Prior court rulings on a similar rule found that such a rule conflicts with the protection for the free movement of workers under the EC Treaty. Despite this conflict, the Presi- dent of FIFA pressed forward, citing three main justifications for implemen- tation of the new rule. Purebred Dog Breeds into the Twenty-First Century: Achieving Genetic Health for Our Dogs BY JEFFREY BRAGG WHAT IS A CANINE BREED? What is a breed? To put the question more precisely, what are the necessary conditions that enable us to say with conviction, "this group of animals constitutes a distinct breed?" In the cynological world, three separate approaches combine to constitute canine breeds. Dogs are distinguished first by ancestry , all of the individuals descending from a particular founder group (and only from that group) being designated as a breed. Next they are distinguished by purpose or utility, some breeds existing for the purpose of hunting particular kinds of game,others for the performance of particular tasks in cooperation with their human masters, while yet others owe their existence simply to humankind's desire for animal companionship. Finally dogs are distinguished by typology , breed standards (whether written or unwritten) being used to describe and to recognize dogs of specific size, physical build, general appearance, shape of head, style of ears and tail, etc., which are said to be of the same breed owing to their similarity in the foregoing respects. The preceding statements are both obvious and known to all breeders and fanciers of the canine species. Nevertheless a correct and full understanding of these simple truisms is vital to the proper functioning of the entire canine fancy and to the health and well being of the animals which are the object of that fancy. It is my purpose in this brief to elucidate the interrelationship of the above three approaches, to demonstrate how distortions and misunderstandings of that interrelationship now threaten the health of all of our dogs and the very existence of the various canine breeds, and to propose reforms which will restore both balanced breed identity and genetic health to CKC breeds. -

Address correspondence to Susan Meyer at the address above, or e-mail: [email protected] Abstract We investigated the frequency of outcrossing in downy brome (Bromus tectorum L.), a cleistogamous weedy annual grass, in both common garden and wild populations, using microsatellite and single nucleotide polymorphic (SNP) markers. In the common garden study, 25 lines with strongly contrasting genotypes were planted in close proximity. We fingerprinted 10 seed progeny from 8 individuals of each line and detected 15 first-generation heterozygotes for a t-value (corrected for cryptic crosses) of 0.0082. Different genotypes were significantly overrepresented as maternal versus paternal parents of heterozy- gotes, suggesting gender–function-dependent genetic control of outcrossing rates. In 4 wild populations (>300 individuals each), expected heterozygosity ranged from 0.149 to 0.336, whereas t-values ranged from 0.0027 to 0.0133, indicating high levels of both genetic diversity and inbreeding. -

PERFORMANCE REPORT State: Louisiana Project Number: W-55-25 Project Title: Upland Survey Period Covered: July 1, 2010 - June 30, 2011 Study Number and Title: V-4, Bobwhite Fall Whistling Surveys Study Objective: To determine relative size and distribution of bobwhite populations in Louisiana. Study Abstract Bobwhite fall whistling counts were conducted statewide along 32 routes (7 additional routes were assumed zeros and 4 others were unable to be run). Fall whistling counts did not differ (P = 0.3482) among the 5 habitat types for 2010. They did, however, differ between 2009 and 2010, with more whistling counts detected in 2009 than in 2010 for both the Northwest mixed shortleaf and loblolly pine-hardwood and Florida Parishes loblolly pine habitats. No coveys were recorded on the Northwest mixed shortleaf and loblolly pine- hardwood or Mississippi/Atchafalaya agricultural belt (0.00 whistles/stop) in 2010 (Tables 1 and 2). Jackson- Bienville WMA, Camp Beauregard, and Vernon District No. 1 routes yielded 0.25, 0.00, and 0.10 whistles/stop, respectively (Table 3). Five (5) summer bobwhite counts were conducted on the Sandy Hollow Wildlife Management Area. Counts ranged from 12-45 (Figure 1). The 2011 mean count was 27.6, which is the same as in 2010. The peak count (45) was lower than the long-term (1986-2010) average peak count of 89.3, but was higher than 8 of the past 10 years (Figure 2). A. Activity: Fall whistling counts were conducted along 37 pre-selected routes to determine relative size and distribution of fall bobwhite populations. The 5 habitat types surveyed were historic longleaf pine, mixed shortleaf and loblolly pine-hardwood, loblolly pine (Florida Parishes), the rice belt and the Mississippi/Atchafalaya agricultural belt. -

Supplementary Material 8 FOOD PRODUCTION (Expanded Version) Geoffrey Kron INTRODUCTION Although it would be attractive to offer a survey of agriculture throughout the ancient Mediterranean, the Near East, and those regions of temperate Europe, which were eventually incorporated into the Roman empire, I intend to concentrate primarily upon the best attested and most productive farming regime, that of Augustan Italy, 1 which was broadly comparable in its high level of intensification and agronomic sophistication with that of Greece, Western Asia Minor, North Africa, Baetica and Eastern Tarraconensis. Within the highly urbanized and affluent heartland of the Roman empire, our sources and archaeological evidence present a coherent picture of market-oriented intensive mixed farming, viticulture, arboriculture and market gardening, comparable, and often superior, in its productivity and agronomic expertise to the best agricultural practice of England, the Low Countries, France (wine), and Northern Italy in the mid 19th century. Greco- Roman farmers supplied a large urban population equal to, if not significantly greater than, that of early 19th century Italy and Greece, with a diet rich, not just in cereals, but in meat, wine, olive oil, fish, condiments, fresh fruit and vegetables. Anthropometric evidence of mean heights, derived from skeletal remains, reveal that protein and calorie malnutrition, caused by an insufficient diet based overwhelmingly on cereals, was very acute throughout 18th and 19th century Western Europe, and drove the mean -

Agricultural landscapes in the Western world have, however, become increasingly industrialised and low in biodiversity, and the standard practice in developed countries is to grow large fields of single crops sprayed with pesticides and herbicides. Many leading agronomists believe that such industrial methods are the only way we will succeed in feeding a growing global population. However, many opposing agronomists argue that agroecology is a more productive and efficient use of land. This paper is a review of archaeological, environmental and ethnographic evidence for sustainable agricultural land management, as it has been practiced in the past, and as it is practiced today in countries that use traditional, pre-industrial methods. A range of evidence demonstrates that small, biodiverse farms are more productive per hectare than agribusinesses that practice monocropping. -

On November 9, 2000, the President signed the Grain Standards and Warehouse Improvement Act of 2000 (Public Law 106-472) which amended the USWA in its entirety and modernized the regulation of Federal warehouses to better reflect current trade and operational practices. The 2000 Act authorizes the Secretary of Agriculture to license and examine public warehouse operators that store agricultural products. It also gives the Secretary broad authority to improve the administration of various aspects involving the trade of agricultural products under the purview of the USWA, including the use, establishment and maintenance of electronic warehouse receipts and other electronic documents for all agricultural products. The USWA is considered a “permissive regulatory act.” It is permissive because it only applies to warehouse operators who voluntarily apply for licensing and regulatory because each licensee must operate under its provisions and be subject to the regulations and licensing agreements administered by the USWA. -
