Knowlton n the summer of 1942, American magazines of all descriptions carried in Itheir pages an advertisement—“A War Message from the United States Treasury Department”—offered free of charge by the publishers. Over a bus- tling skyline of factories and water towers waved a dark flag bearing a circle of white stars and the silhouette of the famous Minute Man statue of Concord, Massachusetts (Figure 1). The headline read: “Next to the Stars and Stripes… AS PROUD A FLAG AS INDUSTRY CAN FLY”, and the copy continued, It doesn’t go into the smoke of battle, but wherever you see this flag you know that it spells Victory for our boys on the fighting fronts. To everyone, it means that the firm which flies it has attained 90 per- cent or more employee participation in the Pay-Roll Savings plan… that their employees are turning a part of their earnings into tanks and planes and guns regularly, every pay day, through the systematic purchase of U.S. War Bonds…. The German M16/18 stahlhelm was standardized by the 1930s. Note The photographs and a few of the other illustrations used in this edition are not up to the usual standards of our other pub- lications. This was caused by not being able to acquire the original prints that one of the authors, Fred Limberg, supplied us with back when the first edition was created in the mid-1980s. Unfortunately, because Fred passed away several years ago, we could not obtain the same photographs to scan in for this edition, and had to scan the original screened prints we had made for the first edition. The screened prints, some of which had to be made rather small due to budget limitations at the time (this was before we had a computer), do not allow us to produce the clean, sharp printed images we normally can achieve with this method.     ARTICLE Pray Fire First Gentlemen of France': Has 21st Century Chivalry Been Subsumed by Humanitarian Law? EvanJ. Wallach2 This Court has long recognized that the military is, by necessity, a specialized society separate from civilian society. We have also recognized that the militay has, again by necessity, developed laws and traditions of its own during its long histoy. The diferences between the military and civilian communities resultfrom the fact that "it is the primary business of armies and navies to fight or be ready to fight wars should the occasion arise." Parker v. Levy, 417 U.S. 733, 743 (1974) (citations omitted). Introduction In 1956 the U.S. Army's FM 27-10 required that belligerents conduct hostilities "with regard for the principles of . chivalry . ." Similarly, the 1958 3 British Manual of Military Law Part III 3 stated that chivalry was one of the three principles which determined development of the law of war, saying it "demands a certain amount of fairness and a IIn a famous incident at the battle of Fontenoy in 1745, English troops advancing to invest the heights encountered troops of the French Regiment of Guards. Lord Charles Hay, the English commander, doffed his hat and the French officers returned the salute. He called out words, probably most accurately reported as "Gentlemen of the French Guard, Fire." The French replied, "We never fire first; fire yourselves," and the English commenced firing. In his memoires, Maurice de Saxe who commanded the French troops, noted that tactical advantage in single shot musketry called for letting the opposing side fire first because they would find it unnerving that their fusillade had so little effect on the discipline of his troops.
