Update on the County Leitrim Road Safety Plan 2016 – 2020 – Update Report at 03.02.2020

The County Leitrim Road Safety Plan 2016 – 2020 was published in 2016. The plan was compiled by the Road Safety Working Together Group comprising representatives from the following organisations:-

(LCC)  Road Safety Authority (RSA)  An Garda Síochána  Transport Infrastructure (TII)  The Health Service Executive (HSE)  Carrick on Shannon Education Centre  North Connaught Youth Services

The following is the position at 3rd February, 2020 with regard to the action items within the plan:-

4 Maximise use of the Council’s social media Ongoing accounts e.g. Facebook and Twitter to Links are provided on Facebook and Twitter communicate with the public in relation to to all of above Postings road safety 5 Promotion of Leading Lights awards Ongoing – Promoted on our Website. 6 Provide promotional material on website Ongoing and in public offices highlighting (See No. 3 Above) important road safety messages and The RSA send out Road Safety Packs to all enhancing the safety of school going Primary & Secondary Schools at the start of children at the start of each academic year each school year – these include High Visibility Vests, Safe Cross Code material, calendars, posters etc.

The RSA Nationwide Road Education Services visited the following locations in 2019:-  Operation Transformation, Kinlough  North Leitrim Active Age Forum, Manorhamilton  King & Moffatt, Carrick on Shannon  South Leitrim Active Age Forum, Drumreilly  Active Age Association, Dromahair  People’s Market, Kinlough  The Thursday Club, Rossinver  Feel Good Club, Glencar  Mohill Community College  Active Age Association, , Carrick on Shannon  Community Playschool,  Diffreen NS, Glencar  Drumkeerin NS  Leitrim Pony Riding Association  Residents Association, Gurteen  Cloone Preschool  First Steps Preschool, Kinlough  St. Aidan’s NS, Rossinver

7 Organise a Transition Year student’s 2017 - Held on April 6th 2017 information day annually to raise 2018 – Held on 19th April, 2018 awareness of road safety 2019 - Held on 4th April, 2019

Workshops at these TY Information Days included Presentations from the RSA on Road Safety and the RSA Shuttle and Simulator attended. This event will be ran again in 2020.

An Garda Siochana also run a “Work Experience” Programme for TY Students in County Leitrim on an annual basis. This Programme was ran in February 2019 and 2 Students from each Secondary School in the County attended at Carrick on Shannon Garda Station for 1 Week – the Students spent 2 of these days with the Roads Policing Unit. 8 Identify and provide promotional material Ongoing on topical rules of the road items on an annual basis e.g. correct use of “Driving for Work” Seminar – The RSA held roundabouts a Driving for Work Seminar in the Landmark Hotel on 18th October, 2017 – this Seminar was highly relevant for any Companies/persons who drive on an ongoing basis as part of their Work – 15 Staff from Leitrim County Council including Drivers and General Services Supervisors attended this Seminar.

Road Safety Promotional Material can now be ordered directly from the RSA.

9 Provide a promotional campaign to Ongoing – RSA send out High Visibility PPE promote awareness of using PPE for to schools and crèches and also to pedestrians and cyclists Running/Walking Clubs. Also any such Schools, Clubs etc. can now order such Material directly from the RSA. 10 Liaise with Sports Partnership to assist in Cycle Right Programme the continuation of cycling training for Schools Cycling Skills and Safety children Programme – Leitrim Sports Partnership -

Cycle Right Programme 2017 Annaduff National School, Gaelscoil Cluainne in Manorhamilton, St. Patrick’s N.S in and Aughasheelin N.S all took part in the Schools Cycle Right and Cycle Safety Programme 2017. All the children learn the fundamentals of learning to cycle a bicycle, from getting on a bike, to learning how to use your brakes and using your hand signals when cycling on the road etc, improved their balance and coordination. They all took part in a fun element at the conclusion of the programme, with obstacles races and slow bicycle races etc. This programme was very successful and the children, teachers and schools were delighted that they got the opportunity to participate on the programme. A total of 191 children from these 4 schools participated in this Programme.

Cycle Right Programme 2018 2 Schools participated in this Programme in 2018 – Gaelscoil Chluainne (32 Children) and Primary School (26 Children) – A total of 58 Children in these Schools participated in this Programme in 2018

Cycle Right Programme 2019 The following Schools participated in this Programme in 2019 – Leitrim Village National School (27 Children), St. Manachan’s National School Mohill (26 Children),Tarmon National School (10 Children) and St. Clare’s Comprehensive School, Manorhamilton (38 Children) – A total of 101 Children benefitted from this Programme in 2019.

