Research on the Cultural Highland Construction in Henan Province under the Background of “One Belt and one Road”

Abstract: With the further development of China’s economic and military strength, China is increasingly approaching the center of the world stage, and China’s image of a great power is further established in the eyes of the masses of the world. The introduction and implementation of “one belt and one road” has brought have brought an immeasurable positive incentive to the economic development and cultural dissemination of China and its neighboring countries along the line. It can be said that the introduction and implementation of “one belt and one road” provides a broader platform and a more convenient opportunity for China’s development and cultural dissemination. In such a development environment, the development of all aspects of Henan Province has been greatly improved. Taking the “one belt and one road” as the main policy background, this paper puts forward a series of opinions and sugges- tions on the current construction of Henan cultural highlands. 1. A Brief Introduction to the Henan Cultural Development enan, referred to as “Yu” for short, is named because it is located in the south H of the Yellow River. It is an important political, economic and cultural center in China in various historical periods and one of the cradles of Chinese culture. Known as the “Central Plains”, Henan has a long history and contains rich traditional culture. From the ancient administrative center, from the earliest Shang and Zhou Dynasties to the Five and ten Dynasties, each dynasty established its capital in Henan Province, until the Tang, song and Yuan Dynasties, when ethnic disputes intensified, China’s capital began to choose other provinces. From the cultural perspective of historical sites, behind a series of cultural heritages, such as Longmen Grottoes in Luoyang, Anyang Yinxu, Grand Canal of Sui and Tang Dynasties, Sanque in the Eastern Han Dynasty, Hanguguan site, Shaolin Temple in Songshan Mountain, Baima Temple in Luoyang, it is the accumulation of thousands of years of Chinese culture. From the perspective of historical legends, the dragon culture and the ancestor of humanity all originated in Henan Province. From the perspective of cultural development, a series of cultures, such as surname culture, martial arts culture, Chinese character culture, farming culture and eight trigrams culture, are all history Henan people pride. In general, the development of culture in Henan Province is the first in the development and inheritance of Chinese culture, no matter from the height or from the breadth.

2. Research on Problems in Current Development of Henan Cultural Current situation of cultural development. By the end of 2017, there were 171 public art performance groups, 206 cultural centers and 158 public libraries in He- nan Province. There are 335 museums, including 52 new private and industrial museums. There are 358 national key cultural relics protection units and 1231 pro- vincial cultural relics protection units. There are 113 national intangible cultural heritage lists. The actual number of cable TV users was 10.2321 million. The comprehensive population coverage rate of radio is 98.62%, and that of television is 98.84%. In the whole year, 271 million copies of books were published, 85 million copies of periodicals were published, and 1.815 billion copies of newspapers were published. At the end of the year, there were 177 comprehensive archives, and 4942200 volumes (pieces) of various archives had been opened. The statistics of this cultural and economic development data reflects the main problems existing in the current cultural development of Henan Province. The cultural history is long but the cultural development is weak. The proportion of cultural and economic development in the economic development of Henan Province is relatively small. A series of foreign “foreign” festivals, such as Christmas, Thanksgiving, April Fool's day, are gradually increasing in popularity. On the contrary, many traditional festivals in China are gradually disappearing from the public's vision, such as “Laba Festival” and “Dragon Boat Festival”. The reasons causing the situation are the loss of traditional Chinese culture and the mode of the extensive and over innovative cultural development. The combination of “one belt and one road” and cultural development is not enough. On September 10, 2013, the “one belt and one road” cooperation initiative was put forward. The “Silk Road Economic Belt” and the “21st Century Maritime Silk Road” jumped into the masses’ vision, mainly relying on the existing dual multilateral mechanisms of China and the relevant countries, with the help of existing and effective regional cooperation platform, borrowing the historical symbols of the ancient Silk Road, holding high the mechanism of peaceful development, actively developing economic cooperation partnership with the countries along the route, and jointly building a community of interests, destiny and responsibility with political mutual trust, economic integration and cultural tolerance. This is the original intention of the development of the “one belt and one road”. Chinese culture goes out and the world's culture enters. However, from the perspective of the current cultural development of Henan Province, there is less going abroad and more introduction, cultural resources are not directly proportional to the development of culture, foreign culture is introduced through the Internet, electronic technology and academic exchanges. While the channels for Chi- nese culture to go out are relatively narrow, Henan province has not grasped the development opportunity of “one belt and one road” to carry out cultural transmission in the current development.

