Page 1 of 29 Narragansett Bay Estuary Program 2017 Narragansett Bay Estuary Program 2017 Bay and Watershed Research Program REQUEST FOR PROPOSALS Research Projects for Narragansett Bay and Its Watershed September 2017 The New England Interstate Water Pollution Control Commission (NEIWPCC), in cooperation with the Narragansett Bay Estuary Program and its partners, is inviting proposals that support the Narragansett Bay Estuary Program through the execution of scientific research projects focused on the Narragansett Bay Watershed. The purpose of this program is to expand the research capabilities of the Estuary Program through the selection of scientific research projects targeting the data gaps and research needs specifically identified in the 2017 State of the Narragansett Bay and Its Watershed Technical Report. These research projects will help address scientific questions about the Narragansett Bay Watershed and inform future reports issued by the Estuary Program including the next version of the technical report, expected to be completed in 2022. Under this request for proposals (RFP), the Bay and Watershed Research Program will result in subawards with the selected applicants in the total amount of approximately $140,000. Key elements in brief: This RFP is open to research and educational institutions of higher learning, individuals, county, municipal, and local subdivisions of state government in both Rhode Island, Massachusetts and Connecticut, state and federal (non-EPA) agencies, interstate agencies, tribes, for-profit, and non-profit organizations. The deadline for a two-page pre-proposal is 12:00 (noon) EST on November 14, 2017. The deadline for invited full proposals is 12:00 (noon) EST on January 22, 2018. Overview NEIWPCC NEIWPCC is a not-for-profit interstate organization, established by Congress in 1947 to serve and assist its member states individually and collectively by providing coordination, research, public education, training, and leadership in the management and protection of water quality in the New England states and New York. NEIWPCC strives to coordinate activities and forums that encourage cooperation among the states, educate the public about key water quality issues, support research projects, train environmental professionals, and provide overall leadership in the management and protection of water quality. Narragansett Bay Estuary Program Founded in 1985, the Narragansett Bay Estuary Program is one of 28 nationally designated programs operating under the National Estuary Program. This national program was established by the federal Clean Water Act and seeks collaborative solutions to protect and restore the water quality and ecological integrity of estuaries of national significance. NEIWPCC serves as the host entity for the Narragansett Bay Estuary Program. The Narragansett Bay Estuary Program’s mission is to protect and preserve Narragansett Bay and its watershed, in both Rhode Island and Massachusetts, through partnerships that conserve and restore natural resources, enhance water quality, and promote community involvement. II. Project Goal The Bay and Watershed Research Program is designed to support scientific research and monitoring projects that help fill in data gaps and research needs specifically identified in The State of the Narragansett Bay and Its Watershed Technical Report (Technical Report). Accordingly, successful projects will build upon the analysis and findings in the Technical Report and advance the scientific understanding of changes in Narragansett Bay (Bay) and the Narragansett Bay Watershed (Watershed). The Technical Report describes the status and trends for 24 indicators that help to track progress toward the goals to protect, restore, and maintain the chemical, physical, and biological integrity of the Bay and its Watershed. It also identifies the linkages between and among these indicators and describes how those linkages may have changed or could continue to change through time. The Estuary Program will select research projects in order to develop scientific reports for the Program that will augment the findings of the Technical Report, inform future updates to the Technical Report, and contribute to the Estuary Program’s long history of supporting scientific research. The selected projects will enter into subawards with NEIWPCC to complete the scientific research and develop a final report for the Estuary Program. III. Scope of Work The Technical Report includes 24 chapters organized by two groups of indicators: stressor indicators and condition indicators, the latter of which includes aspects of both ecosystem condition and public health. The Bay and Watershed Research Program seeks to support research projects for the benefit of the Narragansett Bay Estuary Program that advance the scientific understanding of the following 24 indicators: Page 2 of 29 Stressor Indicators Climate Change Stressor Indicators Chapter 1. Estuarine Fish Communities, Chapter 15. Dissolved Oxygen Chapter 16. Chlorophyll, Chapter 17. Water Clarity Watershed Ecosystem Condition Indicators Chapter 18. Water Quality Conditions for Aquatic Life, Chapter 19. Stream Invertebrates Chapter 20. Freshwater Fish Communities, Chapter 21. Open Space