It is planned to run this Programme again in 2020.

The Road Safety Office make an annual Financial Contribution to Leitrim Sports Partnership in respect of the running of this Cycle Right Programme. 11 Foster the promotion of road safety Ongoing campaigns on a Regional basis in each I – Radio Road Safety Campaign local authority area LCC participate in regular Safety Promotions in conjunction with other Local Authorities and I-Radio – In 2017 over the following Bank Holiday Weekends –St. Patrick’s Weekend in March, Easter & May Bank Holiday Weekends and August Bank Holiday Weekend LCC participated in a Regional Road Safety promotion in conjunction with other Local Authorities and I-Radio over the 2019 May Bank Holiday Weekend.

“Click Before You Go” – Road Safety Campaign – Leitrim County Council Road Safety Office participated in this Road Safety Campaign in conjunction with Mayo and County Council and Mayo, Sligo and Leitrim Education Training Board (MSLETB) – The Campaign aimed to promote Seat-Belt Use by Parents of School Going Children and a text message was issued to all parents via the ETB Text Messaging System. 12 Liaise with (relevant bodies/all Ongoing. stakeholders) the Housing and  The RSA Nationwide Road Safety Community, Corporate Services, Culture Education Service visited a number and Emergency Services Directorate to of locations in County Leitrim in develop and implement public 2017, 2018 & 2019 (See No. 6 education/awareness actions aimed at above) minority/disadvantaged groups in the  RSA to follow up on rolling this community Education Programme out to other GAA clubs and other organisations in the County  Active Age Groups – Following liaison with the Older People Services Co-Ordinator with Leitrim Development Company, a Road Safety Education Briefing was arranged for Active Age Groups in the County. The Road Safety Education Officer with the RSA attended the North Leitrim Active Age Forum in Manorhamilton on 24th January, 2019 and the South Leitrim Active Age Forum in Drumreilly on 27th February, 2019 and gave members present a Briefing on Road Safety Issues. A total of approx. 40 people were in attendance at these Briefings. Arising from these Briefings, the RSA Road Safety Education Officer has given Road Safety Presentations to a number of Active Age Associations around the County.  Leitrim Pony Riding Project – This Project was provided for Minority / Disadvantaged Groups such as members of the Travelling Community, Refugees etc. This project was ran over the Summer 2018 & 2019 period and the RSA Road Safety Education Officer visited the Project in 2018 & 2019 and gave the Group a Presentation on Learning to Drive, Horse Road Safety and Road Safety in general.  The RSA and An Garda Siochana are liaising in order to arrange a joint visit to the Play School and After School Facility at Shannonside View Group Housing Scheme in the near future. One of the topics which it is planned to cover is Road Safety Education.

13 Deliver purpose built and age-appropriate Ongoing. road safety education sessions to those in schools, colleges, companies, community “Drive for Life” Educational Programme for groups etc. in Leitrim via the Nationwide Secondary School Children has been ran in Road Safety Education Service the following Schools in 2017 – - Carrick on Shannon Community School, - Community College - Lough Allen Community College - Drumshanbo Vocational School – 2 Day Programme delivered to 2 groups of Students in December 2017

“Drive for Life” Programme 2018 – - Vocational School on 2nd May, 2018 - Drumshanbo Vocational School – 2 Day Programme delivered on 15th & 16th November, 2018

“Drive for Life” Programme 2019 - St. Claire’s Secondary School in Manorhamilton on 8th January, 2019 - Carrigallen Vocational School on 5th December, 2019

“Drive for Life” Programme 2020 - Drumshanbo Vocational School – Programme will be delivered in March, 2020

Aviva Virtual Reality (VR) Headsets – all Road Safety Officers have been issued with a supply of VR Headsets from Aviva. The Headsets show the effects of a Road Traffic accident in Virtual Reality. These Headsets will be made available to students in Secondary Schools in order to promote Road Safety Awareness among young people.

Road Safety/Wellness Initiative/Event Gardai are looking at holding a general Road Safety/Wellness Event in County Leitrim later in 2020 in order to promote road safety awareness and general wellness – The Event would be aimed at young people in the 17 – 20 age group and a Table Quiz or some similar event is being considered – Questions would be focused on Rules of the Road, Road Safety generally, Alcohol, Dietary issues and general well being. The GAA are in support of such an event and the Road Safety Office of Leitrim County Council would also support any such event.

