Mrs. Audrey (Audie) Adkins 10905 Reisling Dr. Frisco, TX 75035 972-335-3788 March 8, 2007 To Governor Rick Perry, Chairman of TXDOT Ric Williamson Jennifer Halstead of HNTB I am in TOTAL opposition to the selling of SH 121 to foreign companies and the conversion to a toll road. This toll project has been ramrodded through the process so that TXDOT could have this portion of SH 121 converted to a toll way. TXDOT knows this portion of road is a “cash cow” for new toll roads! Collin County generates hundreds of new jobs each year for the State of Texas and is home to many Fortune 500 companies as well as smaller companies which create wealth through taxes to the State of Texas. Collin County has an excellent quality of life for our citizens. Why are you placing more burden on the citizens who live and work in this area of Texas? Tolling SH 121 will make it more difficult to entice through our economic development efforts more companies to the area to continue the job creation and quality of life. I feel that there are significant environmental issues that have not been addressed as referenced in the City of Frisco letter dated March 6, 2007 and titled "SH 121 Collin County Environmental Re-evaluation" submitted by Cissy Sylo, Director of Engineering Services, City of Frisco. Also, I do not feel that sufficient time has been allowed to review the proposal and that the wishes of the local communities, their citizens and elected officials have been largely ignored". As a citizen of Frisco and Collin County, I am totally dismayed and disgusted by the actions and attitudes of Governor Rick Perry, TXDOT Chairman Ric Williamson and the local transportation officials with North Texas Council of Governments, and the Regional Transportation Council. All the above entities are selling our Texas roads to the highest bidder for 50 years! These CDA’s are all foreign companies who will raise rates as they see fit without any oversight because all the records of the contracts are kept private. (The following are notes from a TXDOT meeting back in Dec. 15, 2005) “At the commission meeting, Commission Chairman Ric Williamson stated that it is not the state’s strategy to hold down the cost of tolls to the consumers, rather he said the consumers (by choosing to use the toll road or not) should decide if the toll rate is “a buck, or ten cents, or 2 bucks a mile (time stamp 12:02:36 p.m. of the meeting).” Chairman Williamson also stated that it is not in the best interest of the state to turn over a toll road to an agency like NTTA because that agency will attempt to keep the toll rates lower to the citizens (time stamp 12:01:49 p.m. of the meeting). Taking the comments from Chairman Williamson, CDA’s are favored by TxDOT because they will not be influenced by local political pressure to keep the toll rates down.” I will be long in my grave and my grandchildren will be bearing the brunt of these tolls because of the attitudes of elected officials who believed that it was best to sell our roads to foreign companies. TxDOT stated that they do not want SH 121 because it cost them too much to maintain, though TxDOT has unlawfully made more than enough funds from the tolls on North Dallas Tollway to cover all the expenses.

    DISSERTATION ABSTRACT Minority Voices: The Representational Roles of African American and Latino Legislators during State Legislative Deliberations By Renita Miller In this dissertation I systematically examine African-American and Latino legislator behavior in a legislative setting. The project specifically examines whether and how minority legislators represent and influence African American and Latino policy interests during the legislative process. I perform an analysis of minority legislator participation rates on bills and develop an original measure of substantive representation using patterns in legislative speech of state representatives’ language during committee hearings. I build on existing theory in the representation literature and offer new hypotheses for expanding the scope of how substantive representation is defined and investigated, namely through an empirical investigation of the link between deliberation and descriptive representation. Second, I collect an original data set and develop an original measure of substantive representation to test these hypotheses with participation rates and a linguistic frame based content analysis approach of minority and non-minority representatives’ language on bills for racial perspectives during state legislative committee hearings on several policy issue areas including, but not limited to education, healthcare, and immigration. Chapter 62, Code of Criminal Procedure, establishes the sex offender registration program in this state and requires individuals convicted of or receiving a grant of deferred adjudication for certain sexual offenses to register under that chapter. Specifically, under Chapter 62 an individual required to register under that chapter must inform certain law enforcement agencies of the address of the individual’s intended residence and periodically verify the individual’s continued ,residence at that address.
