Overall the dam is considered to be in fair to poor condition only. The Ministry of Energy and Water wishes to employ specialist consultants to review this matter and devise an action plan with the objective of securing the safety of the dam. The objective of this consultancy is to identify all the problems, prepare the detail design and tender documents as well as the contract management and supervision of the rehabilitation works which would be contracted with the selected reputable contractor/s. It is foreseen that the scope of work of the consultant will be as follows: (a) Initial inspection of the dam to verify (or otherwise) the conclusions of the Dam Safety Report. (b) Identification of preliminary measures to expose critical areas and identify issues which pose a threat to the safety of the dam; (c) Prepare a preliminary report setting out the Consultant’s preliminary conclusions in relation to issues affecting dam safety, possible measures to correct the problems and necessary further investigations to allow remedial measures to be designed. (d) If necessary design a geotechnical investigation program appropriate to the resources available within Afghanistan to carry out this program and prepare simplified bidding documents for contractors to carry out the investigations; (e) Supervise the investigation program making adjustments to it as necessary depending on the results of the investigations; (f)
