.......................................................................................................... 156 4 Leitrim County Council Annual Report, 2017 INTRODUCTION We are pleased to present on behalf of Leitrim County Council the 2017 Annual Report which outlines the activities and achievements of Leitrim County Council. The report follows the format of our Corporate Plan 2015-2019, which provides a framework for the organisation to deliver on our agreed mission, key strategic objectives and supporting strategies for the five year period covered. Leitrim County Council continued to advance objectives to ensure that Leitrim is a sustainable, creative, inclusive County where individuals, family and business can flourish. In this context, significant progress continued to be made in 2017 in areas such as the provision of physical and social infrastructure, economic development, environmental improvements and developing sustainable communities as detailed in this report. The Local Economic and Community Plan (LECP) continues to set the strategic direction and high level goals to drive economic, social and community development in the county up to 2021 and significant progress is being made. Among the other noteworthy achievements during the year were: Multi-million euro funding and project delivery achieved for communities across the county under the Town and Village, CLAR, RAPID, Outdoor Rural Recreational Infrastructure and REDZ schemes Major capital projects including the construction of Phase 2 of the N16 Cornacloy to Sradrine Realignment Scheme and realignment of 1.4km section of N16 at Drummahan Tourism growth continued to be a priority for the Council through active marketing of bespoke tourism products and with significant investment in tourism infrastructure such as the Shannon Blueway, Greenways, Lough Rinn Recreational Facility and other angling and tourist attractions The Council has been actively pursuing innovative solutions to facilitate the design of a wastewater treatment system for rural single houses Following ongoing collaboration with the Council and the Town Team, Carrick on Shannon retained the Purple Flag Status which is a standard for a vibrant, well-managed evening and night time economy The Upper Shannon-Erne Future Economy Project has progressed a number of initiatives in 2017 including securing significant Enterprise Development funding to develop Digital Innovative Hubs Taste Leitrim - a 5 year Food Strategy has been developed for 2017-2021 and was launched during 2017. 5 Leitrim County Council Annual Report, 2017 2017 was a transformational year for Leitrim County Council’s Arts Programme as it prepared the groundwork for a new multiannual strategy Work progressed on the Catchment Flood Risk Assessment and Management (CFRAMs) with the OPW on the development of suitable flood mitigation options regarding the management of flood risk in the Shannon River Basin District in the Leitrim area. Under Rebuilding Ireland Leitrim County Council has a social housing delivery target 2017-2021 of 167 units. In 2017 Leitrim County Council delivered 27 of these units through acquisitions, Voids reinstatement and Voluntary Housing Body provision. The Traveller

The South Leitrim Community Network provides a forum for community groups in South Leitrim to come together to share information and to lobby on issues. The Network meets four times per year and has 40 member groups, which are mostly area based community groups and community centre committees. The Network meetings are convened with assistance from Leitrim Development Company which provides funding for meetings, administration and travel support for members. Since its inception, the South Leitrim Community Network has carried out significant work to support community groups in this geographical area. This has included lobbying on changes to community employment schemes in conjunction with North Leitrim Community Network, highlighting the need for improved road signage within the county, encouraging the employment of people on the live register at polling stations on election and referendum days and lobbying for a reduction to waste charges for unemployed and older people in Leitrim. The South Leitrim Community Network participated on a number of training events including planning and review days, media training and a review of the implementation of the Public Participation Network structures in Leitrim. The Network also produced newsletters providing information on funding, projects and training.

Water Quality (Dangerous Substances) Regulations, 2001 S.I. 12 of 2001 EPA Export 26-07-2013:02:40:02 SECTION 1 CURRENT WATER QUALITY STATUS AND TARGETS 1.1 Existing Condition In the EPA survey of Dangerous Substances in Surface Freshwaters 1999-2000, there are 5 sites in County Leitrim. Site no. 40 Lough Allen S.E. Drummans Island Site no. 41 Lough Allen N.W. Drumshambo Site no. 43 0.5 km d/s Carrick on Shannon Site no. 44 Rail bridge d/s Masonite Site no. 45 D/s Roosky Atrazine, Simazine, Toluene, Xylenes, Arsenic, Chromium, Copper, Lead, Nickel and Zinc were analysed. All 5 sites complied with the standards as set out in the Regulations. Dichloromethane, Cyanide and Fluoride were not included in the EPA survey. The River Shannon was monitored at Carrick on Shannon upstream of the town on 1 occasion in 2005 as part of the EU (Quality of Surface Water Intended for the Abstraction of Drinking Water) Regulations, 1989. Lough Gill was monitored at the intake point for the North Leitrim Regional Water Supply Scheme under the above Regulation also in 2005. Surface water at the landfills at Mohill and Carrick on Shannon were analysed for dangerous substances as part of the Waste Licence issued by the EPA for these facilities. Price £2.00 June 1975 FOREWORD For many years it has been recognised that some of the worst features of western decline are represented in County Leitrim. Controversy has surrounded the county with regard to the possible means by which this continuing decline could be halted and reversed. Farming in the county is beset by many problems arising from natural, technical, economic and social forces. The natural limitations of the county are those imposed mainly by a combination of heavy, poorly drained soils and a relatively wet climate. This dictates a predominantly grassland farming system which encounters serious problems such as poaching by grazing animals, short grazing season, the necessity for the conservation of large amounts of winter fodder, and poor trafficability for farm machinery. This latter problem is accentuated by the presence of many steep slopes associated with the predominant drumlin topography. It is not surprising, therefore, to find serious sociological problems associated with these conditions. Farm size is small, off-farm employment is scarce, and the resulting outmigration has brought about a population structure dominated by the old and very young. This represents a very serious obstacle to economic development. Against this background the Council of An Foras Taluntais decided in 1971 that the overall agricultural situation in Leitrim should be examined. It was realised that much of the information already available was related to situations of the past and was irrelevant in terms of future demands created by E.E.C.

The Shannon–Erne Waterway is a canal linking the River Shannon in the Republic of Ireland with the River Erne in Northern Ireland. The canal is 63 km in length, has sixteen locks and runs from Leitrim village in County Leitrim to Upper Lough Erne in County Fermanagh. Angling has long been associated with the county and there are waters to suit all anglers. This summary guide is intended to highlight the fishing facilities, accommodation tackle suppliers, guides and boat hire available for anglers visiting the area. This guide will be updated from time to time as facilities and services are developed. There are several angling competitions taking place in County Leitrim each year. All accommodation listed in this guide is approved by Fáilte Ireland and therefore of a high standard.