14 Roll out the RSA child car seat checking This Service visited Carrick on Shannon on 2 service - Check it Fits to locations in occasions in 2017, 2 occasions in 2018 and 2 Leitrim on an annual basis occasions in 2019. It is planned that this Service will visit Carrick on Shannon on approx. 2 occasions per annum.

Efforts to promote this Service and increase the uptake on this Service are continuing.

15 Promote and engage in Irish Road Safety Ongoing Week on an annual basis Promoted on our Website and on Facebook and Twitter. Road Safety Week 2018 - The following events took place in County Leitrim:-

- RSA Road Safety Education Officer delivered a number of Road Safety Education Presentations to Staff of Leitrim County Council on Wednesday 3rd October, 2018 – A total of 34 Staff Members attended these Briefings. - RSA Road Safety Education Officer delivered Road Safety Education Presentations to Staff in Masonite Ireland on 16th October, 2018 & 22nd October, 2018. A total of approx. 10 - 15 people attended on each date.

Road Safety Week 2019 – The RSA Road Safety Education Officer visited Cloone Pre- School and the North Leitrim Athletics Club as part of Road Safety Week 2019

Engineering measures (M Gallagher, LCC - Lead non national roads; Karen Hartin, TII - Lead national roads) 16 Complete an analysis of collision data with Ongoing. For national roads 2 areas Gardaí to identify any patterns or local identified - Carrick on Shannon on N4 issues between roundabouts and on N16 at Glencar. These are complete and improved Signage has been put in place.

Retrofitting of Lighting at the Pedestrian Crossing on the N4 beside the Landmark Hotel was completed as part of the completion of the Pavement Scheme in Carrick on Shannon in 2019.

17 Choose 10 sites for speed monitoring Ongoing locations Locations identified to date:- 1. Leitrim Village - Church Road 2. Manorhamilton - Creamery Road 3. Kinlough - Northern Approach 4. Kinlough – Centre of Village 5. Drumshanbo - Hilly Road 6. Manorhamilton - Rossinver Road 7. Mohill – Approach from (inside the Speed Limits) 8. Carrick on Shannon – R280 Hartley Junction 9. N4 Dromod By-Pass 10. Drumkeerin – Approach from Manorhamilton & Approach from Drumshanbo (R280 Approach to Drumkeerin from the North – Low Cost Safety Works completed at this Location in 2018) 11. R202 Between Edentinny Junction & Ballinamore 12. – Approach from 13. Willowfield Road, Ballinamore

The speed monitoring at the above locations have shown ongoing speed violations at Hilly Road, Drumshanbo, Dromod Approach to Mohill, R280 Hartley Junction, Kinlough – R280 Northern Approach (Low Cost Safety Works completed here in 2017), Centre of Kinlough Village, Leitrim Village (Driver Feedback Signs have been installed on 2 Approach Roads to Leitrim Village under 2018 CLAR Programme), Ballinamore – Willowfield Road, Manorhamilton – R282 Rossinver Approach and Creamery Road in Manorhamilton.

Other areas where Speeding Issues have been reported include Leitrim Village (all 3 approaches to Village); Drumcong Village (Low Cost Safety Works completed in Drumcong in 2017); Mart Road out of Mohill (Some Low Cost Safety Works completed here in 2019); Approach to Dromod from Mohill (around GAA and Train Station) –Pedestrian Crossing has been installed on the R202 at Bornacoola GAA Grounds under CLAR 2018 Programme; Junction on the N4 for Dromod; Village.

The Gardai have been advised of all of these locations and have been carrying out ongoing Speed Checks/Hi-Vis Checks at these locations.

Driver Feedback Sign Leitrim County Council purchased a Driver Feedback Sign (DFS) in December 2018 with money from the Road Safety Budget. This Driver Feedback Sign is being alternated between the following locations every 2/3 months approx.:-

 Mohill – R202 Approach from Dromod  – R280 Approach from Manorhamilton  Ballinamore – R199 Approach from Newtowngore  Carrick on Shannon – R280 Approach from Leitrim Village  Kinlough – R280 Approach from  Drumshanbo – L3384-0 Approach from Kilclare It is hoped that this Sign will raise awareness among Drivers of their Speed at these locations and will ultimately reduce Speeding Violations at these locations.

Results of the Speed Monitoring at the First 4 Locations above have been made available and show a very high percentage of Speed Violations at all 4 Locations above – these results have been forwarded to the Gardai who will carry out speed checks at these locations.

Leitrim County Council Road Safety Office is also arranging for the Downloading of Data from all other DFS’s in the County (approx. 23 Signs in total) in order to review Speeding Issues at the locations of these DFS’s and a copy of the results from these locations will be forwarded to the Gardai when they become available. 18 Re-establish Collision Prevention Group has been re-established. One programme meetings meeting was held in 2017, Three meetings were held in 2018 and One Meeting was held in 2019.

