O’Hare Overnight Runway Rotation Plan Test On May 6, the O’Hare Noise Compatibility Commission (ONCC) approved a 6-month test for a Runway Rotation Plan during overnight hours, which will take place beginning in early summer of 2016. The Runway Rotation Plan is the culmination of nearly a year of work by the ONCC, the Chicago Department of Aviation (CDA), and the Suburban O’Hare Commission (SOC) to reduce aircraft noise. The Runway Rotation spreads aircraft noise across the region based upon a set weekly calendar, providing predictability to residents, along with well-deserved relief from aircraft noise. Former FAA Acting Administrator, Joe Del Balzo, praised the collaborative effort on the Runway Rotation Plan, saying: “This is a historic, unprecedented event in the field of aviation noise mitigation. Never before has this kind of collaborative effort happened in the United States. For the first time, the FAA was willing to test a noise mitigation plan—a plan that was devised through the team efforts of the Chicago Department of Aviation, the O’Hare Noise Compatibility Commission, and the Suburban O’Hare Commission—all of whom were willing to share their ideas and expertise to reduce aircraft noise for the region. This process should become the national model on how to treat aircraft noise in the future.” The Rotation Plan has significant noise reduction benefits for the entire region. The Rotation Plan is currently awaiting approval from the FAA, and the start date for the 6-month test has not yet been determined. Permanent Drop-Off Locations for Electronics Recycling The Village held its annual Electronics Recycling and Document Destruction Event on Saturday, June 4, and served almost 700 vehicles! If you missed the event, or want to avoid the long line, please remember that Village residents can recycle electronics at several permanent drop-off locations provided through the Solid Waste Agency of Northern Cook County. These permanent locations, some open year-round, are also free and often require no waiting to dispose of your electronics! (for business infrastructure projects, please see page 14). The combined residential and business projects represent a portion of the $21,000,000 investment in the Village’s infrastructure for this year. Details of each project will be posted on the Village’s website (www.elkgrove.org). In addition, project updates will be posted on the site and you may sign up for e-notifications of key construction milestones. The Department of Public Works will oversee these projects and strives to minimize any inconvenience to the public. We thank you in advance for your patience and understanding during these important improvements. Residential Gateway Signs Work will continue this Summer on the installation of gateway signage at Plum Grove Road north of Oriole Drive; Plum Grove Road north of University Lane; Devon Avenue east of Park Boulevard; and Arlington Heights Road north of Devon Avenue. These projects are targeted for completion in the Fall of 2016. Brick Crosswalk Reconstruction The existing brick paver crosswalks will be removed and replaced at the following locations: the intersections at Biesterfield Road and Michigan Lane, Biesterfield Road and Home Avenue, Biesterfield Road and West Glen Trail, Biesterfield Road and Grissom Trail, and Rohlwing Road and White Trail. Crosswalks on Biesterfield Road and Rohlwing Road will be replaced with an integral colored concrete. Side street crosswalks will be reconstructed a with new concrete base and brick. Please check the Village website for a schedule of temporary lane restrictions during construction of these improvements. Street Resurfacing Program Work on the 2016 street resurfacing program began in May and is targeted for completion in September. The project will include repair to sidewalks and curbs. A complete listing of streets may be viewed on the Village website. Please note that the Private Participation Concrete Program typically offered to the community has been suspended due to a high demand for concrete work. Biesterfield Road Resurfacing - Meachman Road to Rohlwing Road Biesterfield Road from Meacham Road to Rohlwing Road will be resurfaced including repairs to sidewalks, curband gutters and the storm sewer system. The project will begin in late Summer with completion this Fall. Please check the Village website for a schedule of temporary lane restrictions during construction of this improvement. Oakton Street Resurfacing - Shadywood Lane to Higgins Road Oakton Street from Shadywood Lane to Higgins Road street resurfacing including repairs to sidewalks, curb and gutters and the pedestrian crosswalk at Oakton Street and Lively Boulevard. The project will begin in late Summer with completion this Fall. Please check the Village website for key project milestones during construction of this improvement.

