Senate Digest FIRST DAY GENERAL SESSION OF THE SENATE SIXTIETH STATE LEGISLATURE JANUARY 13, 2009 Senate Chamber The Senate convened at 12:00 p.m. President Pro Tem, Senator Schiffer announced that the hour set by the Constitution and the Statutes for convening of the Legislature of Wyoming had arrived and asked the Senators and Senators-Elect to be in order. Cheyenne Central High School ROTC presented the colors. Senator Schiffer invited Father Cronkleton to give the invocation. Majority Floor Leader, Senator Anderson moved that Diana Williamson be appointed temporary Chief Clerk of the Senate. The motion carried. The Chief Clerk called the roll of the Senate. ROLL CALL Present: Senator(s) Anderson, Bebout, Burns, Case, Coe, Cooper, Decaria, Dockstader, Esquibel, Geis, Hastert, Hunnicutt, Jennings, Johnson, Landen, Larson, Martin, Massie, Meier, Nicholas, Perkins, Peterson, Ross, Schiffer, Scott, Sessions, Townsend, Vasey, Von Flatern and President Hines Present 30 Excused 0 Absent 0 Conflict Senator Schiffer announced that Marty Martin was appointed to fill the unexpired term occasioned by the resignation of Senator Rae Lynn Job, Senate District 12. Rick Hunnicutt has been appointed to fill the unexpired term occasioned by the resignation of Senator Bob Fecht, Senate District 5. Senator Schiffer welcomed Senators Martin and Hunnicutt to the Senate. Majority Floor Leader Anderson moved that a Committee of four on Credentials be appointed. The motion carried. The following were appointed to serve on the Credentials Committee: Senator Bebout, Chairman and Senators Peterson, Hastert and Vasey. The Senate recessed subject to the call of the Chair to await the report of the Committee on Credentials. Senator Schiffer asked the Senate to come to order, the chair recognized Senator Bebout, chairman of the Credentials Committee. Senator Bebout stated that the committee on Credentials respectfully reports back that the following named persons shown by the Certificate from the Secretary of State are duly elected members of the Senate of the 60th Legislature of the State of Wyoming, for a four-year term beginning the first Monday in January, A.D. 2009. Reading Clerk Dick Loseke read the names of the newly elected Senators: 1 Senate District 2 Senator Jim Anderson Senate District 4 Senator Tony Ross Senate District 6 Senator Wayne Johnson Senate District 8 Senator Floyd A. Scott STATE OF WYOMING OFFICE OF THE SECRETARY OF STATE I, Max Maxfield, Secretary of the State of Wyoming, do hereby certify that the attached is a full, true and correct list of the members of the Sixtieth Legislature of the State of Wyoming, duly elected at the General Election held on the fourth day of November, 2008 according to the Certificates of the State Canvassing Board as filed in this office. IN TESTIMONY WHEREOF, I have hereunto set my hand and affixed the Great Seal of the State of Wyoming, Done at Cheyenne, The Capital, this 12th Day of December A.D., 2008. Max Maxfield Secretary of State Senator Bebout moved the report of the Committee on Credentials be adopted and the Committee be discharged. The motion carried. Majority Floor Leader Anderson moved that a committee of two be appointed to wait upon the Honorable Justice Hill, and request his presence in the Senate chamber to administer the Oath of Office to the newly elected Senators. The motion carried. The Senate will be at ease subject to the call of the Chair to await the arrival of Justice Hill. Senator Schiffer asked the Senate come to order and rise. "Will the newly elected Senators come forward to be sworn in?" All Senators remain standing as Chief Justice Hill administers the Oath of Office. Senator Schiffer asked Justice Hill to have a seat while the officers of the Senate are elected. Majority Floor Leader Anderson moved that the Senate proceed with the nomination and election of permanent officers. The motion carried. 2 The election of the permanent officers of the Senate will be the next order of business. Senator Geis nominated Senator John Hines of Senate District 23 for the office of President of the Senate. Minority Floor Leader Sessions seconded the nomination and asked it be unanimous, dispensing with the roll call. By your vote Senator John Hines has been elected President of the Senate. President Hines took the Oath of Office from the Justice Hill. President Hines asked for nominations of Vice President. Senator Coe nominated Senator Tony Ross for Vice President. Senator Sessions seconded and asked it be made unanimous, dispensing with the roll call. Justice Hill administered the Oath. President Hines thanked Justice Hill for being here and asked that Senators Larson and Sessions escort the Honorable Justice Hill from the chamber. President Hines introduced the Majority Floor Leader, Senator Jim Anderson and Minority Floor Leader Kathryn Sessions. President Hines introduced the Wyoming Wyomingaires, directed by Leroy Maki. The group is performing in honor of Morrie Oestereich who was a member of the Wyomingaires for many years. The Senate will stand at ease until the sound of the gavel. Majority Floor Leader Anderson moved the following named persons be placed in nomination as employees of the Senate and they be voted on collectively. President Hines asked Justice Hill to administer the Oath of Office to the employees, then thanked him for being here and helping start the 60th Session of the Legislature. President Hines moved that the permanent Senate and Joint Rules of the 59th Legislature be adopted as the temporary rules of the Senate of the 60th Legislature of the State of Wyoming. President Hines called for a vote and announced that by unanimous vote of the Senate, the temporary rules for the Sixtieth Legislature have been adopted. Majority Floor Leader, Senator Anderson, moved that the House of Representatives be informed that the Senate of the Sixtieth Legislature of Wyoming is duly organized and ready to receive any communications they may desire to submit. The motion carried. Majority Floor Leader Anderson, moved that the Senate inform his Excellency, the Governor, that the Senate of the Sixtieth Legislature of Wyoming is duly organized and ready to receive any communications he may desire to submit. The motion carried. Majority Floor Leader Anderson moved that arrangements be made with the House of Representatives to hear the Governor's message tomorrow. The motion carried. President Hines stated he would meet with the Speaker of the House of Representatives to make arrangements for the Joint Address by the Governor. President Hines then introduced to the Senate, the Strolling Strings from Cheyenne East High School, under the direction of Bob Mathews. ADJOURNMENT President Hines requested Senators be in their seats in the House Chamber at 9:45 a.m. for the Joint Session which will begin at 10:00 a.m. tomorrow.     Chokecherry and Sierra Madre Final EIS Chapter 6.0 – Consultation and Coordination 6-1 6.0 Consultation and Coordination This EIS was conducted in accordance with NEPA requirements, CEQ regulations, and the DOI and BLM policies and procedures implementing NEPA. NEPA and the associated laws, regulations, and policies require the BLM to seek public involvement early in, and throughout, the planning process to develop a reasonable range of alternatives to PCW’s Proposed Action and prepare environmental documents that disclose the potential impacts of alternatives considered. Public involvement and agency consultation and coordination, which have been at the heart of the process leading to this draft EIS, were achieved through FR notices, public and informal meetings, individual contacts, media releases, and the project website. From the initial proposal of the project, the public and agencies have been approached for input on the project scope and development, as discussed in Chapter 1.0. This chapter describes this public involvement process as well as other key consultation and coordination. 6.1 Agency Participation and Coordination Specific regulations require the BLM to coordinate and consult with federal, state, and local agencies about the potential of the project and alternatives to affect sensitive environmental and human resources. The BLM initiated these coordination and consultation activities through the scoping process and has maintained them through regular meetings regarding key topics (e.g., alternatives and impact analyses)