Further meetings will be held in 2020.

19 Carry out speed limit review of national & Speed Limit Review has been completed non national roads and the adopted Road Traffic (Special Speed Limits) (County of Leitrim) Bye-Laws, 2018 have become effective from 2nd July, 2018.

Updating of Speed Limit Signs in the County in accordance with the new Bye-Laws is now complete.

20 Continue to secure funding to carry out Funding only available for national roads at minor realignment schemes present. - Realignment of 2km section of N16 at Cornacloy was completed in April 2017

- Realignment of 1.4km section of N16 at Drummahan received Planning Approval in 2017. The CPO in relation to this Scheme was confirmed in 2018. Advanced Earth Works Contract is now complete and works on the detailed Design and Tender Documents for the main Contract for this Realignment Scheme are in progress.

-Provision of 2 Lay-By’s on the N4 Dromod Roosky ByPass – works on the provision of these 2 Lay-By’s on the N4 Dromod Roosky bypass was completed in 2017

- Leitrim County Council will continue to pursue funding for similar such re- alignment schemes on the N16 including a proposed scheme at Munakill - Consultants have been appointed to commenced Premliminary Design and Route Options.

- Carrick on Shannon By-Pass – Assessment of Consultants for the Design of this By-Pass is now complete and a Consultant Team has been recommended and approved. Leitrim County Council are currently in the process of finalising the appointment of this Consultant Team and it is hoped that the Consultant Team will be formally appointed in early 2020.

-National Road Pavement Overlay Schemes – 4 National Road Pavement Schemes as follows:-  N4 Jamestown to Drumsna – This Pavement Scheme is currently at Tender Stage and it is hoped that Construction Works on this Pavement Scheme will commence in February/March 2020.  N4 Carrick on Shannon – Attyfinlay Roundabout to County Boundary at Coffeys’s Roundabout – This Pavement Scheme was fully completed in 2019.  N16 Shanvaus to Manorhamilton – Works on this Pavement Scheme are now substantially complete.  N16 Tomrud to Tawneymoyle – An Allocation has been received from the TII in 2020 for the completion of this Pavement Scheme and it is hoped that this Pavement Scheme will be completed in 2020.

Replacement of Fencing along National Roads – Areas where Fencing needs to be replaced (for safety reasons) has been identified and Leitrim County Council will be working with the TII to advance these works in 2020. An Allocation for Funding for these works has been received from the TII in 2020.

N4 & N16 Road Safety Inspections – An Allocation was received in 2019 and also in 2020 to complete Road Safety Inspections on the N4 & N16 – Various Hazards along the N4 & N16 were identified and we are progressing works to eliminate these hazards.

Low Cost Safety Schemes were completed at the following 8 locations in 2018:-

 Junction of R287 & R288 at Dromahair (Fowleys Garrage) – Phase 2  R280 at Acres Lake Amenity towards Drumshanbo  Junction of L3386 Mart Road with R207 for Ballinaglera in Drumshanbo  Junction off the R286 & L81511 at Parkes Castle  Junction of R201/L5581 at Carrickavoher, Aughavas  R204 Junction at Drumcoura  Junction of R284-1 with LS7381 Battlebridge  R280 Approach to Drumkeeran from the North

The following 6 Low Cost Safety Schemes were completed in 2019:-

 Junctions off the R201 between Tullyoran and Gortnarah  Junction of R281 & LP6094 at  Junction of LP5450/R202 on Ballinamore Approach to Mohill  Junction of the R201 & LS7483 at Ussaun, Mohill  Junction of LP3385 & LS7389 with R209 at Mulross  On the R207 at Drumgorman adjacent to Drumgorman Lough

Allocations have been received for the completion of the following 9 Low Cost Safety Schemes in 2020:- - Junction of R280 & LT42461 at Corrasa - Junction of R199 with the L1373 and the L13732 - R202 Dromod Approach to Mohill - Junction of R280 & R281 in Kinlough - Junction of LP3656 & LP3657 at Jamestown Bridge - Along the L3409 from Kiltoghert Community Centre to the R199 - Junction of the R204/LP1488 & LP1493 at Aughoo Bridge - R288 Approach to Dromahair from Sligo - Along the R201 from Cloone to Aughavas

22 Produce an annual road works programme Complete. Road Works Programme 2020 detailing all works to be carried out on currently being compiled for Approval by each road category Members of Leitrim County Council.

