Mrs Smith advised that she had made objections to PCC when the notice was displayed and had received a call from John Price the Traffic Manager to acknowledge her objection. She had also managed to stop the painting of the double yellow lines for the time being. The Mayor, Cllr Hancock gave an update on the circumstances surrounding the decision and following a discussion several suggestions were made to help alleviate the parking problems in the street: a) Could the school sign be amended to permit parking of vehicles outside of school hours. b) The Athletic Club could be asked if parents could drop their children off in the club parking bays and the school could ask parents to do this. The Mayor stated that neither he nor the Town Clerk had been advised of the objections received and it was agreed that a meeting be set up with representatives from the school, residents of John Street and representatives of PCC to try to reach a compromise.

Add additional picnic tables for visitors. Plant trees in this space and along the existing green space to enhance their appearance and provide shade, shelter and recreational opportunities. This would also increase the presently low tree coverage within the town. Repair the existing hardstanding of the promenade and the existing benches to improve the amenity value of the quay and install age-appropriate play equipment on the existing open space for recreation. This play equipment could reflect the heritage of the quay, such as incorporating the use of boat and railway materials. Install bike racks to attract cyclists, using the Brunel trail, to the quay. Increase connectivity between the quay and Neyland Marina to the north by formalising a multi-user public right of way through the boatyard to allow people to continue along the waterside. This could take the form of a painted pathway along the former railway tracks.

In September 2013, the Local Government (Democracy) (Wales) Act 2013 (the Act) came into force. This was the first piece of legislation affecting the Commission for over 40 years and reformed and revamped the Commission, as well as changing the name of the Commission to the Local Democracy and Boundary Commission for Wales. The Commission published its Council Size Policy for Wales’ 22 Principal Councils, its first review programme and a new Electoral Reviews: Policy and Practice document reflecting the changes made in the Act. A glossary of terms used in this report can be found at Appendix 1, with the rules and procedures at Appendix 4.