Bike with the Mayor - Saturday, July 23 Join Mayor Craig B. Johnson and Friends of Cycling in Elk Grove (FCEG) on a family-friendly bike ride around Elk Grove Village! The Mayor will lead cyclists of all ages on a 5 mile bike ride through the Village. The ride will start and end at the Elk Grove Historical Museum parking lot , 399 Biesterfield Road. This is a FREE event. Speeding Vehicles in My Neighborhood The Elk Grove Village Police Department is dedicated to the safety of the community and recognizes speeding vehicles on residential streets create hazardous situations. Speeding is a leading cause of crashes, which can result in tragic consequences, including injuries and deaths. Officers monitor the roadways daily, and if they locate a violator they curb as many as possible, issuing citations with a minimum $120 fine. The Police Department also has alternative tools to supplement enforcement by Officers. In an effort to help dissuade this potentially dangerous behavior, the Elk Grove Village Police Traffic Unit uses speed trailers (which monitor and display speed) and message boards (which instruct drivers to slow down) to help make motorists more aware of their speed. These devices are rotated throughout the village during the warm weather months. Currently this special equipment has been deployed in areas routinely associated with speeding infractions, but did you know that residents are able to request a speed trailer in their neighborhood? Village residents can request speed calming devices be temporarily placed on their street. Water Supply Consumer Confidence Report Each year public service water suppliers issue a report known as the Consumer Confidence Report (CCR). The CCR contains information regarding the public service water supplier’s water sources (i.e., rivers, lakes, reservoirs, or aquifers) any detected contaminants, compliance and educational information. Perspectives: The Growth of Elk Grove Village FREE Exhibit Opening Saturday, August 6, 11 am - 2 pm at the Elk Grove Historical Museum Celebrate the opening of the new exhibit, Perspectives, with a relaxed afternoon on the museum grounds. Photographs, original artifacts, audio clips, and hands-on components connect visitors with how Elk Grove transformed over time. Visitors can also tour the historic farmhouse, engage in summer picnic games, and view vintage cars courtesy of Triumph Car Club. CPR Training at Fire Station 8 The Elk Grove Village Fire Department is pleased to offer CPR courses to our community and health care providers. These classes have proven time and again that they can and do save lives. The Elk Grove Village Fire Department offers American Heart Association CPR Certification Classes for the general public each month. The classes are held at Fire Station 8, located at 1000 Oakton Street. CPR classes are offered at a variety of levels: Family and Friends CPR is for those who want to learn CPR but do not require certification. The course is designed for new parents, grandparents, babysitters and others interested in learning how to save a life. Upcoming Class: Saturday, August 27, 9 a.m. - 11 a.m.- $25 for Village Residents CPR for Healthcare Providers is designed for Healthcare Providers (nurse, physician, EMT, etc.), however, anyone may register for this class. Upon successful completion of either course, participants are awarded a certification card. Upcoming Class: Saturday, July 30, 9 a.m.- 1 p.m. - $60 for Village Residents CPR for Non-Healthcare Providers is designed for those with limited or no medical training who need a course completion card in CPR and AED use to meet job, regulatory or other requirements. July 12 & 26 on the Village Green, 901 Wellington July 4 & 17 at Park LGK, 164 Lions Drive Fireworks to Follow Independence Day & 60th Anniversary Concerts Citizen’s Fire Academy The Elk Grove Village Fire Department will be conducting its Citizen’s Fire Academy for residents interested in learning more about the Fire Department and its operations. This six-week program will take place on Thursday evenings from 6 p.m. to 9 p.m. beginning on September 8, 2016 at Fire Station #8, 1000 Oakton Street. Topics to be covered include: Calling 911, Special Teams Operations, Fire Extinguisher Training, Auto Extrication, Hose Evolutions, Emergency Medical Services/CPR, and Disaster Preparedness. Participants will tour the training tower, learn basic first aid skills, and use specialized tools and equipment to better understand the types of conditions encountered by firefighters. All students will also be fitted with a set of protective clothing to use during the course of the academy. The program will culminate with an evening of hands-on simulations. All participants must complete an application form and will need to provide a release of liability prior to the start of class. Class size is very limited. Storm Debris Large Branch Pickup In the event of a major storm, the Public Works Department will pick up large branch debris caused by the storm. The large branches should be placed curbside and will normally be picked up within a week following storm. Do not allow branches to protrude into the street or block sidewalks. Yard waste, including smaller branches, will not be picked up as a part of the Village’s storm debris collection efforts. For smaller branches and yard waste, we ask that you follow the Waste Management Yard Waste Collection guidelines, which you can find atwww.elkgrove.org/yardwaste . Welcoming WINGS to Elk Grove Village On Thursday, May 6, Village officials attended a ribbon cutting for the new WINGS (Women in Need Growing Stronger) distribution center at 1265 Oakton. The distribution center is used to sort donations and inventory to their resale stores in the region. WINGS uses profits from these stores to provide housing, integrated services, education and advocacy to end domestic violence. Donations of gently used clothing and furniture are accepted at 1265 Oakton on Monday - Saturday, 9:00 a.m. – 4:30 p.m.

