I'm Ines Casillas from UC Santa Barbara and someone who's been researching and writing about Spanish language radio, in the U.S. specifically, for the past five years. So I'm very excited about the possibility of this caucus. So what we're going to do, we're going to start with two of us who do more U.S.-based, kind of, Spanish language radio, work our way to two others who do more border-related, and then end up in Latin America, okay? So my research highlights how U.S. Spanish language radio across the 20th century has really capitalized, very lucratively, on the conversation around immigration. -

Pending before the Commission is United’s petition for a waiver of the significantly viewed exception to the network non-duplication and syndicated exclusivity rules. The matter involves four out-of-market television stations listed as significantly viewed in cable communities throughout KEYC- TV’s market. Three of the stations are licensed to Minneapolis or St. Paul, Minnesota (“the Twin Cities Distant Stations”). The fourth – KAAL – is licensed to Austin, Minnesota. Viewership statistics for the distant stations were generated by The Nielsen Company. The cases for which Nielsen statistics indicated a loss of significantly viewed status were set forth in the petition. The Nielsen results as a whole, however, were perplexing. The surveys registered viewership in communities outside of the possible transmission ranges of the Twin Cities Distant Stations. A station should not be credited with viewership – significant or otherwise – in a community if its signal is not viewable over-the-air in that community. In such event, Nielsen studies should reflect zero viewership. -

Application 1. Hubbard Broadcasting Inc. (Hubbard Broadcasting) filed an application to remove its non-Canadian conventional television station KSTP-TV Minneapolis, Minnesota, from the List of non-Canadian programming services authorized for distribution (the List). KSTP-TV is an ABC affiliate broadcasting from St. Paul, Minnesota. 2. In support of its application, Hubbard Broadcasting indicated that KSTP-TV’s signal is not available for direct reception in Canada. The applicant also stated that it could not confirm whether it had obtained all the necessary rights for distribution in Canada or whether it exercised preferential or exclusive programming rights in relation to the distribution of its KSTP-TV programming in Canada. Moreover, Hubbard Broadcasting argued that the feed being retransmitted in Canada may be a feed specifically modified for Canada, in violation of the Copyright Act. 3. Hubbard Broadcasting also claimed that it had received complaints from Canadian viewers regarding signal quality issues, including technical problems with closed captioning at times when the station did not experience technical issues with its broadcast feed. The applicant stated its objection to any unauthorized modifications to its signal, including simultaneous substitution, commercial insertion practices and altering or eliminating closed captioning. -

What is Ampers? • An association of 18 independent community radio stations. • Each station is locally managed and programmed by and for their communities. • Stations create their own programming and do not rebroadcast programs from one main Twin Cities station. • The stations primarily serve rural, minority and student communities not served by traditional media with programming in 12 languages. • All are licensed as non-commercial educational stations. Why Fund Ampers? • Stations provide in-depth information about local government, educational and health news, safety concerns, and provide local artists access to the airwaves. • The stations are extremely efficient relying heavily on volunteers. • Ampers stations help to train more than 1,300 students each year. • Stations provide critical emergency information in some cases providing local officials with the only immediate opportunity to disseminate lifesaving information. There are two types of public radio in Minnesota, the Minnesota Public Radio (MPR) network and the smaller local community radio stations. The smaller grassroots community stations created the Association of Minnesota Public Education Radio Stations (Ampers) in 1972. KAXE’s “Ranger in My Heart,” a documentary on the Iron Range. The Ampers stations, Minnesota Public Radio, and Minnesota Public Television are not affiliated financially in any way other than the fact that all three receive state and federal funding because they are prohibited from selling commercials.
