Buster Walker and the other refugees dare not return to their homes, just because they sought to exercise their right to vote, then democracy has no meaning, is a grim and empty fiction, is a terrible jest.”1 During the 2012 presidential election, issues of race and voter participation, which proved so volatile in 1940s Brownsville, Tennessee returned to the political agenda once more. A number of states enacted measures purportedly to minimize voter fraud that could also decrease participation of voters of color.2 While the tools states employ to suppress votes of color have changed over time, the underlying motivations to deter black vote participation have been a longstanding part of this nation’s history. Today, the US Justice Department stands poised to strike unlawful state measures under the Voting Rights Act of 1965. However, it was a very different Justice Department in 1940 and a far weaker system of federal civil rights laws. -

THE ATTORNEY GENERAL'S NINTH ANNUAL REPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVED CIVIL RIGHTS CRIME ACT OF 2007 AND THIRD ANNUALREPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVEDCIVIL RIGHTS CRIMES REAUTHORIZATION ACT OF 2016 March 1, 2021 INTRODUCTION This is the ninth annual Report (Report) submitted to Congress pursuant to the Emmett Till Unsolved Civil Rights Crime Act of2007 (Till Act or Act), 1 as well as the third Report submitted pursuant to the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 (Reauthorization Act). 2 This Report includes information about the Department of Justice's (Department) activities in the time period since the eighth Till Act Report, and second Reauthorization Report, which was dated June 2019. Section I of this Report summarizes the historical efforts of the Department to prosecute cases involving racial violence and describes the genesis of its Cold Case Int~~ative. It also provides an overview ofthe factual and legal challenges that federal prosecutors face in their "efforts to secure justice in unsolved Civil Rights-era homicides. Section II ofthe Report presents the progress made since the last Report. It includes a chart ofthe progress made on cases reported under the initial Till Act and under the Reauthorization Act. Slavery by Another Name recounts how in the years following the Civil War, insidious new forms of forced labor emerged in the American South, keeping hundreds of thousands of African Americans in bondage, trapping them in a brutal system that would persist until the onset of World War II. -

Art History High School Self-Guide We are surrounded by portraits every day—from those on the dollar bills and coins in our wallets to the selfies found in social media and the photographs of our loved ones. Historically, portraiture was an important symbol of power and wealth. Now, readily reproducible and ever-more accessible through photography and modern printing techniques, portraiture has become democratic. This guide will help you and your students think about how we perceive and commemorate people from our history and will ask you to consider how portraiture has changed and remained the same over the past two centuries using highlights from the National Portrait Gallery’s collection. Take a map from one of the Visitor Services desk. Begin in American Origins on the first floor and take a close look at the self-portraits that were created in the nation’s early years, when the influence of European culture mingled with the spirit of the country’s recent independence. On the second floor, explore America’s Presidents and note how the depictions of our nation’s leaders have evolved over time. In 20th-Century Americans, on the third floor, you will find portraits in all mediums: prints, photographs, sculptures, painting and more. READING PORTRAITURE The prompts below will help you encourage your students to “read” a portrait before reading the museum label or other sources. They can also be used as a springboard for broader conversa- tions about art, history, and biography. 1. Slavery by Another Name History Background By Nancy O’Brien Wagner, Bluestem Heritage Group Introduction For more than seventy-five years after the Emancipation Proclamation and the end of the Civil War, thousands of blacks were systematically forced to work against their will. While the methods of forced labor took on many forms over those eight decades — peonage, sharecropping, convict leasing, and chain gangs — the end result was a system that deprived thousands of citizens of their happiness, health, and liberty, and sometimes even their lives. Though forced labor occurred across the nation, its greatest concentration was in the South, and its victims were disproportionately black and poor. Ostensibly developed in response to penal, economic, or labor problems, forced labor was tightly bound to political, cultural, and social systems of racial oppression. Setting the Stage: The South after the Civil War After the Civil War, the South’s economy, infrastructure, politics, and society were left completely destroyed. Years of warfare had crippled the South’s economy, and the abolishment of slavery completely destroyed what was left. The South’s currency was worthless and its financial system was in ruins. For employers, workers, and merchants, this created many complex problems. With the abolishment of slavery, much of Southern planters’ wealth had disappeared. Accustomed to the unpaid labor of slaves, they were now faced with the need to pay their workers — but there was little cash available. In this environment, intricate systems of forced labor, which guaranteed cheap labor and ensured white control of that labor, flourished. For a brief period after the conclusion of fighting in the spring of 1865, Southern whites maintained control of the political system. -

Focusing on the “Without Sanctuary: Lynching Photography in America” exhibition at three United States cultural venues I argue that audiences employ discernible meaning making strategies to interpret these lynching photographs and postcards. This examination also features analysis of distinct institutional characteristics of the Andy Warhol Museum, Martin Luther King Jr. National Historic Site, and the Charles H. Wright Museum of African American History, alongside visual rhetorical analysis of each site’s exhibition contents. -