Property Maintenance Reminders Grass cutting season is in full swing Residential property owners are responsible for cutting and maintaining grass and/or weeds. All grass and/or weeds on a residential property must be maintained at a height restriction of no greater than six (6) inches (Village Code 4-5-2). If a property is found to be in violation, the property owner will be notified by the Village. Properties that remain in violation, are then cut by the Village-hired landscaper and all fees incurred are billed to the property owner. Residents are required to place official landscape waste disposal stickers on landscape waste containers. Containers that do not have the landscape waste disposable sticker will not be collected (Village Code 4-4-1). Stagnate No More Property owners are required to keep their properties free of stagnant or standing water (Village Code 4-4-2: D). Areas where stagnant water can collect include: unmaintained swimming pools, bird baths, kiddie pools, clogged gutters, old tires, and various containers that collect water. Stagnant water can pose a health risk by providing a breeding ground for nuisance mosquitoes, including the Culex mosquito causing West Nile Virus. Please remember to empty all containers, flush out bird baths weekly and invert kiddie pools to prevent water from collecting. Swimming pools must be operating (circulating, disinfecting) during the season and effectively covered to prevent stagnating water in the off-season. Keep It Tidy Property owners are responsible for the upkeep of their properties, which includes preventing the accumulation of excess items (i.e. ladders, yard tools, lawn mowers, snow removal equipment, etc.) stored around the exterior of the property (Village code 4-2-1 A-C). These items, when not in use, must be stored in the homeowner’s garage or shed. The accumulation of items around the exterior of the property is unsightly and can become a nuisance to surrounding homeowners. Also, please remember that it is the responsibility of pet owners to clean up any pet droppings; including any pet owners who live in apartment complexes. We want to avoid any waste that could contain infectious germs or that may attract insects, rodents, or vermin (Village Code 4-2-2-B-1).

Infrastructure Improvement Program - 2016 Business Construction Projects The following business infrastructure improvements are scheduled to be under construction during the 2016 season. (for residential infrastructure projects, please see page 4). The combined residential and business projects represent a portion of the $21,000,000 investment in the Village’s infrastructure for this year. Details of each project will be posted on the Village’s website (www.elkgrove.org). In addition, project updates will be posted on the site and you may sign up for e-notifications of key construction milestones. The Department of Public Works will oversee these projects and strives to minimize any inconvenience to the public. We thank you in advance for your patience and understanding during these important improvements. Rail Crossing Improvements: The Village will be rehabilitating several railroad crossings within the Business Park along Chase Avenue, Touhy Avenue, Estes Avenue, Greenleaf Avenue, Lunt Avenue, Morse Avenue, Arthur Avenue, Mark Street and Carl Boulevard. The railroad improvements will consist of the removal and replacement of the existing rail ties and ballast, and the installation of new continuous welded rails, and rubber interface with full depth asphalt crossing. The rail crossings construction will take place this Summer and will require the complete closure of each crossing for approximately one week. Please check the Village website for a schedule of temporary road closures during construction of these improvements. Business Park Gateway Signs: The Village will begin the replacement of the existing gateway signage within the Business Park starting at the following locations; Oakton Street east of Shadywood Lane; Tonne Road at Landmeier Road; Touhy Avenue at Tonne Road; and Tonne Road north of Devon Avenue. This project is targeted for completion in Fall of 2016. Busse Road Median Enhancements: Construction is underway and targeted to be completed this Fall. Project includes the installation of planter beds, median landscaping and irrigation systems along Busse Road from Brummel Avenue to Mark Street. This improvement will provide an aesthetically pleasing environment for motorists separating the view of oncoming traffic. Business Park Sanitary Sewer Lining: The Village has implemented a program to install a cured-in-place liner in the existing sanitary sewers. The lining process extends the useful life of the sewer system by over 50 years and significantly reduces the likelihood of sewer blockages on the Village’s main line system. The project does not require any open excavation and has minimal impact on adjacent business owners. The work is planned for portions of the Village Business Park. Maps of affected areas may be viewed on the Village website. Construction is targeted to begin this Summer with a completion in Spring 2017. Arthur Avenue and Busse Road Culvert Improvement: In April, the Village began construction on the Arthur Avenue and Busse Road Culvert Improvement project. The project is anticipated to be completed by the end of November 2016. The project includes the removal of storm sewer, dual 78 inch culvert pipe removal, dual 7’W x 5’H box culvert installation, 60 inch culvert pipe installation, storm sewer installation, sanitary sewer and force main installation, and pavement and landscaping restoration. Project scheduling, location maps, and detours will be posted on the website as construction operations are identified. Full road closures along the 1400 & 1500 blocks of Arthur Avenue will be required throughout the duration of the project. 14 | ELK GROVE VILLAGE JUNE 2016 ISSUE