23 Where possible reduce the number of Ongoing access points outside speed limit areas on national roads 24 Ensure lighting at pedestrian crossings are Ongoing maintained as necessary Provision of New pedestrian crossings is complete at the following locations (with the assistance of 2017 Clár funding):-

-Carrick on Shannon National School -Carrick on Shannon Community School -Ballinamore National School -Drumkeeran National School -Manorhamilton Gael Scoil -Dromod Health Centre -Newtowngore – Pedestrian Crossing at Community Carpark & Footpath to Community Hall & Public Lighting

Other Safety Works completed under CLAR in 2017 as follows: -Public Lighting from Acres Lake Amenity Area to Houses in Drumduff North in Drumshanbo -Public Lighting from Annaduff National School to Annaduff Church -Safety Works at Aughnasheelin National School -Safety Works at Drumshanbo National School

Upgrade of all School Flashing Lights under Clár Funding 2016 is also complete

CLAR Programme 2018 – the following Safety works have been completed under the CLAR Programme 2018:- - St. Patrick’s NS, Drumshanbo – Provision of Footpath to School from Residential areas (continuation of 2017 Scheme) – Works are not yet complete - Amenity at Quay in Roosky – Pedestrian Crossing and Speed Safety Signs - Dowra National School – Pedestrian Crossing - Fenagh National School – Footpath to School from Residential Area (continuation of 2017 Scheme) - Leitrim Village N.S. – Erection of 2 Digital Speed Safety Signs - Killargue – Erection of 2 Speed Safety Signs at each side of village - Dromod – Installation of Pedestrian Crossing at Bornacoola GAA Grounds - Carrigallen – New Footpath from Secondary School to GAA Grounds – - Carrick on Shannon National School – Provision of Car Park to rear

CLAR Programme 2019 – the following Safety Works will be completed under the CLAR Programme 2019:-

- McDermott Terrace, Manorhamilton – Upgrade of Footpaths - Dromod Road, Mohill – Extension of Footpaths and Public Lighting - Fatima NS, Cloone – Pedestrian Crossing and Upgrade of Road Markings - Carrigallen Vocational School – Pedestrian Crossing - Leitrim Village – Upgrade of Footpaths and Public lighting - Shannonside Community Childcare Centre – Pedestrian Crossing, Road Markings and Signage 25 Comply with guidelines on all aspects of Ongoing road safety when considering organising public events on Irish roads

26 Establish an adequate number of mobile The Re-Calibration of the Leitrim County weighbridges Council weighbridge at Faulties was completed in 2017. Training in the use of this Weighbridge was organised and completed for both Leitrim County Council staff and An Garda Siochana in 2017.

Arrangements are now been made to re- calibrate this Weighbridge in 2020.

Sligo Co Co will allow us to use their weighbridge in Sligo town 27 Introduce pilot project on the use of Some investigation carried out with Dept thermochromic paint to advise drivers on Transport and TII. TII do not intend to trial outside temperatures this proposal. Further investigation required.

Enforcement Measures (Cara Kiernan, AGS, as lead) 28 Deployment of speed cameras at collision Ongoing. prone zones An Garda Siochana have been updated by this Road Safety Office with regard to Speeding issues/problem areas in the County and are carrying out Speed Checks/Hi-Vis Checks in these locations on an ongoing basis. Gardai carry out ongoing Speed Checks in 30km/h Speed Zones. Resources for Roads Policing Unit – The Roads Policing Unit in County Leitrim have been allocated additional Gardai, an additional Patrol Car and are also due to get a new Speed Gun (new Speed Guns currently being rolled out). The Unit also has a Mobile Drug Testing Machine. 29 Increase mandatory alcohol testing Ongoing. This is a priority issue for An checkpoints Garda Siochana particularly in the run up to Christmas. 30 Increase enforcement of impaired driving Ongoing 31 High visibility enforcement targeting Ongoing with particular emphasis on Mobile errant road users behaviour Phone Users

32 Perform multi-unit high visibility Ongoing (See No. 17 Above). checkpoints with Road Safety Authority Multi-Agency Checks have been carried out and other stakeholders by the Gardai in co-operation with the RSA – this included checks of Buses carrying young people to local youth disco’s in Carrick on Shannon. Multi-Agency Checkpoints are ongoing. 33 Avail of all opportunities to highlight the Ongoing importance of safe road use 34 Provide a presence at schools for traffic Ongoing. LCC have advised locations that management if required may need assistance. Gardai are targeting Seat Belt Use at Schools and general Road Safety at/around Schools.
