The largest emissions of black carbon originate from the transport sector and wood combustion in residential heating. For methane, the largest contributors to emissions are the agricultural sector and landfills. Different measures to reduce emissions from black carbon and methane can be implemented. Retrofitting of diesel particulate filters on light and heavy vehicles, tractors and construction machines will reduce black carbon emitted from the transport sector. Measures to reduce black carbon from residential heating are to accelerate the introduction of wood stoves with cleaner burning, improve burning techniques and inspect and maintain the wood stoves that are already in use. In the agricultural sector, methane emissions from food production can be reduced by using manure or food waste as raw material to biogas production. -

When navi- gator Willem Barents discovered the Barents Sea in the end of 16th century, and explorer Roald Amundsen set off to the North Pole in the 1920s, they would make a last stop in Finnmark before the final leg of their journey. They stopped in Finnmark not only because it was the last stretch of European mainland, but also because it was already then, inhabited by a population that for generations had accu- mulated Arctic knowhow. Moreover, in the end of 18th century, the thriving trade in the Barents Ragnhild Vassvik, Chair of the Barents region led to the establishment of the two oldest Regional Council and Chair of towns in Finnmark, Vardø and Hammerfest. The unit is part of the 12th Main Directorate of the Russian Ministry of Defense (12th GUMO), which is in charge of storing and servicing Russia’s nuclear arsenal, according to this Russian weekly. According to Kommersant, however, Shamsutdinov and his victims all served in military unit No. 14258. The mission of unit No. 14258 is to provide security and logistical support to other units located in Gorny, including a 12th GUMO base, which stores and issues nuclear warheads, according to the daily. Kommersant cited sources in Shamsutdinov’s unit that say he may have fallen victim to hazing by other servicemen. While only 12th GUMO officers reportedly have access to the warheads, the aforementioned directorate has continued to rely on conscripts for some of its rank-and-file. Russian Nuclear Lab Workers Sentenced for Mining Bitcoin at Work A Russian court sentenced engineer Andrei Rybkin to three years and three months in prison for using one of Russia’s most powerful supercomputers at a secret nuclear laboratory in the Nizhny Novgorod region city of Sarov to mine Bitcoin. The Sarov city court published Rybkin’s conviction of illegally accessing computer information, violating computer operation rules and spreading a harmful computer virus. -

Barents Region: The Arctic Council as a Stabilizing Magnet Florian Vidal The Arctic Council (AC) is a stabilized and consolidated intergovernmental regional body created in 1996. It has deployed a consistent work on environment issues and produced key documents such as the Agreement on Search and Rescue (SAR) reached in 2011. In the context of the Barents region, the Arctic Council is not the core of the regional dynamics as other regional institutions emerged earlier in the 1990s. Meanwhile, the establishment of the Barents Euro-Arctic Council (BEAC) in 1993, and then the Barents Regional Council (BRC), has underlined the willingness to encourage the neighboring cooperation and coordination, it marks the openness process between the Russian Federation and Western countries, and particularly the Northern European countries. Far from being competing, these organizations according to their nature and functioning are complementing each other in some way. The lack of legal framework in the area for over two decades is substantially moving forward as concrete steps on both environmental issues and social and economic projects are further interlocked than ever. Adding that the Barents region is unique in the Arctic context for its evolving neighboring policy between Nordic countries and the Russian Federation. Despite the tumult of the geopolitical tensions, the Barents institutions followed by the support of the Arctic Council has demonstrated its ability to be resilient and bargain for further development. As a result, the Barents region converts itself as a major core for shaping Arctic governance. Introduction The establishment of the Arctic Council has been a notable step but not decisive for the cooperation of the Barents area. -

Environmental Defense Institute News on Environmental Health and Safety Issues September 2019 Volume 30 Number 9 Small Nuclear Reactor Explosion in Russia Kills Seven People News of the explosion of a small nuclear reactor in northern Russia that killed seven people continues to trickle out giving some clues about what happened. Near the city of Severodvinsk, radiation levels are said to have briefly spiked up to twenty times normal levels. 1 In early August, during retrieval efforts to retrieve a sunken nuclear-powered cruise missile, 2 the reactor apparently went prompt critical. A prompt critical accident means that suddenly the reactor’s neutron populations increased so rapidly that the heat generated caused the reactor fuel to melt. High power levels can be reached rapidly before displacement of the fuel shuts down the reaction. The reactor had remained subcritical while submerged in water, so introduction of water, a moderator, by in-leakage to the reactor, would not seem to be the cause. Rapid withdrawal of control rods or structural elements that absorb neutrons or rapid movement of fuel inside the reactor could be the cause. There may have been no way to assure the internal structural integrity of the reactor before lifting it. Several radioactive isotopes that are short-lived indicate that the reactor went critical and generated fission products. Near the accident location, the Russian weather agency detected strontium-91 (half-life 9.3 hours), barium-139 (half-life 83 minutes), barium-140 (half-life 12.8 days), and lanthanum-140 (half-life 40 hours). 3 Probably many other radionuclides were released. -
