^ Press Release LACMA Appoints Colleen Bell, Mellody Hobson, and Robbie Robinson to its Board of Trustees (Los Angeles, June 17, 2019)—The Los Angeles County Museum of Art (LACMA) is pleased to announce the election of Colleen Bell, Mellody Hobson, and Robbie Robinson to its board of trustees. During her tenure as U.S. Ambassador to Hungary (2014–17), she supported initiatives related to treaty negotiations, foreign policy, and international relations, and in 2017 received the Order of Merit Middle Cross, the second highest State Order of Hungary. Prior to her diplomatic service, Bell was a leading business executive at an award- winning production company responsible for some of the most watched television programming in the world. Her work as a producer at Bell-Phillip Television Productions frequently earned the field’s most prestigious recognition for creative content, social awareness, and public health education, including three Emmy Award nominations. -

Euro-Atlantic Café It is all started with the Gripens Discussion in Eger with Mr.Géza Jeszenszky and Mr. András Dékány 1 CEID celebrated its second Euro-Atlantic Café in Eger, by invitation of the Agria Universitas Foundation of the Eszterházy Károly College. Our outstanding guests were Mr. Géza Jeszenszky, former foreign minister and two-times ambassador of Hungary (to Washington and to Oslo) and Mr. András Dékány, former ambassador to the UN in Geneva, himself an expert on US affairs. Former foreign minister Jeszenszky pointed out in the beginning of our conversation that it would be a mistake to write the US off, Washington will remain the leading power of the world for quite a while. “With all its mistakes, the US is still the country of good will and great opportunities, therefore it is in Hungary’s interest to maintain good relations with Washington” - stressed the former diplomat. As a history professor, he reminded the audience that Hungary used to be the pioneer of transatlantic relations from the CEE region, and the first democratic government of József Antall and the first cabinet of Viktor Orbán from 1998 were both Atlanticists in their foreign orientation. However, the government’s decision in 2001 to buy Gripen fighter jets instead of F-16 caused the first serious misunderstanding in the bilateral relationship. But it was far from being fatal: President George W. Bush visited Hungary in 2006. This was the last presidential visit to Hungary. Ambassador Dékány added that it was most probably not the financial loss or the lost business opportunity which caused the uproar in Washington but the lack of coordination and information. -

The appointment was approved in a vote of 52 to 42, with Democrats voting for and Republicans against the nominee. The Hungarian foreign ministry had already approved Bell’s appointment last year. John McCain, a Republican senator and former US presidential candidate, delivered a stormy address in the Senate before the vote, attacking Bell’s candidacy. He said she was a “totally unsuitable” nominee to a “very important country where bad things are going on.” He underlined Bell’s lack of expertise. “Hungary is a close ally in many respects, but there’s no doubt that since taking office in 2010, the Hungarian Prime Minister Viktor Orban has centralized power,” McCain said, adding that critics say Orban’s measures go against democratic principles. Orban “has reduced the independence of Hungary’s courts, pushed through controversial changes in the constitution and placed acute restrictions on nongovernmental organizations,” he added. He charged that Orban had been “cozying up” to Vladimir Putin, with whom he had signed a nuclear pact and “is practicing the same kind of antidemocratic practices” as his role model. -

War by Other Means: The Problem of Population and the Civilianisation of Coalition Interventions Colleen Bell University of Bristol © 2009 Colleen Bell School of Sociology, Politics, and International Studies, University of Bristol Working Paper No 02-09 Dr Colleen Bell is a visiting fellow at the Centre of Criminology at the University of Toronto and a post-doctoral fellow in the Department of Politics at the University of Bristol. The driving focus of her work concerns how freedom is shaped by liberal strategies of security. Currently, she is conducting a project on the re-emergence of counterinsurgency doctrine in Coalition interventions, exploring how counterinsurgency represents a remedial movement to win ‘hearts and minds’ among occupied populations by strategizing culture within the schema of war. She is co-editor and contributor of a forthcoming issue of the Journal of Intervention and Statebuilding on the topic of post-interventionary societies. She is also in the process of publishing a book which addresses how freedom has been re-shaped by Canada’s ‘war on terror.’ Other published work can be found in Security Dialogue and the Canadian Journal of Law and Society. War by Other Means: The Problem of Population and the Civilianisation of Coalition Interventions Abstract: This paper examines the re-emergence of counterinsurgency doctrine in Coalition interventions in Afghanistan and Iraq. While counterterrorism has tended to emphasize the detection and elimination of known or suspected assailants, the paper considers how counterinsurgency operates at the level of the population by strategizing culture within the schema of war. The paper first contextualizes counterinsurgency as a stratagem of war that elides the Clausewitzean dictum that war is simply the continuation of policy by others means. -

By WENDY LEE, STAFF WRITER AUG. 7, 2019 6 AM Meet the former diplomat and soap opera producer who wants to be California’s chief film ambassador Colleen Bell, the California Film Commission’s executive director, gets a tour of the “American Sniper” movie set at Blue Cloud Movie Ranch in Santa Clarita with ranch manager Frank Gardner. Chun / Los Angeles Times) On a sweltering July afternoon, Colleen Bell strolled through an alley that had been transformed into a grimy, urban skid row for the CBS police drama “S.W.A.T.” The rusty garage doors, dusty lamps and worn building facades resembled downtown L.A. But Bell was about 40 miles away from the alley’s inspiration, on the Santa Clarita set of “S.W.A.T.,” which was prepping its third season. “Look at that — amazing,” said Bell, marveling at the alley’s transformation. “Wow.” As a veteran TV producer, Bell could appreciate such detail. The former U.S. diplomat, who was appointed executive director of the California Film Commission in May, was making the rounds to visit various local productions that have benefited from state tax credits. In her new role, the 52-year-old executive will draw upon her background as a diplomat and industry veteran to champion California’s film industry while maintaining relationships with state politicians, whose support is vital. “I’m very comfortable in Sacramento and very comfortable in Hollywood,” Bell said. “I look forward to bridging those two worlds as much as I possibly can.” One of Bell’s top goals is to increase the amount of money allocated each year to the state’s film and TV tax credit program. -