3. How to Improve the Construction of Henan Cultural High- land Through the Development of the “One Belt and One Road” Policy. Internationalization of culture. Chinese culture is extensive and profound, and Chinese history has a long history. The development of Chinese culture plays an important role in promoting the development of world culture. It can be said that Chinese culture is a bright pearl in the long river of world culture, and Henan culture is the most dazzling star in the long river of Chinese culture. We should seize the good opportunity of the “one belt and one road initiative” to spread Henan culture to all parts of the world through more foreign tourists and foreign students. The culture of Henan Province is excellent both in quantity and quality, which provides a solid foundation for the construction of cultural highland in Henan Province. We will show the different performances of the background, reason, origin, development, communication and other stages of Henan’s diversified culture. Through cultural communication, we will show a different China to the world and a different Henan to the whole country. Cultural diversity is both an advantage and a disadvantage. The diversity of culture makes it difficult to grasp the systematization and integrity of culture. There are differences and connections between different cultures. Therefore, we should treat the problem of cultural diversity carefully and clarify the differences and connections between different cultures. Only by truly mastering culture can we make cultural development go further. Refinement of culture. As mentioned above, cultural diversity is a rich cultural resource in Henan Province. However, in order to make better use of culture and develop culture, it is necessary to carry out scientific classification and fine research on diversity culture, so as to meet the cultural exploration desire of all ethnic groups in the world. For example, the martial arts culture in Henan culture, no matter from its status in the development of Chinese martial arts culture or from its international influence, is the first of the Chinese martial arts culture, is the treasure of China, is the symbol of China. We should take advantage of the east wind of the Belt and Road Initiative to carry forward this traditional culture. However, we should pay attention to the fine development of culture, and also take into account the relationship between cultural heritage, innovation, development and inheritance. We must not distort the historical facts of cultural development due to blind “output”. The clustering of culture. The clustering of culture is mainly for the cultural industry. There are many historical sites and tourist attractions in China. Henan, as the main birthplace of Chinese history, its historical remains are relatively complete in terms of culture and cultural relics. For example, the origin, preservation and development of Longmen Grottoes in Luoyang, Henan Province are all concerned by all sectors of society. However, in the development of tourism, it is inevitable that the Longmen Grottoes, a historical relic, will be slightly monotonous just as a scenic spot. Therefore, the interaction and blending between cultures are essential. For example, the relevant scenic spots in Henan Province can be intensively ar- ranged. As one of the provinces with a long history and culture, Henan Province should adhere to the green development mode of cultural tourism to promote the development of the first and second industries and contribute to the economic development of the province. Commercialization of culture is one of the ways to show cultural values by taking the development of cultural industry. From this point of view, we need to improve the infrastructure for the development of cultural industry and cultural undertakings. For example, from the perspective of tourism, transportation, communication, catering, accommoda- tion, shopping and other social services are all important factors to attract more people to visit and travel in Henan. Through the Internet propaganda, the “one belt and one road” policy propaganda and other means, Henan tourism culture will be brought to all parts of the country and all over the world, adding wings to the commercialization of culture. The other side of cultural commercialization is cultural industry. Henan has a strong cultural background and rich cultural resources. Whether it is novel creation, film creation or historical record exploration and research, it has a great style and should be the main direction of cultural industry development.

4. Conclusion Henan is rich in cultural resources and has a long cultural history. Under the “one belt and one road” Initiative’s policy, it is the only way for Henan culture to develop to the whole country and the world, to integrate resources, explore and study resources, and create things. It is also the main force for the development of Chinese culture and one of the ways to further enhance the international influence of Chinese culture. We must combine cultural development with economic development and give full play to the role of culture in educating people and improving the economy, so that the Henan culture will be more attractive under the “one belt and one road”.
