ENC of Riverside, CA is the manufacturer of the bus. Creative Bus Sales is in receipt of Addendums for RFP #18‐01 and enclosed these Addendums in section Package 1: Technical Bid Document Requirements – Section 2: Acknowledgement of Addenda – CER 3 of our submittal to further acknowledge our receipt. Verification of Experience: (ENC, Formally ElDorado National) ENC started building commercial buses in California over 40 years ago. Since then, ENC has grown to become one of the largest volume producer of commercial buses in North America. To help accommodate continued growth, in 2004 ENC moved into a new state‐of‐the‐art bus manufacturing facility in Riverside, California. This facility encompasses over 220,000 square feet on 17 acres and is purpose built for the production of commercial buses. ENC ‐ California manufactures eight lines of commercial vehicles including the MST, MST‐II, Escort RE, Escort RE‐A, Transmark‐RE, XHF, and our latest generation low‐floor buses ‐ E‐Z Rider II, and AXESS. Vehicle lengths range from 24’ to 40’, and seated capacities can accommodate up to 49 passengers. ENC is also an industry leader in the design and manufacturing of alternative fueled buses, offering compressed natural gas (CNG), liquefied natural gas (LNG), Electric, Hydrogen/Electric and Diesel/Electric hybrid propulsion systems. ENC transit bus models have been FTA/Altoona tested for 12 year/500,000 miles. Additionally, all bus models are available with ADA compliant packages. Our History - The company was founded under the name “Creative Transportation Systems” in 1980 and adopted the name Creative Bus Sales in 1990. From our original location in Huntington Beach, California, Creative Bus Sales has grown to occupy over eight acres of property in the city of Chino, California alone and currently has 20 locations nationwide. Over the past few years, Creative has experienced unparalleled growth. Not only has the volume of buses sold increased, but the Creative family of businesses has also grown. In 2007, Creative ventured into the school bus sales business by becoming the exclusive IC Bus dealer for the states of California and Nevada, providing both commercial and school bus products. The Creation of Green Alternative Systems (GAS) - 2007 also marked the opening of the Green Alternative Systems (GAS) Facility in Chino, California. The one-and-a-half acre facility is dedicated to alternative fuel conversions and up fits. The GAS shop specializes in performing one-of-a-kind CNG and propane conversions on Chevy and Ford chassis. In 2010, the expansion of the GAS Alternative Fuels division continued when a new 30,000 square-foot facility was constructed in Elkhart, Indiana to perform alternative fuel conversions on buses, trucks, and vans. This GAS facility is equipped to perform inspections, service warranties, and provide service repairs. More Growth in 2010 - Continuing to meet the needs of their expanding customer base, Creative Bus Sales opened several new facilities in 2010 including a new service facility in Sacramento, California to provide service and maintenance for school and commercial buses plus a dedicated parts warehouse with online ordering. A new paint and collision center also opened in Chino, California. Stretching Across America - In early 2011, Creative Bus Sales completed the acquisition of Transit Plus, an Atlantic Beach, Florida based bus dealership. For years, Transit Plus was known as the bus and van expert and brought a strong transit sales team and key retail sales personnel to the Creative Family. 2011 came to an exciting close when Creative Bus Sales announced the acquisition of Arizona Bus Sales and New Mexico Bus Sales. With long- term customers, experienced management, and a strong transit and retail sales team, Creative Bus Sales was very excited to welcome the Arizona team to the Creative Family of Companies. Subsequent years saw facilities open in the Dallas metro area of Texas, Tulsa, Oklahoma, Colorado Springs, Colorado, and San Diego, California. Expansion into the Pacific Northwest - In 2014, Creative acquired Pacific Northwest-based EK Bus Sales with locations in the Seattle, Washington suburb of Mukilteo, Washington and the Portland, Oregon suburb of Canby, Oregon. As the leading commercial bus and van dealership in the area, EK Bus Sales’ similar product representation in the church, transit, retirement, and assisted living markets brings great synergy within the Creative Family. East and Southeast – In 2016 Creative completed the acquisition of the 2nd largest Bus Dealership in the United States – National Bus Sales. Creative also opened a Pennsylvania location and launched an RV division. Creative Bus Sales continues to have record growth every year. Technical Narrative Creative Bus Sales proposes the enclosed heavy‐duty rear engine standard floor and low‐floor buses for your consideration. We have a complete understanding of your specification requirements. Interior layout drawings, seating and wheelchair floorplans as well as weight distribution calculations have been included for your review. Vehicle Classes Proposed – ElDorado National Standard Floor – SF 29’ Standard Floor – SF 33’ Standard Floor – SF 35’ Low Floor – LF 30’ Low Floor – LF 32’ Low Floor Heavy Duty – LFHD 35’ Low Floor Heavy Duty – LFHD 40’ Management Plan Project Managers Don White and Jay Holzhuter will serve as the proposed Project Managers for this contract. They will coordinate the various aspects of the contract between CalACT/MBTA and Creative Bus Sales. They will be responsible for acting as the liaison between CalACT/MBTA, Manufacturer and Creative Bus Sales. In this position, they will ensure that any outstanding issues were resolved to the satisfaction of CalACT/MBTA as well as participate in any meetings with CalACT/MBTA, Creative Bus Sales, and manufacturer representatives. These engineers have worked on previous CalACT/MBTA and State of California projects and are available Monday through Friday during business hours. Pilot Bus Inspection Meeting A pilot bus inspection meeting with CalACT/MBTA, Creative Bus Sales, and manufacturer personnel will be held to inspect the initial production buses. This analysis will detail all facets of the production and components to be used during the construction of the pilot bus (also referred as the first article/pilot bus). The production order for the pilot bus will be based upon the RFP specifications, plus any subsequent modifications that are approved by CalACT/MBTA. At least one of the Co‐Project Manager's will attend the pilot bus inspection meeting. Quality Control Meetings The manufacturer will hold periodic Quality Control Meetings in conjunction with the Pre‐ Production Meetings. These meetings will be attended by the Project Manager and Quality Control Supervisor and will serve to update participants on the status of open/closed items and the kinds of discoveries/solutions that the Quality Control Process has brought to light. Creative's corporate headquarters is located in Chino California. The following section presents a brief overview of the organizational structural of Creative Bus Sales, Inc. Tony Matijevich, President Mr. Matijevich serves as the President of Creative Bus Sales, Inc. Since purchasing Creative Bus Sales in 1993, Mr. Matijevich has helped make Creative the largest commercial bus dealer in the United States. Mr. Matijevich has been involved in numerous large transit contracts including sales to the Regional Transit Commission (Las Vegas), Metropolitan Transit Development Board (San Diego), Los Angeles Department of Transportation, UCLA and many others. Prior to purchasing Creative, Mr. Matijevich was the President of ElDorado National Corporation.
