Council Members for Districts I and III; and WHEREAS, pursuant to Section 418.016 of the Texas Government Code, on March 18, 2020, the Governor of the State of Texas signed a proclamation suspending certain provisions of the Texas Election Code to allow all local political subdivisions that are utilizing the May 2, 2020 uniform election date to postpone their elections to the November 3, 2020 uniform election date; and WHEREAS, pursuant to the Governor’s proclamation referenced above, the general election was postponed to be held on November 3, 2020; and WHEREAS, there is a need to order a General City Election to be held on Tuesday, November 3, 2020, for the purpose of electing a Mayor At-Large and Council Members for Districts I and III, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WACO, TEXAS: That notice is hereby given that a General City Election is ordered and will be held in and throughout the City of Waco, Texas, on Tuesday, November 3, 2020, at which time there shall be submitted to the duly qualified resident electors of the City as to the election of a Mayor At-Large and Council Member in District I and Council Member in District III for a term ending not later than two years therefrom, in conformity with the valid provisions of the Charter of the City of Waco and the laws of the State of Texas. That the Order of Election, attached as Exhibit “A” and incorporated by reference herein, is hereby adopted and ordered. That the order of the offices on the ballot shall be as follows: Mayor At-Large, City Council District I and City Council District III, in accordance with Section 52.093 of the Election Code. That the City of Waco, McLennan County, the City of Bellmead, the City of Bruceville-Eddy, the City of Gholson, the City of Hallsburg, the City of Hewitt, the City of Leroy, the City of Mart, the City of McGregor, the City of Moody, the City of Riesel, the City of Robinson, the City of Ross, the City of West, Axtell Independent School District, Bruceville- Eddy Independent School District, Connally Independent School District, Crawford Independent School District, Hallsburg Independent School District, Midway Independent School District, Moody Independent School District, Oglesby Independent School District, Riesel Independent School District, Robinson Independent School District, Valley Mills Independent School District, Waco Independent School District, and West Independent School District and shall hold a joint general election on November 3, 2020, during the hours of 7:00 DocuSign Envelope ID: 5E4ADB62-9E07-4F43-9AFD-022CCA9B491C AM to 7:00 PM. That the early voting locations are attached as Exhibit “B”, and the polling locations (referred to as “voting centers”) for Mayor and City Council District I and City Council District III, attached as Exhibit “C”, are incorporated by reference herein and hereby respectively designated for the election on November 3, 2020. That in accordance with Sections 122.031-122.039 and 122.091 of the Texas Election Code, the County owns the HART eSlate electronic voting system that has been duly approved by the Secretary of State and that is hereby adopted to be used for the election on November 3, 2020. That the General City Election will be held pursuant to a joint election agreement between the City of Waco, McLennan County, the City of Bellmead, the City of Bruceville-Eddy, the City of Gholson, the City of Hallsburg, the City of Hewitt, the City of Leroy, the City of Mart, the City of McGregor, the City of Moody, the City of Riesel, the City of Robinson, the City of Ross, the City of West, Axtell Independent School District, Bruceville- Eddy Independent School District, Connally Independent School District, Crawford Independent School District, Hallsburg Independent School District, Midway Independent School District, Moody Independent School District, Oglesby Independent School District, Riesel Independent School District, Robinson Independent School District, Valley Mills Independent School District, Waco Independent School District, and West Independent School District. That personal appearance early voting shall be held by the Elections Administrator at the: (1) McLennan County Elections Administration Office, Records Building 214 North 4th Street, Suite 300 Waco, Texas 76701 (2) Robinson Community Center 106 W. That it is hereby officially found and determined that the meeting at which this resolution is passed is open to the public and that public notice of the time, place and purpose of said meeting was given as required by law.
