Almost all the Jewish communities of the Middle East and North Africa have been driven to extinction: most went to Israel, where half the Jews or their descendants come from Muslim lands. A lethal cocktail of state-sanctioned persecution and mob violence, modulated to the peaks of Arab-Israeli tension, has caused the Jewish population to dwindle from one million in 1948 to 4,500 in one generation. It was an ethnic cleansing, says Weinstock, not even rivalled by Nazi Germany in 1939. Such a calamity cannot be explained by the Jews’ failure to integrate. They were indigenous, having for the most part settled in the Middle East and North Africa over 2,000 years ago – one thousand years before the advent of Islam.

Pope Guest Lecture in World Christianity, delivered at Lafayette College, Easton, Pennsylvania, on Tuesday, April 12, 2016, at 7:00 pm.] There have been Christians and Christian communities living in the Middle East since the dawn of Christianity. After the better part of twenty centuries in and around the Land of the Lord’s Incarnation and Resurrection, however, the presence of these native Christians is threatened with nothing less than termination. What exists today of these communities are the few tenacious remnants scattered throughout the Levant, Iraq, and Egypt of the earlier far larger and more geographically prevalent ones that have steadily dwindled over time due to sustained stresses and pressures brought on historically for the most part from the encounter with Islam. Today, in the early 21st century, the rise of militant and violent Islamism combined with a pervading apathy in the wider world as to the plight of these beleaguered Christian communities threaten to hasten the final demise of Christianity in and around its original birthplace. The bleak future for Christians native to the Middle East, I submit to you tonight, relates organically to the state of Christians and Christianity in today’s largely post-Christian secular Europe, and in the West as a whole. In light of the little known fact that approximately 50% of Israelis are Jews from Arab lands or their descendents, this Article will use Jews from Iraq as a case study in examining the history and rights of Jews from Arab countries, who were expelled or forced to seek refuge elsewhere. Part I of this Article examines the historical legal status of Jews in Iraq and the discriminatory and prosecutorial events that triggered the expulsion of Jews from Iraq. Part II demonstrates that actions taken by Iraq against Jews violated international law stan- dards and other laws applicable now and at that time. Part III addresses the question of whether Jews from Arab lands currently have any available remedies for these violations of their rights. Finally, the Article concludes that a full accounting of the rights of Jews from Arab lands must accompany any discussions aimed at providing a regional peace agreement for the Middle East, if such an agreement is to have strength and legitimacy under international law.

She personally knew the perils of dhimmitude . Both she and her parents were ejected from Egypt in the wake of the Suez Crisis of 1956 becoming stateless persons until their arrival in the UK. She and her parents were among the more than 900,000 Jews expelled from Arab lands following the founding of the Jewish State of Israel in 1948. That experience compelled her to scour historical records documenting the experiences of Jews and Christians under the shari’a system of depredation that she coined, dhimmitude . Her first major work, Le Dhimmi ( The Dhimmi: Jews and Christians Under Islam ) lead to a series depicting how Islamic Jihad infiltrated, overthrew and subjugated indigenous peoples in pre-Islamic lands. Those who survived rape pillage and murder, and did not convert, lived in perpetual fear for their lives, avoided only by payment of the jizya , the onerous poll tax that saved them from beheading. Those seminal works by Bat Ye’or on dhimmitude also included: The Decline of Eastern Christianity Under Islam: From Jihad to Dhimmitude: Seventh-Twentieth Century (1996), Islam and Dhimmitude: Where Civilizations Collide .(2001). Then in 2002, she enlarged her vision to document Jihadist Islam in a new guise infiltrating Europe unnoticed by the elites of the European Commission and later the EU.

MALIK SUMMARY I divide my paper entitled “Democracy and Religious Communities: the Riddle of Pluralism” into two parts: “Democracy and Religion: The Problem” and “Democ- racy and Political Islam: Pluralism under Siege.” A number of themes are treated and several arguments are presented. At one level the paper is an investigation of different manifestations of pluralism and their implications for democracy. In the era of glo- balization the urgent need to address problems arising from differing types of plural- ism is heightened. Many forms of pluralism do not imply that values are relative. They only mean that there are different paces of development towards the acceptance of, or an accommodation with, the principles and tenets of democracy. The slowness of particular cultures necessitates practical measures in the interim to safeguard vul- nerable groups – usually minority communities – and to try to speed up the reception of democracy in hitherto hostile settings. Often the manner of presenting democracy to an unfamiliar culture is crucial in avoiding injustice. For example, exporting de- mocracy to an Islamic, or predominantly Islamic, milieu requires that minority rights be stressed over majority rule. This, coupled with the principle of subsidiarity, helps to neutralize the threat of the heresy of “numerical democracy” which is nothing more than the tyranny of the majority.
