A major one of these is Seend Open Gardens. If you haven‟t been to this before, you are in for a treat. And if you have been before, go again as nothing will be the same! And we have a BBQ, a concert, a chance to ring Seend Church bells, a ramble, lunches, coffee and all the usual meetings. And do get your tickets for the Seend Summer Ball in good time! You can also read the annual report of Seend Parish Council for an overview of the year. ENVELOPE COLLECTION FOR SPOTLIGHT I know; we can‟t believe it‟s that time again either. You will find an envelope inside this magazine, in which you can place a voluntary donation towards the cost of publishing Spotlight magazine and distributing it free of charge to everyone in our villages. As well as covering our costs, we also need to build up a reserve for when the printer and folder/stapler need replacing. Your friendly Spotlight deliverer will call on you to collect the envelope – or if you miss them you can leave it in the Shop/PO or hand it to any member of the editorial team. Thanks. And finally…….. There‟s no room at the end of the magazine this month, so here‟s something that we were reminded of by last month‟s poem about Grandad and the computer. This one , called „ www Dotty‟, was written by the lovely, late-lamented Betty Brett: I‟m glad to say I have not got a www dot. I am not quite sure what it means; to do with computers it seems. They slash and crash and they have worms, viruses, bugs, and also germs. I keep my house both clean and bright. There‟s not a spider‟s web in sight. I‟m told computers have a mouse; I would not have one in my house. Bangers and burgers galore, plus a little drink to wash it down. _______________________________________________________________________________________ COME AND RING THE CHURCH BELLS Seend Bell Ringers will give a ringing display on Sunday 18th June (2pm to 5pm) at The Church of The Holy Cross to run alongside the Seend Open Gardens event. Visitors to the Church will see the bell ringers in action from 2pm. There will be a live camera feed showing the bells moving in the tower belfry. They may listen to an entertaining short 20 minute talk on the art of bell ringing at 2.30pm and again at 3.30pm and have an opportunity to ring the bells for themselves afterwards. Ringers will be on hand to give information on learning to ring. 2 Eric Lepine‟s next Pop-up Restaurant is in the Irene Usher Pavilion on Friday 23rd June 7-10.30 pm. “Schorchio” - Spanish themed Paella fiesta style! Update on Seend Church Water Project This project is moving forward slowly. Eagle eyed walkers going past the church recently will have seen Gaigers working on site to complete the work to the front of the church. Please go in and have a look. The rest of the project which is water dependent is slowly going through its approvals. We are waiting on planning approval from Wiltshire Council and then (if approved) we go to the diocese for a revised faculty. We have most of the funding needed to move forward thanks to a loan from the diocese. Loans however have to be repaid so we shall be fundraising for quite some time. We will also be seeking grant funding and seeking further local funding. It is however positive to see some real progress at last and already the church community is benefiting from the changes. Anne Ewing DAY TRIP TO BEAULIEU PALACE HOUSE on Thursday 7th September This annual trip which includes all villagers and friends is extremely popular. This year we are visiting Beaulieu Palace house in the New Forest where there will be a guided tour and then you are free to explore the Abbey, gardens and of course the world famous Motor Museum.

    Melksham Without Parish Council’s Response to the 2nd Non-Statutory Consultation by Wiltshire Council on the A350 Melksham Bypass following a meeting of Full Council on 26 July 2021 at 7.00pm at 1 Swift Way, Bowerhill Melksham Without Parish Council are in a unique position with regard to the proposed A350 Melksham Bypass. The majority of the proposed 10c route is in the parish, and its potential impact will affect the variety of communities that the council represent in differing and varying ways, from the north in Beanacre, the east in Woodrow and Sandridge, and to the south in Bowerhill and Redstocks. It is noted that it will have limited impact on residents in Shaw & Whitley as route 10c is now proposed, as well as those in Berryfield although those at the Semington Road end of the village, close to the existing A350, also have strong views. The parish council has tried hard to listen to the views of its parishioners, and held two public meetings1 to do just that, a summary of the views of those meetings are appendices as part of this document, as well as the views of those people that wrote to the parish council rather than attend a public meeting, in the main due to the reluctance to attend in person as the covid restrictions are relaxed. The general consensus of the public opinion is that they are doubtful of the justification for this scheme, and feel that more up to date evidence is required. This is particularly as some evidence was collated pre-Covid and before improvements to ‘Farmers’ Roundabout.