Infrastructure Improvement Program, Cont. Estes Avenue Culvert Replacement - West of Elmhurst Road The removal and replacement of existing corrugated metal pipe (CMP) culverts with reinforced concrete box culvert under Estes Avenue along with ditch restoration from Touhy Avenue to just south of Lunt Avenue has been completed. In addition, the railroad crossing at this location has been rehabilitated. Pratt Boulevard and Rail Crossings, West of Busse Road: This spring construction began removing and replacing the existing corrugated metal pipe culverts with reinforced concrete box culvert under Pratt Boulevard as well as two railroad track crossings. In addition, the ditches from Greenleaf Avenue to Pratt Boulevard will be reshaped and vegetation restored. Touhy Avenue to Arthur Avenue Ditch Improvements: This ongoing project consist of storm sewer and culvert removal and replacement, tree clearing, ditch regrading and landscape restoration. This project will reestablish the flow line for 3.5 miles of ditches within the Villages Business Park. Completion of this project is anticipate to in the Fall of 2016.

The Elk Tank Continues The entrepreneurial spirit continues in the Village with the second year of the Elk Grove High School entrepreneurship program, affectionately dubbed The Elk Tank. Current participating students spent the year honing their business plans and presentation skills. Chad Froeschle, a Business Class Instructor at the High School came up with the idea for the class. The class teaches students the skills it takes to develop a business plan, field test their ideas, and ultimately pitch their ideas to a panel of business experts. Chad recruited several private sector business leaders as well as government officials to serve as mentors and coaches to the class. The mentors and coaches provided real world experience and provided feedback on the student’s business acumen. Pitch Day came on May 9, when four teams pitched their ideas before a panel of judges and fellow classmates in the Elk Grove High School Theatre. The winning team was selected to participate in a District wide Startup Showcase held later that month. The top team selected to represent Elk Grove High School at the District competition was Speed Shop. Speed Shop is a smart phone application that allows one to grocery shop at home and simply pick up their order. Another smart phone app called Lit Box also competed after winning a wild card round. Lit Box allows partygoers to rate the music being played turning a party into an interactive game. The winner of the District 214 Startup Showcase for 2016 was a team from Buffalo Grove High School who created Hoodie Hoop, a product that allows you to easily re-thread a drawstring that has fallen out of a hoodie, sweatpants, or other items. The team won $2,500 and were also offered workspace and pro bono legal advice from the competition judges.

Cashless Tolling on Illinois Route 390 Starts July 5 Beginning July 5, 2016, cashless tolling will be coming to the Illinois Route 390 Tollway from Lake Street to I-290. This is the first, all-electronic roadway on the Illinois Tollway system. Since there are no toll booths or automated coin machines available along the Illinois Route 390 Tollway, all customers are driving on an I-PASS Tollway. Drivers with an unpaid toll should make note of the toll collection location by identifying the toll plaza name, number or the nearest milepost and go online at www.illinoistollway.com or pay by mail within the 7-day grace period. For the month of July, drivers with unpaid tolls will have an extended grace period to pay until July 31, 2016. After this date, the 7-day grace period will resume.

Don’t have an I-PASS? Customers will save 50 percent on tolls when they get a transponder. Nearly 200 Jewel-Osco locations in Illinois sell I-PASS transponders including the location at Biesterfield and Arlington Heights Road in Elk Grove Village.