Condition Indicators of Public Health Chapter 22. Water Quality Conditions for Recreation, Chapter 23. Marine Beaches, Chapter 24. Shellfishing Areas Each of these 24 chapters includes a section that identifies data gaps and research needs (see the compiled list of these gaps and needs in Appendix E). The goal of the Bay and Watershed Research Program is to develop scientific research reports on behalf of the Estuary Program that specifically address the identified data gaps and research needs or develop reports for the Program that are substantially related to the scientific issues discussed in each chapter. Through this RFP, the selected scientific research projects will focus on the geographic scope of Narragansett Bay and the Narragansett Bay Watershed in the states of Rhode Island and Massachusetts (see the map in Appendix F). While the Technical Report is exclusively focused on this geographic scope, the Narragansett Bay Estuary Program’s study area also includes the Little Narragansett Bay Watershed (Wood-Pawcatuck Rivers) and the Southwest Coastal Ponds Watershed in the states of Rhode Island, Massachusetts, and Connecticut (see the map in Appendix F). A project’s competitiveness will depend on how well it meets the scoring criteria outlined in Appendix D and priority scoring is provided for those research projects that take place within the geographic scope of Narragansett Bay or the Narragansett Bay Watershed. Accordingly, projects in the Little Narragansett Bay Watershed or the Southwest Coastal Ponds Watershed remain eligible but will receive a lower score under the criteria in Appendix D. IV. General Guidelines for Applicants Eligibility This RFP is open to research and educational institutions of higher learning, individuals, county, municipal, and local subdivisions of state government in both Rhode Island, Massachusetts and Connecticut, state and federal (non-EPA) agencies, interstate agencies, tribes, and for-profit and non-profit organizations. Although multiple partners may be involved with a project, a single subawardee will be the recipient of funds, and partners receiving funds through the subawardee will be considered subcontractors. The subawardee will be responsible for the completion of all tasks including those through subcontracted partners. Individuals and representatives from organizations that participated in the development or review of this RFP and its contents may be deemed ineligible to apply according to the Estuary Program’s conflict of interest policies. Page 3 of 29 Schedule The project should take no more than 12 months, with all final reports and paperwork received by March 2019 (short projects) or June 2019 (long projects). However, it is desirable for projects to be completed earlier. Hope Bay (MHB) and Narragansett Bay (NB) is simulated using the unstructured grid, finite-volume coastal ocean model (FVCOM). With an accurate geometric representation of irregular coastlines and islands and sufficiently high horizontal resolution in narrow channels, FVCOM provides an accurate simulation of the tidal wave in the bays and also resolves the strong tidal flushing processes in the narrow channels of MHB-NB. Eddy shedding is predicted on the lee side of these channels due to current separation during both flood and ebb tides. There is a significant interaction in the tidal flushing process between MHB-NB channel and MHB-Sakonnet River (SR) channel. As a result, the phase of water transport in the MHB-SR channel leads the MHB-NB channel by 90o. The residual flow field in the MHB and NB features multiple eddies formed around headlands, convex and concave coastline regions, islands, channel exits and river mouths. The formation of these eddies are mainly due to the current separation either at the tip of the coastlines or asymmetric tidal flushing in narrow channels or passages. Process-oriented modeling experiments show that horizontal resolution plays a critical role in resolving the asymmetric tidal flushing process through narrow passages.

BY CAPTAIN DAVE BILL PHOTOGRAPHY BY CATE BROWN ount Hope Bay, shared by Massachusetts and Rhode Island, doesn’t get a lot of attention from boaters. But it should. The bay is flled with interesting places to dock, drop an anchor or explore in a small boat, so you could fll an entire week visiting a new spot every day. Every summer, I spend a signifcant amount of time on the bay aboard a 36- foot Union cutter, so I’ve gotten to know and love this body of water, which offers everything from interesting things to see and do to great dock-and-dine restaurants to scenic spots where one can drop the hook and take a dip. Here are some of my favorite places to visit, as well as some points of interest. The main gateway to Mount Hope Bay (which is named after a small hill on its western shore) is via the center span of the Mount Hope Bridge, with Hog Island Shoal to port and Musselbed Shoals to starboard. You can also enter, from the north, via the Taunton River, and from the south, via the Sakonnet River. Although the Army Corps of Engineers maintains a 35-foot-deep shipping channel through the bay up to Fall River, be mindful of navigational aids that mark obstructions such as Spar Island or Old Bay Rock.

