KilkennyKilkenny County CouncilCity & Environs Draft Development Plan 2008-2014 County Manager’s Report on Submissions to the Draft City & Environs Development Plan January 30th, 2008 Introduction This Report forms part of the statutory procedure for the preparation of a County Development Plan, as required by the Planning and Development Act, 2000, as amended. This is a follow-up document to the County Manager’s Report on Pre-Draft Submissions to the City and Environs Development Plan (July 2007) and to the Review of Kilkenny County and City Development Plans and Preparation of new Draft Development Plans County Manager’s Report (December 2006). The purpose of this Report is - • To report on the written submissions/observations received in relation to the Draft County Development Plan during the public consultation period which ran from the 10th August to the 19th October 2006. • To set out the Manager’s response to the issues raised in the submissions/observations and; • To make recommendations on the incorporation of such issues. The Report is now submitted to the Members for their consideration. Submissions A total of 264 recorded submissions were received on the Draft County and the City Plans, of which 89 related to the City and Environs specifically. A complete list of the persons/bodies that made written submissions, including a short description of the submission, is included in the table attached to this report*. Each submission is examined in detail and responded to separately in this report. The submissions to the County Plan are dealt with in more detail in the County Manager’s Report on the submissions to the Draft County Development Plan. Of the 89 submissions received on the City and Environs Plan a total of 59 sought zoning changes. A map showing the areas referred to in the submissions is included in the last page. Six submissions related to the area of the Loughmacask Local Area Plan. The remainder dealt with issues including transport, heritage, tourism and transport. *Note: As submissions were accepted by both e-mail and hard copy, some submissions received two reference numbers. Where this occurred, the submission is noted as “Duplicate submission” and the original reference number is referred to. 1 Zoning Overview It is estimated that the population of the City & Environs will grow to approximately 26,344 by 20141 which is an increase of approximately 3,080 persons between 2008 and 2014. Taking an occupancy rate of 2.7 persons per household this equates to an additional 1,140 households by 2014. At an average density of 34 units per hectare (14 per acre) this would necessitate an additional 33 ha of land (83 acres) if the increase was to be accommodated on greenfield sites. Multiplying this by 1.5 gives a requirement of 50 ha for a nine year land supply. The Government Guidelines on the preparation of Development Plans (2007), paragraph 4.14 recommend zoning for a nine year’s supply of residential land. At present the Western Environs and Loughmacask areas alone contain some 157 ha (388 acres) of residentially zoned land. This estimate does not allow for potential restrictions on phasing. Phasing However as part of the assessment a review of the phasing of the western environs has taken place to take account of the progress to date on the confirmation of the Western Environs Roads Infrastructure scheme which was confirmed in July 2007. (See Submission D201) Construction work on the scheme will commence in 2008 and will be complete in 2009. The review of the phasing will ensure a more flexible approach to the physical infrastructure whilst ensuring that social infrastructure is also provided. In section 4.3 of the Western Environs Local Area Plan it states that development of blocks A,B,C,F,G,K and N will be considered premature until one of blocks H,J, or L is completed to the satisfaction of the planning authority. It is considered that this restriction to phasing should be removed and that blocks A,B,C,F,G,K and N will not be dependent on H,J, or L. In addition, planning applications for these blocks can now be considered given that the CPO has been confirmed and that there is a clear timeframe for delivery of essential infrastructure. Within these blocks there is a total of 73 ha of net residential land available for development. Similarly in the Loughmacask area which will be coming to the Councils shortly there is a total of 27 ha of residentially zoned land available within the first phase of development. Therefore at present, the city and environs contains twice the land area (100 hectares) required to cater for the nine-year supply as stipulated in the Guidelines. 1 Population Study and Draft Housing Strategy 2007 2 Compact City & Sustainable Transport The Draft Development Plan aims to promote a balanced compact form for the City & Environs. The Plan promotes a spatial development strategy based around the idea of a compact city. Kilkenny, as a compact city has the following characteristics: • A Central area that has vitality and is vibrant • Appropriate densities for the size and form of Kilkenny as identified in the local area plans • Mixed-use development • Services and facilities for the projected population: hospitals, parks, schools, shops, leisure and fun This spatial arrangement will facilitate easier circulation and mobility, less car dependency thus lower emissions, reduced energy consumption, better and greater integration of different transport modes, and increased overall accessibility. The Compact City addresses these issues because it grows around centres of social and commercial activity linked by different transport modes. These provide the focal points around which neighbourhoods/urban villages develop. The Compact City is a network of these neighbourhoods/urban villages, each with its own parks and public spaces and accommodating a diversity of overlapping private and public activities. Transport management for the City& Environs must take cognisance of the movement of people and vehicles in the wider context of the City and Environs and its hinterland. In this context the transport provision must be efficient and sustainable and must strive to provide a level of integration across all transport modes appropriate to the scale of the City Centre and the wider Environs. In overall terms the vision is to provide a practical level of accessibility for all, regardless of age, mobility or availability of mode choice and the existing and proposed road network must be addressed in terms of: • Co-ordinating transportation and land use through the development plan. • Improving, developing and prioritising pedestrian and cyclist access. • Developing bus services within the city and environs • Managing parking provision • Limiting car access to key road links • Developing a coherent directional and explanatory signage strategy. Kilkenny is in a unique position to capitalise on its historical development and compact form in a sustainable manner and to encourage continued neighbourhood/urban village development in line with the vision as set out in the draft plan.
