The Gender Power Structure of the U.S. Military: a Feminist Institutionalism Analysis The Gender Power Structure of the U.S. Military: A Feminist Institutionalism Analysis Nicole Brunner PhD University of York Politics October 2013 Abstract This thesis provides a feminist institutionalism analysis of the gendered power structure of the U.S. military. It argues that femininity is placed in a disadvantaged position to masculinity in the U.S. Armed Forces, even as formal policies evolve and move the U.S. military toward formal gender equality. This thesis utilises aspects of new institutionalism theory to analyse how institutional change has occurred in respect to the gender power structure. It explicates processes of change that have occurred in the U.S. military and highlights the role of both agency and structure in the evolution of the institution. It also explores what factors of the institution continue to discriminate against women in order to explain why more change has not yet occurred, as of 2013. In order to evaluate the above issues, this thesis draws on data from interview and survey respondents to explicate their experiences in order to provide a clear picture of the masculine-oriented informal norms of the U.S. military institution. It also provides a case study of sexual assault in the military to evaluate the tension between stagnant informal norms and advancing formal policies. This thesis argues that the disadvantaged status of women in the U.S. military can be explained by evaluating the past formal policies and informal norms and values of the U.S. Armed Forces. 2 Table This hegemonic femininity prescribes standards that are considered ideals in describing the archetypical feminine woman. Black women have been stereotyped as unfeminine and unattractive, and this negative and pervasive social rhetoric continue to have a long lasting adverse impact on this population. Black feminist scholars have long articulated the importance of defining Black womanhood not in relation to hegemonic femininity, but by incorporating the actual experiences of Black women. Using an interpretative phenomenological methodology and based on interviews with Black women in the United States, the current study investigated Black women’s notion of womanhood. This study uncovered ways participants self-defined, resisted negative and oppressive societal messages, and celebrated their own Black Womanhood.

However, in identifying online communities such as Twitter and Facebook as safe spaces for expressing feminism views and politics, its ramifications present dire consequences which lead to online harassment, hate speech, disagreements, and a miscommunication in rhetoric. It is with these consequences that the academic discourse becomes lost in transmitting the message of what feminism is and how feminists are identified. Using the ongoing debate that feminism does not acknowledge real life experience outside of the academic terrain, this paper explores how hashtag feminists identify in redefining feminism in their generation. Using the public platform of Twitter and Facebook (less specifically), this paper will explore the online following of women who identify as hashtag feminists and how their dialogue has set the tone for the era of internet activism. Introduction Online discussion forums present spaces for ongoing discussions in popular culture. These discussions create the foundation of establishing communities of like-minded people who identify according to the information shared, and collected, in the online discussions.

Moreover, we modeled inclusiveness by inviting those with diverse back- grounds, expertise, and experience to have a say in our independent analysis. The Com- mission sought extensive input for our deliberations from the Department of Defense and the Services as well as the private sector. We hosted 13 public hearings, meeting in loca- tions across the country where many active-duty servicemembers and veterans reside. We heard public testimony from top military leaders, subject matter experts, and diversity officers from leading corporations known for their diversity practices. Dutton’s (2006) Rethinking Domestic Violence, are written and published in a specific political and economic context. As vividly described by Faludi (1991), Hammer (2002), and many others who made progressive contributions to an interdisciplinary understanding of the enduring discrimination against contemporary North American women, we still live in a climate characterized by vitriolic attacks on feminist scholarship, practice, and activism, intended to secure women’s basic human rights (DeKeseredy & Schwartz, 2003; Stanko, 2006). Despite its title, Dutton’s new book doesn’t focus on rethinking domestic violence. Instead, it is another example of the conservative backlash against feminism in general and feminist research on woman abuse in particular, a response that “helps to veil the extent and brutality of this problem and to block efforts to deal with it” (Hammer, 2002, p. 5). Dutton’s preoccupation with feminism is reflected in entire chapters dedicated to criticizing feminist theory and research, and the book’s “Bottom Line” summary, where half of the main points concern Dutton’s interpretation of feminism rather than new insights about domestic violence research.

Since its inception, the program has served over one million separating and retiring military personnel and has been administered through the coordinated efforts of the Departments of Defense (DOD), Transportation (DOT), Labor (DOL), and Veterans Affairs (VA). In fiscal year 2001, the military branches and DOL spent approximately $47.5 million to provide transition assistance to about 222,000 separating and retiring service members. Today, I will describe the transition assistance offered by each military branch and how their transition assistance programs and services differ. I will also discuss what is known about how well program objectives, such as transitioning to civilian employment, have been met. To conduct our work, we analyzed program descriptions and administrative data from documentation provided by DOD, DOT, DOL, and VA. We also conducted structured group interviews during fieldwork at five locations, one at each military branch—the Army, Air Force, Navy, Marines, and Coast Guard.1 We talked to about 70 service members, including separatees and retirees as well as members expected to separate with a disability, who had participated in the transition assistance workshop.

Simmons University of Cincinnati Meg Hancock and Megan Shreffler University of Louisville Dustin Thorn Xavier University This study utilizes an experimental design to investigate how different presentations (sexualized, neutral, and combat) of female athletes competing in a combat sport such as mixed martial arts, a sport defying traditional gender norms, affect consumers’ attitudes toward the advertising, event, and athlete brand. When the female athlete in the advertisement was in a sexualized presentation, male subjects reported higher attitudes toward the advertisement and the event than the female subjects. Female respondents preferred neutral presentations significantly more than the male respondents. On the one hand, both male and female respondents felt the fighter in the sexualized ad was more attractive and charming than the fighter in the neutral or combat ads and more personable than the fighter in the combat ads. On the other hand, respondents felt the fighter in the sexualized ad was less talented, less successful, and less tough than the fighter in the neutral or combat ads and less wholesome than the fighter in the neutral ad. Although liberal and radical feminist theory predicts that gender equal- ity should ameliorate rape victimization, radical feminist theorists have argued that gen- der equality may increase rape in the form of male backlash.
