n his speech on September 23, 2010 at the 65th Session Iof the UN General Assembly, our President Mr. Abdullah Gül suggested the formation of a “Global Rapid Response Ability” for the elimination of the adverse impacts of disasters through the utilization of military assets in responding to disasters. The President of the Dominican Republic and the Prime Minister of the State of Qatar made the same appeal to UN member states and within this framework, the HOPEFOR (Humanitarian Operation Force) Initiative was launched under the roof of the UN with the efforts of the three countries for the purpose of enhancing the coordination and effectiveness of Military and Civil Defense Assets (MCDA) in response to disasters. 1.
