    THE UNIVERSITY OF CHICAGO SMUGGLER STATES: POLAND, LATVIA, ESTONIA, AND CONTRABAND TRADE ACROSS THE SOVIET FRONTIER, 1919-1924 A DISSERTATION SUBMITTED TO THE FACULTY OF THE DIVISION OF THE SOCIAL SCIENCES IN CANDIDACY FOR THE DEGREE OF DOCTOR OF PHILOSOPHY DEPARTMENT OF HISTORY BY ANDREY ALEXANDER SHLYAKHTER CHICAGO, ILLINOIS DECEMBER 2020 Илюше Abstract Smuggler States: Poland, Latvia, Estonia, and Contraband Trade Across the Soviet Frontier, 1919-1924 What happens to an imperial economy after empire? How do economics, security, power, and ideology interact at the new state frontiers? Does trade always break down ideological barriers? The eastern borders of Poland, Latvia, and Estonia comprised much of the interwar Soviet state’s western frontier – the focus of Moscow’s revolutionary aspirations and security concerns. These young nations paid for their independence with the loss of the Imperial Russian market. Łódź, the “Polish Manchester,” had fashioned its textiles for Russian and Ukrainian consumers; Riga had been the Empire’s busiest commercial port; Tallinn had been one of the busiest – and Russians drank nine-tenths of the potato vodka distilled on Estonian estates. Eager to reclaim their traditional market, but stymied by the Soviet state monopoly on foreign trade and impatient with the slow grind of trade talks, these countries’ businessmen turned to the porous Soviet frontier. The dissertation reveals how, despite considerable misgivings, their governments actively abetted this traffic. The Polish and Baltic struggles to balance the heady profits of the “border trade” against a host of security concerns shaped everyday lives and government decisions on both sides of the Soviet frontier.

    October 2017 • v. 57, n. 5 NewsNet News of the Association for Slavic, East European, and Eurasian Studies Article Written: 1917 for 2017 Kristin Romberg, University of Illinois at Urbana-Champaign When the editors of NewsNet asked me months ago to digging in archives and carefully crafting a narrative to contribute something on the current state of scholarship about how the revolution mattered (in my case, to aesthetic about art produced in the context of the Russian Revolution, modernism), it has been a giddy delight to see the issues I planned to write about the repositioning of the field that motivate my work actually matter both to a broader in the past ten years; how the receding relevance of the audience and in relation to world events. At the same time, Cold War paradigms that once made our work “topical” that brighter spotlight and larger pool of participants have in Title VIII terms has been as much an opportunity as a been accompanied by the discomfort of misrecognition challenge; how a decreasing appetite for Manichean hero/ and the awkward illumination of some of the quirks of villain structures has allowed new figures, histories, and academe.     Making the Soviet Intelligentsia: Universities and Intellectual Life Under Stalin and Khrushchev

    MAKING THE SOVIET INTELLIGENTSIA Making the Soviet Intelligentsia explores the formation of educated elites in Russian and Ukrainian universities during the early Cold War. In the postwar period, universities emerged as training grounds for the military-industrial complex, showcases of Soviet cultural and economic accomplishments, and valued tools in international cultural diplomacy. However, these fêted Soviet institutions also generated conflicts about the place of intellectuals and higher learning under socialism. Disruptive party initiatives in higher education – from the xenophobia and anti- Semitic campaigns of late Stalinism to the rewriting of history and the opening of the USSR to the outside world under Khrushchev – encour- aged students and professors to interpret their commitments as intellec- tuals in the Soviet system in varied and sometimes contradictory ways.
