Bid documents will be available in website www.tendersorissa.gov.in from 10 .00 AM of 14.05.2018 to 5.00 PM of dt. 24.05.2018 for online bidding. The bidders must possess compatible Digital Signature Certificate of Class - II / Class - III . 3. Bids must be accompanied with scan copy of financial instrument towards bid security (EMD) specified for the work in column No. 4 of the above table, payable in favour of the Executive Officer, NAC Khariar Road in shape of Demand Draft / Bankers Cheque on any Nationalised Bank, payable at Khariar Road , Odisha.. Scan copy of the bid security shall be submitted in Single Cover of the online bidding. Engineer Contractors who want to avail EMD exemption have to give one affidavit with tender declaring therein to the effect that they have not yet availed 3 nos. of EMD exemption during this financial year and to show the Original Registration Certificate to the Tender opening authority for confirmation. 4. Bids must be accompanied with scan copy of demand draft towards cost of tender document. The same shall be in the form of Demand Draft / Bankers Cheque on any Nationalised Bank in favour of the Executive Officer, NAC Khariar Road payable at Khariar Road , Odisha. Scan copy of the demand draft shall be submitted in cover - I of the Online. 5. Price bid shall be submitted in single cover of Online bidding. 6. Bids must be submitted on "Online" on or before dt. 24 .05.2018 by 5.00 PM . 7. Bids received on "Online" shall be opened at 11.00 A.M. on dt. 28.05.2018 in the office of the undersigned in the presence of bidders or their authorized agents who wish to attend. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working days at the same time and venue. 8. Financial instrument such as cost of bidding document and bid security in original shall have to be deposited from 8.00 AM. of 25.05.2018 to 5.00 PM of dt. 26.05.2018 before the tender opening, failing which the bids shall summarily be rejected. 9. Any bidders desirous to avail any facility as per certain circular / orders of Govt. have to apply for the same in affidavit along with copy of the circular / order. 10. The sealed Bid document shall contain scan copy of (a) Registration Certificate, (b) PAN, (c) GSTN and other documents required as per DTCN and special condition if any. 11. The successful bidder will adhere to deposit less bid price put to tender as per Govt. parameters towards APS. 12. The L1 Bidder should submit APS in shape of Bankers Cheque / Demand Draft / TDR / NSC / KVP / Postal Saving Account from any Nationalized Bank in favour of E.O., NAC, Khariar Road payble at Khariar Road after finalisation of bid. 13. Vibrator must be used in Concrete works. 14. The bidder will abide by the Govt. GST instructions. 15. The authority reserves the right to cancel any or all bids without assigning any reason thereof. Sd/- Executive Officer, NAC, Khariar Road INSTRUCTION TO BIDDERS : This invitation to the bid is open to all the bidders qualifying the minimum eligibility criteria. Bidders shall provide such evidence of their continued eligibility satisfactory to the employer as the employer shall reasonably request. 1. Bidders shall not be under a declaration of ineligibility for corrupt or fraudulent practices. 2. MINIMUM ELIGIBILITY REQUIREMENT : General: To be qualified for the award of the Contract. Bidders shall submit a written power of attorney authorizing the signatory of the bid to commit the bidder; and have adequate financial capacity and technical capability to undertake the contract and assessment of bidder's proposals regarding work method, scheduling and re-sourcing which shall be provided in sufficient details to confirm the bidder's capability to complete the works in accordance with the employer's requirement and the time for completion. The bidder shall have to furnish the details of qualification criteria given at relevant places of bidding document. The bidder shall be a Firm/Company or registered contractor registered either with State or Central Government / Semi Government / NAC Khariar Road. 3. MINIMUM ELIGIBILITY CRITERIA : a) Required E.M.D. b) Copy of valid Registration, Valid GST clearance certificate, PAN Card. c) The Bidder have to furnish the details of required machinery owned / leased. 4. PERSONNEL CRITERIA : To be eligible for qualification, applicants shall furnish the followings : Required E.M.D. Information regarding ownership of T & P in Appendix - D in this DTCN, Information regarding current litigation, debarring / expelling of the applicant or abandonment of work by the applicant in Appendix A & B and affidavit to that effect including authentication of tender documents. 5. REGISTRATION CERTIFICATE : Tenderers are required to submit attested copy of certificate of Registration with Orissa State PWD or equivalent class of CPWD / Railways / MEs / Central Govt. / State Govt. undertakings / Municipality contractor along with their tenders otherwise the bid shall be considered as non- responsive and thus will be rejected. If the tenderer is a private limited firm / company they are required to furnish following documents along with their tender. i) Copy of article of association / registration of the firm / company. ii) Copy of authorized signatory of the firm with power of attorney if any. The tender should be mandatory accompanied with the attested Xerox copies of the valid GSTN, PAN Card and other requisite documents, otherwise the Bid shall be considered as non- responsive and thus will be rejected. 6. CREDENTIALS OF THE FIRM : The firm shall furnish the following documents in support of their fulfillment of eligibility criteria. List of works completed by the firm indicating the name of client, cost of project, location, date of commencement & completion of the work etc. in the Appendix - C. Completion certificates from the client not below the rank of an Executive Engineer or equivalent post (client means the owner of the facility for whom the work has been executed & not the prime contractor) for the works in fulfillment of minimum eligibility criteria indicating the project components, location, value of work, date of commencement & completion of the works. Photocopies of completion certificates shall have to be authenticated by a Gazetted Officer not below the rank of a Class - I Officer of State Government or Government of India or by a Notary with his name, designation, address & office seal. The Department has the right to do independent assessment of the firm's past performance with reference to the above points if necessary to verify the authenticity of the firm's credentials. Any attempt to produce wrong information / false documents shall lead to rejection of the tender in the present case & shall debar the firm from participating in future tenders.