    MINUTES of the Planning Committee of Melksham Without Parish Council held on Monday 26 th September 2016 at Crown Chambers, Melksham at 7.00 p.m. Present: Cllrs. Richard Wood (Council Chair), Alan Baines, Rolf Brindle, Gregory Coombes, Mike Sankey and Paul Carter. Officers: Teresa Strange (Clerk) and Jo Eccleston (Parish Officer). Apologies: John Glover (Council Vice-Chair). Housekeeping : Cllr. Wood welcomed all to the meeting and explained the evacuation procedure in the event of a fire. 170/16 Declarations of Interest: Cllr. Wood declared an interest in agenda item 4d, 16/05446/OUT as he was a resident of Semington Road. The Council suspended Standing Orders for a period of public participation. 171/16 Public Participation: There were 5 members of the public present. Three members of the public were in attendance to object to planning application 16/05446/OUT. A resident of Semington Road stated that she had applied to have a house built in her back garden and it had been refused at Appeal. Her application had conflicted with the West Wiltshire District Plan, which stated that she had needed to provide off street parking. She felt that this application should be refused on the same grounds, stating that it only sought to provide one parking space per dwelling, but that the plans had indicated that each dwelling could be 3 bed properties and that the proposed parking was not sufficient. Also there was no provision for a turning space. Additionally she considered that Semington Road was a busy road and a further access onto it for 3 dwellings posed a highways risk.

The Initial Site Identification Process Wiltshire Air Ambulance Charitable Trust (WAACT) commenced its search for a suitable location for its ‘New Home’ in July 2014 when it became clear that it would no longer be tenable for the operation to remain at the Police Headquarters in Devizes. Initial site identification was conducted on the basis that all types of site would initially be considered and that, as the selection criteria emerged, the list of potential locations would be progressively condensed to those that reflected the capacity to accommodate the actual operational needs and aspirations of WAACT. It had always been a key requirement that all WAACT activities would be co-located to the same site and that any potential site would need to accommodate this broad mix of uses without compromise. The types of site that were considered include: a) Military sites Wiltshire has a large number of sites under the control of the Ministry of Defence (typically RAF or Army bases). Some Air Ambulances do operate from MOD controlled bases but co-locating within a military establishment does curtail the abilities of the service in regard of charity activities and operational tasking. From the onset of the process it was considered that any potential military site must enable: i. WAACT to have priority in terms of flying operations such that continuity of the effective emergency provision could be maintained. ii. WAACT to have unfettered public access without the normal MOD security control.

It represents a snapshot at the date of publication and is produced annually as required by the National Planning Policy Framework (NPPF) and accompanying Planning Practice Guidance (PPG). This statement fully accords to the requirements and definitions of the NPPF and PPG as summarised below. This was not accepted. 492/18 Declarations of Interest: The Clerk advised that agenda item 7d related to Westinghouse Way and that the Parish Council’s land abutted this road. 493/18 Dispensation Requests: None. The Council suspended Standing Orders for a period of public participation. 494/18 Public Participation: A Resident of Semington Road, wished to speak on agenda item 7a, request for reduction in speed limit on A350 Western Way, dual carriageway, between the Townsend Farm roundabout and the “Carson Tyres” roundabout. He stated that he uses the traffic controlled pedestrian crossing on this stretch of road on a daily basis on his walking commute to work. He reported that as the classification for this road is the national speed limit, that vehicles were permitted to travel at speed on this section and that on a regular basis some were failing to stop for pedestrians and travelling through red traffic lights. He felt that not only were cars failing to stop at these traffic lights, some were actually accelerating to get through them, including articulated lorries.
