The EU’s non-decision in October 2019 for North Macedonia and Albania has triggered an enormous amount of discon- tent in the country and the setting convoluted by early spring due to COVID-19 outbreak when elections were postponed. The already grave political situation was additionally triggered by the enhanced refugee and migration flows, spurring the public, political and media discourse with nationalism, xenophobia and hate speech. -

[email protected] Szerkesztésért felelős személy: CHen Xin Kiadásért felelős személy: Huang Ping china-cee.eu 2017/01 2020 Parliamentary Elections: External Relations in the Electoral Programmes of Parliamentary Political Parties Following the Parliamentary Elections held on July 15th, six political parties secured at least 1 MP seat in the Macedonian Parliament. The representation in the legislature for the period 2020-2024 will be distributed as follows: The SDSM-led coalition - 46 MPs; VMRO- DPMNE-led coalition - 44 MPs; Democratic Union for Integration (DUI) - 15 MPs. The coalition ASA (between the Alliance for Albanians and Alternative) - 12 MPs. Levica “The Left” - 2 MPs and the Democratic Party of Albanians - 1 MP. This report takes a look at the electoral programmes of each of these parties, focusing specifically on their proposed strategies with regards to foreign policy. SDSM-led coalition In May 2017, when the SDSM-DUI coalition government was formed one of its key pledges was EU and NATO integration. As part of this approach, two bilateral Agreements were signed with two neighbouring countries: the Prespa Agreement with Greece signed in June 2018 and the Friendship Treaty with Bulgaria in August 2017. The first entailed the country’s name change into North Macedonia and paved the way towards the country’s NATO membership in March 2020. -

The Balkan Peninsula has played a crucial role in human history many times. The region framed the 20th century. The end of the Political History of the Balkans Cold War also had a significant effect on the region as it resulted (1989–2018) in bloody wars, economic collapse and complicated political transitions. The 2000s and 2010s opened the way towards EU membership, as many countries received candidate status and launched accession negotiations – however, this process has recently been facing obstacles. Political History This volume provides a general overview of the Post-Cold War history of the Balkans and explores the dynamics behind these tremendous changes ranging from democratic transitions to EU prospects. The authors describe the transitional period, the evolution of the political system and highlight the most important of the Balkans political developments in each country in the region. We recommend this book to those who seek a deeper insight into the recent history of the Balkans and a deeper understanding of its political developments. The delegation included 13 members visiting some 100 polling stations throughout the country on Election Day, in a joint effort with the OSCE/ODIHR Election Observation Mission. The vote on 15 October 2017 took place against the background of a long-lasting political crisis and the formation of a new Government in May 2017, thus constituting also a test for the new administration at the national level. Although the atmosphere of the election campaign improved, notably with regard to the media coverage, the overall political situation continued to be characterised by the deep division and politicisation of the country along ethnic and party lines. The Congress concluded that the 2017 local elections were generally well organised and in line with international standards. In the large majority of places visited by the Congress teams, the Election Day progressed in an – overall – orderly and calm manner with some procedural irregularities. According to the Congress, improvements should be made with regard to the election administration including transparency of the decision-making and training of the staff at all level, and a further depoliticisation of the State Election Commission (SEC). -

Factors Contributing to the Emergence of Different Kinds of Parties Representing Ethnic Minorities in Eastern and Southeastern Europe By Kyrylo Shturbabin Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of Master of Arts Supervisor: Professor Matthijs Bogaards Budapest, Hungary 2020 CEU eTD Collection Abstract This thesis examines the influence of institutional and political factors on the type of parties representing ethnic minorities in six states of Eastern and Southeastern Europe. This work classifies the parties representing ethnic minorities based on their stance towards integration and majority-minority relations. That allows to test whether such factors as electoral systems, ethnic politics regulations and characteristics of the party systems produce integrationist ethnic minority parties, particularistic ethnic minority parties or accommodative majority parties. Using comparative case study this thesis finds that electoral designs and ethnic politics regulations, such as reserved seats, grand coalition requirements and closed lists PR electoral systems, favour the emergence of particularistic ethnic minority parties, while ethnic party ban and open lists PR systems favour the emergence of integrationist ethnic minority parties or accommodative majority parties. The results also suggest that the party system stability and consolidation favour accommodative majority parties over integrationist ethnic minority parties. The results based on the research -

North Macedonia: In Brief May 29, 2019 Congressional Research Service https://crsreports.congress.gov R45739 SUMMARY R45739 North Macedonia: In Brief May 29, 2019 The United States has supported North Macedonia since its independence from Yugoslavia in 1991 and strongly backs its European Union (EU) and NATO ambitions. (The country’s Sarah E. Garding constitutional name was the Republic of Macedonia until February 2019, when it was renamed Analyst in Balkan and the Republic of North Macedonia.) On multiple occasions, the United States played a key role in Southeast Europe Affairs defusing political crises and interethnic tensions in North Macedonia. For more than two decades, a U.S. diplomat led United Nations–brokered negotiations between Greece and then-Macedonia to resolve their bilateral dispute over the latter’s use of the name Macedonia. With strong U.S. support, in 2018 North Macedonia and Greece reached the landmark Prespa Agreement, which resulted in the name change and resolved their bilateral dispute. Many Members of Congress have supported North Macedonia’s integration into Euro-Atlantic institutions. In 2007, the NATO Freedom Consolidation Act (P.L. 110-17) was passed to affirm congressional support for enlargement and make North Macedonia eligible for assistance under the NATO Participation Act of 1994. Resolutions were also sponsored in both chambers in 2018 to support the Prespa Agreement with Greece and endorse North Macedonia’s bid for NATO membership. Congressional interest in North Macedonia is also connected to broader policy concerns over the influence of Russia, China, and other external actors in the Western Balkans. In 2017, North Macedonia emerged from a destabilizing two-year crisis with a new government that pledged to redouble the country’s Euro-Atlantic integration efforts and enact reforms to tackle the corruption and state capture that took root under previous governments. -

The last one took place in 2002, and the decision was made by the Macedonian parliament on January 21, 2021 to finally conduct it after it had been postponed several times. Consequently, the exact number of inhabitants of North Macedonia is unknown. The census continues to evoke political emotions and ethnic tensions. Censuses in Macedonia. Since Macedonia’s declaration of independence in 1991, there have been two censuses in the country – in 1994 and in 2002. According to the data from the last of them, the country had around 2 million inhabitants (2 022 547). Macedonians constitute 64.18%, and the second largest nationality are Albanians – 25.17%. Some Albanians, however, claim that these numbers are significantly underestimated, and in fact they constitute up to 35-40% of the country’s total population. Apart from them, Turks (3.85%), Roma (2.66%), Serbs (1.78%), and Vlachs (0.48%) live in North Macedonia. The next census was scheduled for 2011, initially in April, then postponed to October. Due to strong tensions within the government coalition, however, it was stopped due to technical problems and methodological inconsistencies. In 2018, Macedonia’s Special Prosecutor launched an investigation against former Prime Minister Nikola Gruevski (Internal Macedonian Revolutionary Organization – Democratic Party for Macedonian National Unity, VMRO-DPMNE) and his co-coalition partner Ali Ahmeti, leader of the Democratic Union for Integration (DUI).
