    Agrometeorological Bulletin No. 4 Period October 2020 – April 2021 [English version] Crop and Rangeland monitoring in Angola (Huambo, Huila, Benguela, Cuanza Sul, Namibe and Cunene) Highlights ● The worst drought in 30 years affected the 2020/2021 agricultural season in the southwestern part of the country. ● Harvest of cereals will be completed in June and production prospects are very poor in the affected provinces. ● Low pasture production is expected in Namibe and Cunene, two provinces already stricken by drought also in the 2018/2019 agricultural season. Overview The six provinces of Huambo, Huila, Benguela, Cuanza Sul, Namibe, and Cunene, located in the central and southern part of the country, experienced a poor agricultural season in 2020/2021 due to the worst drought in 30 years that affected these provinces. Although rainfall started on time in most parts of the country, the dry conditions from December 2020 to February 2021 significantly impacted vegetation growth at a critical period for crop development. The rainfall graph with data from the meteorological station in Huambo (note: missing data in March), clearly highlights the good initial rainfall conditions, and the long dry spell that followed. The map of the z-score of cumulative NDVI, an indicator of vegetation biomass level, indicates in red areas with very poor vegetation conditions at the end of April 2021. Harvest of cereal crops will be completed in June in the country and weather conditions during the season as well as satellite images of vegetation status suggest poor cereal and pasture production prospects in the affected provinces due to one of the worst droughts of the last 30 years.

    Namibia and Angola: Analysis of a symbiotic relationship Hidipo Hamutenya* Introduction Namibia and Angola have much in common, but, at the same time, they differ greatly. For example, both countries fought colonial oppression and are now independent; however, one went through civil war, while the other had no such experience. Other similarities include the fact that the former military groups (Angola’s Movimiento Popular para la Liberacão de Angola, or MPLA, and Namibia’s South West Africa People’s Organisation, or SWAPO) are now in power in both countries. At one time, the two political movements shared a common ideological platform and lent each other support during their respective liberation struggles. The two countries are also neighbours, with a 1,376-km common border that extends from the Atlantic Ocean in the east to the Zambezi River in the west. Families and communities on both sides of the international boundary share resources, communicate, trade and engage in other types of exchange. All these facts point to a relationship between the two countries that goes back many decades, and continues strongly today. What defines this relationship and what are the crucial elements that keep it going? Angola lies on the Atlantic coast of south-western Africa. It is richly endowed with natural resources and measures approximately 1,246,700 km2 in land surface area. Populated with more than 14 million people, Angola was a former Portuguese colony. Portuguese explorers first came to Angola in 1483. Their conquest and exploitation became concrete when Paulo Dias de Novais erected a colonial settlement in Luanda in 1575.

Svensson, and Peter John Taylor Abstract Scientific investigations on the mammals of Angola started over 150 years ago, but information remains scarce and scattered, with only one recent published account. Here we provide a synthesis of the mammals of Angola based on a thorough survey of primary and grey literature, as well as recent unpublished records. We present a short history of mammal research, and provide brief information on each species known to occur in the country. Particular attention is given to endemic and near endemic species. We also provide a zoogeographic outline and information on the conservation of Angolan mammals. We found confirmed records for 291 native species, most of which from the orders Rodentia (85), Chiroptera (73), Carnivora (39), and Cetartiodactyla (33). There is a large number of endemic and near endemic species, most of which are rodents or bats. The large diversity of species is favoured by the wide P. Highlights • In the southern provinces the current harvest will not cover more than three to four months of food needs. Food insecurity is predicted to worsen from August. • Severe acute malnutrition (SAM) and global acute malnutrition (GAM) rates are still critical. Caseloads of SAM with complications are increasing in Huila Province. • In the southern provinces, 30% of the existing boreholes are non-functional, less than 20% of communities have access to safe water and adequate sanitation facilities. Situation Overview Southern Angola has been affected by recurrent cycles of droughts and floods since 2008. In 2015, 1.4m people in 7 provinces were affected by El Niño. About 78% live in three provinces of southern Angola, namely Cunene (with 56% people affected), Huila and Namibe. Agricultural and livestock losses were estimated to be about $242.5m in 2015. This year, the National Institute of Cereals in the Ministry of Agriculture estimates a production deficit of 40%. The traditional bread basket comprising of northeast Cunene and the eastern part of Huila received insufficient rains to cater for the food needs of the rest of the region.

Mid-1980 South African Incursions into Angola - UN security Council Resolution - Earlier Angolan-South African Clashes It was announced on Aug. 19 by the official news agency Angop that a 206-member National People's Assembly would be installed in November 1980 to replace the existing Council of the Revolution as the supreme organ of state (as provided for in the Constitution promulgated at the time of independence in 1975), and that provincial people's assemblies would also be elected. Voting for electoral colleges which would choose the members of the National Assembly and the provincial assemblies accordingly began on Aug. 23 in the southern province of Cunene, most candidates being members of the Popular Movement for the Liberation of Angola-Party of Labour (MPLAPT)-the country's sole legal political party. A national commission to study the implementation of people's power had held its first session on Feb. 16, 1980. Government Reorganization - Economic Difficulties A number of ministerial changes were announced on July 8 and 12 including the appointment of a new Defence Minister to replace Cdr. Iko Teles Carreira, who was relieved of his post on Feb. 10, 1980, and whose functions had since then been controlled ad interim by President dos Santos and the Army Chief of Staff [see 30274 B] .     Angola Page 1 of 20 Angola Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 The Popular Movement for the Liberation of Angola (MPLA) has ruled the country since its independence from Portugal in 1975, and the country has experienced several periods of civil war since then. The present Government was formed in 1997 after the National Union for the Total Independence of Angola (UNITA) and 10 smaller opposition parties joined the ruling MPLA in a government of national unity and reconciliation. The most recent period of civil war began in 1998 and continued until February when UNITA leader Jonas Savimbi was killed in an Armed Forces of Angola (FAA) attack in Moxico Province. On April 4, the Government and UNITA signed the Luena agreement, which called for disarming and disbanding all UNITA military forces by the end of July and the implementation of the remaining provisions of the 1994 Lusaka Protocol under U.N. supervision. On August 2, UNITA's military force officially was disbanded and all ex-UNITA personnel were incorporated into the FAA. The National Assembly served as a rubber stamp for the Council of Ministers, and while opposition deputies held about 43 percent of National Assembly seats, few mechanisms existed to check the power of the MPLA majority or defeat legislation supported by the executive branch. The judiciary was subject to executive influence, functioned only in parts of the country, and did not ensure due process. The Ministry of Interior was responsible for internal security, a function that it traditionally exercised through the Angolan National Police (ANP) and other organs of state security; however, as part of a July organizational reshuffling, the internal intelligence service became directly answerable to the Office of the Presidency.