    NBC Hydrographic Fall Surveys: Providence & Seekonk Rivers Results of Hydrographic Surveys on the Providence and Seekonk Rivers: Fall Period, 2001 Draft Report Prepared for Microinorganics December, 2001 1.0 Introduction A second set of hydrographic surveys have been conducted within the Providence and Seekonk Rivers to characterize both the magnitudes and patterns of circulation within each body of water for fall seasonal conditions. The cruises provide a baseline for comparison with the first set performed the summer period (2001). The goal of this project is to map out basic aspects of flow and chemical transport within each river with particular emphasis on characterizing the levels of lateral and vertical structure in the flow during flood versus ebb periods of the tidal cycle. Specific questions involve mapping patterns for the outflows (e.g. plumes) for both near and far field regions of the rivers containing the Fields Point and Bucklin Point sewage discharge pipes 2.0 Instrument: Circulation patterns and energies are constrained within each river using an RD Instruments Broadband (1200 kHz) Acoustic Doppler Current Profiler. The ADCP consists of an array of four transducers oriented such that sound beams are transmitted out 90° angles from each other and a know angle from the central axis of the instrument. Sound pulses emitted by the transducers are reflected by scatterers throughout the water column, such as biological and other particulate matter. The reflected sound pulses are Doppler shifted due to the movement of the scatterers in the moving water. The ADCP processes the Doppler shifted return echoes to obtain along-beam velocity components which are then combined for each transducer and converted into a three-dimensional (3-D) velocity pattern.

    Sachuest Bay Resiliency Project Description INTRODUCTION In response to Hurricane Sandy, funds were made available through the Disaster Relief and Appropriations Act 0f 2013 to enhance and improve the resiliency of coastal areas and communities from future storms. Working together, the Town of Middletown, Aquidneck Land Trust, Norman Bird Sanctuary, Center for Ecosystem Restoration, the Preservation Society of Newport and others developed the Sachuest Bay Resiliency Project, which has received $2,289,680.00 in federal funding through a competitive grant process. The Fish and Wildlife Service (Service) is assisting the partners in planning for this project. The Sachuest Bay project includes a variety of actions which, when taken together, are designed to improve the resiliency of the area and the community to future storm events. DESCRIPTION OF PROJECT AREA: Maidford River Watershed: Sachuest Bay and the Maidford River Watershed are located just a few miles east of Newport, RI, in the southeastern part of Aquidneck Island, RI. The Sakonnet River (an arm of Narragansett Bay) lies on the eastern edge of this area, while Sachuest Bay— which opens to Rhode Island Sound and the Atlantic Ocean—lies to the south. The area is located entirely within the town of Middletown, RI. Although only about five square miles, the Sachuest Bay/Maidford River parcel, with exceptional biodiversity and tremendous ecological, economic, cultural, historic, and recreational value. Purpose of the Project: We will install major green infrastructure improvements to create a hub of ecological and coastal resilience in the project area. Construction activities will be completed through a combination of Town in-kind services and contractual support.

    TOWN OF PORTSMOUTH, RI RESOLUTION #2020-xx-xx RESOLUTION OPPOSING TRANSFER OF RI TURNPIKE AND BRIDGE AUTHORITY (RITBA) REVENUE AND MANAGEMENT AUTHORITY TO THE RHODE ISLAND DEPARTMENT OF TRANSPORTATION (RIDOT) WHEREAS, the Rhode Island Turnpike and Bridge Authority (RITBA) collects and uses dedicated revenue to operate and maintain the Mount Hope Bridge, the Jamestown Verrazzano Bridge, Route 138 through Jamestown, the Newport Pell Bridge, and the Sakonnet River Bridge; and WHEREAS, RITBA has been keeping the four largest bridges in the state safe for vehicular travel and maintained in sound condition, e.g., has received honors from the International Bridge, Tunnel and Turnpike Association; and WHEREAS, in comparison, the Rhode Island Department of Transportation (RIDOT) owns and maintains all the state’s secondary bridges and in 2019, RI was deemed to have the worst bridges in America by the American Road and Transportation Builders Association, i.e., out of 780 bridges, 23.1% were structurally deficient and 721, or 92%, were in need of some repair; and WHEREAS, proposed Rhode Island state legislation or provisions in the state budget may move RITBA revenues and management authority over the four major bridges to RIDOT; and WHEREAS, RIDOT will likely redirect RITBA revenues from the maintenance of the four bridges towards bridges elsewhere in the state that have not been properly maintained and are in much poorer condition; and WHEREAS, although the state ranking of its bridges will likely be improved by including RITBA’s far better maintained bridges in ranking analyses, RITBA’s four bridges will likely suffer from deferred maintenance due to redirected funds.
