    Roczniki Historii Socjologii ISSN 2084–2031 • Vol. X (2019) p p. 9 3 –1 1 0 The Polish Liberal Project in Jan Krzysztof Bielecki’s Policy Statement Sławomir Drelich Nicolaus Copernicus University in Toruń Jan Krzysztof Bielecki’s liberal project—introduction The office of the first non-communist prime minister in post-war Poland was held by Tadeusz Mazowiecki. Linked with Solidarity from its beginnings, Mazowiecki began his political career in the PAX Association, on whose behalf he was elected to the Sejm of the Polish People’s Republic. Mazowiecki’s biography perfectly exemplifies the struggle of the generation which grew up during occupation and in Stalinist times, with a political regime imposed on the Poles. Mazowiecki’s policy statement, delivered on 24 August 1989, undoubtedly marked a symbolic end of the communist era in Poland. Although the message of Mazowiecki’s statement suited the period of transition that Poland was about to undergo, it did not provide a specific vision of Poland’s new political system. 93 Sławomir Drelich Mazowiecki was succeeded by Jan Krzysztof Bielecki, a politician younger than him by a generation; Bielecki was born in the Polish People’s Republic, and was also associated with Solidarity’s expert committee. While this organization essentially provided Bielecki with the first experience in his social and political career, he is considered as one of the so called “Gdańsk liberals” (Knoch 2015: 111–114). This is why Bielecki’s policy statement differed significantly from the policy statement of his opponent, as it includes a more precisely-put idea of the new political, economic and social system.

By promoting allocation of market resources based on politics and social policy instead of economic efficiencies, the former regimes created economies of inefficiency. Committed eco- nomic reformers face the task of reallocating resources from inefficient producers dependent on government monies to competitive independent market players. This transformation is known as privatization. Privatization is an arduous process, which cannot be accomplished all at once. By shifting assets from uncompetitive players to competitive ones, privatization will impose economic hardship on the public, which will demand the relief it is accustomed to receiving from political leadership. Often, the reformers do not know how to garner public support for privatization. Pos- itive results will emerge only after long-term sacrifice by the people. This article will identify eight requirements for a successful privatization program and discuss the privatization efforts of the former Czechoslovakia, its successor states, and Poland, comparing them and evaluating them against the eight criteria. Na ostatnim posiedzeniu plenarnym przed wyborami, 4-7 maja, rozdałem wszystkim europosłom oraz udostępniłem wszystkim asystentom, moją ostatnią książeczką pt. „Quo vadis Europa?” (pod tym samym tytułem po polsku i po angielsku). Właściwie przeszła bez echa. Tylko Dziennik (19.V.09) odnotował ją, niby krytykując, ale właściwie dając całkiem przyzwoite streszczenie. Próbuję wykazać w niej, że to, co się obecnie realizuje w Unii Europejskiej, to są odwieczne plany niemieckie, w które angażowali się cesarze niemieccy, Krzyżacy, Bismarck, Bethmann-Hollweg, Hitler i obecni kanclerze – plany na bazie cywilizacji bizantyńskiej. Dlatego obserwujemy dziś systematyczne eliminowanie łacińskich korzeni Europy. Zainteresowanych tą książeczką odsyłam na stronę internetową Opoki w Kraju jak i na mają własną www.giertych.pl. Organizator przedsięwzięcia, Declan Ganley, próbował powtórzyć swój sukces z Irlandii. Tam udało mu się stworzyć koalicję osób przeciwnych obecności Irlandii w Unii Europejskiej, przeciwnych ewolucji UE w państwo federalne, przeciwnych jakiejkolwiek konstytucji UE, przeciwnych tej właśnie konstytucji, nazywanej TL (sam do tej kategorii należy) oraz przeciwnych wprowadzaniu TL akurat teraz. Ta koalicja odrzuciła TL w referendum. Teraz, zamiast tworzyć koalicję partii przeciwnych TL, Ganley upierał się, by wszędzie startować pod jedną nazwą, partią Libertas, której jest prezesem.

    2010 THE INTERNATIONAL CHARLEMAGNE PRIZE OF AACHEN 2010 Contender for Freedom, Democracy and Human Rights For over sixty years now we have lived in Europe in peace and stability. European unifica- tion has made possible prosperity, established common ground and overcome conflicts. The partitioning of the continent has been finally laid to rest. Europe in the year 2010 is much more than a geographical designation, an economic area or an accumulation of rules and declarations of intent. Europe is a living community of citizens-coming now from 27 member-states and sharing a living spirit of tolerance, of “unity in diversity” and of recip- rocal solidarity. In this “Greater Europe”, an important role attaches to Poland and Polish-German coopera- tion; for the relationship between Poland and Germany has always been also a reflection of Europe’s situation. This means that Poles and Germans together can give an important impetus to Europe’s development. That is why Donald Tusk’s special efforts on behalf of ratifying the Lisbon Treaty were and are such a momentous signal for the young member- states of the European Union. Donald Tusk belongs to a generation of young Poles for whom Europe was always equiva- lent to freedom and democracy. Today, 30 years after the founding of Solidarnosc´´ and two decades after the fall of the Iron Curtain, we gratefully remember the Polish people’s cour- age in action, to which Europe’s reunification is indivisibly linked. Donald Tusk stands for a Poland that is open to the world – a Poland which in Europe acts as a bridge between east and west and which bases foreign and European policy on cooperation rather than confrontation.
