EXECUTIVE SUMMARY 0.1 BACKGROUND Public Works Department Government of Rajasthan, engaged in the up-gradation & widening of State Highways/ MDR’s & Mining roads across the state, intends to come across the services of technically expert consultancy firms to prepare detailed feasibility report, detailed financial analysis & detailed traffic survey for two laning of roads including project design, planning and project preparation, surveys, devise suitable financing model and contract award structure for making the project viable under Private Sector Participation, bid management and preparation of tender documents, to perform detail engineering for the project including detailed cost estimates and land acquisition plans etc. Public Works Department, Government of Rajasthan intends to develop the roads. Malviya Infra Project Pvt. Ltd. has been entrusted by Public Works Department, Government of Rajasthan for the task of carrying out the Detailed Feasibility Report for above said project sections. L. Ltd. 1 Feasibility Report (Draft), Volume I Main Report Chapter 00- Executive Summary Preparation of Feasibility Report For Two Laning of State Tonk-Nainwa-Keshoraipatan Road Highways Package No. 14/SH/PPP/2014-15 Highway -IV 0.2 CONSULTANCY SERVICES The consultancy services are to be provided in stages as brought out below: KD Inception Report 1 KD Supplementary Inception Report 2 KD Report on Alignment (including proposed geometric improvements) and 3 first traffic survey KD Report on Land Plan Schedules and Utility Relocation 4 KD Report on Indicative GAD of structures (bridges, grade separators, 5 ROB/RUBs) KD Report on Environment and Social Impact Assessment 6 KD Draft Feasibility Report and Schedules to the Concession Agreement 7 KD Final Feasibility Report 8 The Feasibility Report for each of the Highways comprising the Project shall include the following: Sets of Drawings Investigation Reports Preliminary designs Preliminary costing Implementation schedule 1.2.1 Objectives The objective of this consultancy is to undertake feasibility studies and prepare separate Feasibility Reports for all Highways comprising the Project for the purpose of firming up the Authority's requirements in respect of development and construction of the Project and Project Facilities and enabling the prospective bidders to assess the Authority's requirements in a clear and predictable manner with a view to ensuring: enhanced safety and level of service for the road users; superior operation and maintenance enabling enhanced operational efficiency of the Project; minimal adverse impact on the local population and road users due to road construction; minimal adverse impact on environment; minimal additional acquisition of land; and phased development of the Project for improving its financial viability consistent with the need to minimize frequent inconvenience to traffic that may be caused if additional works are undertaken within a period of seven years from the commencement of construction of the Project. 1.2.2 Scope of Services The scope of services for each of the Highways of the Project shall comprise: Traffic surveys and demand assessment Engineering surveys and investigations L. Ltd. 2 Feasibility Report (Draft), Volume I Main Report Chapter 00- Executive Summary Preparation of Feasibility Report For Two Laning of State Tonk-Nainwa-Keshoraipatan Road Highways Package No. 14/SH/PPP/2014-15 Highway -IV Location and layout of toll plazas Location and layout of truck lay byes Location and layout of bus bays and bus shelters Wayside amenities Safety Social impact assessment Environment impact assessment Preliminary Designs of road, bridges, structures, etc. Preparation of Land Plan Schedules and Utility Relocation Plans Preparation of indicative BOQ and rough Cost Estimates Preparation of Schedules A, B, C, D and H of the Concession Agreement. 0.3 PROJECT ALIGNMENT DESCRIPTION The Project Road Tonk-Nainwa-Keshoraipatan starts from cross(X)-Junction with NH-12 (Jaipur-Deoli Section) near Tonk & terminates at Cross-Junction junction with SH-33 (Kota-Lalsot Mega Highway) in Keshoraipatan. In Nainwa, project road is overlapping with NH-116 from Ch 44+200, which is retained. After Nainwa, road separates from NH-116 to the left. Length of overlap is 3.470 km At Ch 83+800, there is junction with SH-29. From this junction, road has overlap of 2.860 km with Sh-29 which is retained. Road Separates from SH-29 in Khatkad. The Project Road as described in the terms of References is 113 Km. Actual design length is 119.005 Km. There are a number of junctions very important. Cross(X)-Junction at km 0+000 with NH-12 (Jaipur-Deoli Section) near Tonk, T-Junction at km 44+200 with NH-116, Y-junction with NH-116 after Nainwa, T- junction with SH-29 at Ch 83+800, T-Junction with SH-29 in Khatkad, Cross-Junction at km 109+005 with SH-33 (Kota-Lalsot Mega Highway) in Keshoraipatan. The index map depicting the project road is presented in Fig. 0.1- Figure 0.1 Index Map showing Project Road The consultancy services for the same is to include design of best possible alignment and pavement composition, design of bridges, culverts and other structures in addition to analysis of costs, determining project feasibility, preparation of Land Acquisition Plan, if any, and obtaining of all requisite clearances.
