This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business online No...... The Islamic Republic of Afghanistan has received a loan/grant from the World Bank toward the cost of the Afghanistan Energy and Water Ministry (Project Coordination Unit), and intends to apply part of the proceeds of the Loan/Grant for consulting services for the rehabilitation of Darunta Dam. Darunta Dam is a large earth-fill type dam constructed on the Kabul River approximately 15 Km north of the city of Jalabad. The dam’s features include multiple outlet structures. The dam was constructed in the 1960’s. Darunta Dam is used to produce electricity for the nearby city of Jalalabad (Hydro-Electric Power Station located immediately downstream of Darunta Dam) and supports and extensive irrigation system. A Dam Safety Inspection undertaken of Darunta dam in November 20161 identified a number of issues with Darunta Dam including some issues that require urgent attention. Overall the dam is considered to be in fair to poor condition only. The Ministry of Energy and Water wishes to employ specialist consultants to review this matter and devise an action plan with the objective of securing the safety of the dam. The objective of this consultancy is to identify all the problems, prepare the detail design and tender documents as well as the contract management and supervision of the rehabilitation works which would be contracted with the selected reputable contractor/s. It is foreseen that the scope of work of the consultant will be as follows: (a) Initial inspection of the dam to verify (or otherwise) the conclusions of the Dam Safety Report. (b) Identification of preliminary measures to expose critical areas and identify issues which pose a threat to the safety of the dam; (c) Prepare a preliminary report setting out the Consultant’s preliminary conclusions in relation to issues affecting dam safety, possible measures to correct the problems and necessary further investigations to allow remedial measures to be designed. (d) If necessary design a geotechnical investigation program appropriate to the resources available within Afghanistan to carry out this program and prepare simplified bidding documents for contractors to carry out the investigations; (e) Supervise the investigation program making adjustments to it as necessary depending on the results of the investigations; (f) On completion of the investigation program prepare a report detailing the results of the investigations, the conclusions arising from it and conceptual design of remedial works; (g) The conceptual design should include various measures for monitoring the performance of the dam after remedial measures are implemented; (h) Prepare bid documents for remedial works based on World Bank applicable standard bidding documents (to be advised by World Bank); (i) Evaluation of bids based on World Bank procedures; (j) Supervision of construction of remedial works; (k) On completion of construction carry out necessary tests and inspections to verify that issues identified in preliminary inspections have been resolve; (l) Prepare a draft report detailing the works carried out in the assignment and the final conclusions. (m) Within four weeks of receiving comments from the MEW the Consultant will prepare the final report.
