NEWS/PRESS RELEASE PR-045-21 Date of Release: May 21, 2021 FOR IMMEDIATE RELEASE PDIC advises borrowers of Rural Bank of Alimodian (Iloilo), Inc. to pay their obligations The Philippine Deposit Insurance Corporation (PDIC), the Receiver of the closed Rural Bank of Alimodian (Iloilo), Inc. reminded borrowers of the bank that they are under obligation to pay their loans notwithstanding the closure of the bank. PDIC advised borrowers to transact only with authorized PDIC representatives, emphasizing that it has not engaged any person, agent or agency to collect the loan payments for and in behalf of the bank. PDIC advised borrowers to always secure copies of Official Receipts issued by the PDIC, as liquidator of the closed Rural Bank of Alimodian (Iloilo), Inc. Rural Bank of Alimodian (Iloilo), Inc. was ordered closed by virtue of Monetary Board Resolution No. 539.A dated May 6, 2021. It is a two-unit rural bank with Head Office located on Almacen St., Brgy. Poblacion, Alimodian, Iloilo. Its lone branch, Leon Branch, is located on Cabaluna St., Brgy. Poblacion, Leon, Iloilo. Deposits of borrowers who have past due loans with the bank are automatically applied to their loans, by operation of law. NEWS/PRESS RELEASE PR-036-21 Date of Release: 12 May 2021 FOR IMMEDIATE RELEASE MB closes Rural Bank of Alimodian (Iloilo), Inc. PDIC to pay all valid insured deposit claims The Monetary Board (MB) of the Bangko Sentral ng Pilipinas (BSP) prohibited Rural Bank of Alimodian (Iloilo), Inc. from doing business in the Philippines through MB Resolution No. 539.A dated 6 May 2021 which also directed the Philippine Deposit Insurance Corporation (PDIC), as Receiver, to proceed with the takeover and liquidation of the bank. The PDIC took over the bank on 12 May 2021. For the safety of the bank clients and local residents, the PDIC field personnel complied with the health, quarantine and travel protocols in accordance with Resolution No. 98-A issued by the Inter-Agency Task Force for the Emerging Infectious Disease (IATF). The same Resolution also authorized the PDIC personnel to travel on official business unimpeded to ensure that the PDIC is able to fulfill its mandates under the law. Rural Bank of Alimodian (Iloilo), Inc. is a two-unit rural bank with Head Office located in Almacen St., Brgy. Poblacion, Alimodian, Iloilo. This paper analyzes the nature and type of property rights that govern the surface water in the Philippines employing the property rights and responsibility nexus framework – using the Tigum-Aganan watershed (TAW) as a case. It explains the failure in addressing the sedimentation problem as a representation of the weak link among institutions which has adversely affected surface water supply. In addressing sustainability challenges, water property rights and the corresponding responsibilities should be clarified across the institutional hierarchy and coordinated among actors.
