Al-Ahmar Trading Group During the reporting period, Patton Boggs spoke on several occasions with State Department officials about the issuance of a visa to the foreign principal. The Embassy of the Republic of Azerbaijan There was no reportable activity performed on behalf of the Embassy of the Republic of Azerbaijan during the reporting period.

Banque du Liban Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation and regulations regarding matters of interest to the foreign principal. Such legislation included foreign principal-related provisions in bills introduced in the 112th Congress as well as materials published by the Congressional Research Service and various federal agencies. The topics covered by these bills and materials related to Middle East unrest, finance, military and other funding, anti-money laundering, and terrorist finance. Registrant informed principal of potential relationship targets.

Bidzina Ivanishvili/Georgian Dream Registrant counseled the foreign principal on U.S. Congressional and regulatory matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation and agency statements regarding matters of interest to the foreign principal. Such legislation included potential principal-related provisions in the Foreign Affairs Authorization Act and a House resolution tying funding to certification of democratic elections. Moreover, Registrant advised the foreign principal on background and developments concerning the 2012 parliamentary election, election observers, and embassy outreach. Registrant accompanied representatives of principal to Congressional and agency meetings. More generally, Registrant monitored and informed the foreign principal of Congressional hearings and other developments regarding matters of interest to the foreign principal.

Government of the Republic of Cameroon Registrant counseled the foreign principal on several matters involving the U.S. Government. Specifically, Registrant compiled information and analyzed the legal, regulatory, and political requirements of the Millennium Challenge Account ("MCA") Program. In addition, Registrant advised the foreign principal on how it might achieve compliance with various MCA Program requirements, and facilitated meetings for the foreign principal to brief U.S. Government departments and agencies on its MCA- related efforts. Registrant also counseled the foreign principal on compliance with the African Growth and Opportunity Act ("AGOA"), discussed with U.S. Government officials how the foreign principal might increase its benefits under the trade preference program, and advised the foreign principal on Congressional consideration of extending AGOA. the U.S. Department of State's Trafficking in Persons ("TIP") Report. This included developing a strategy for the foreign principal to improve its efforts to combat TIP. More broadly, Registrant monitored and advised the foreign principal of various U.S. policy developments, and facilitated periodic Congressional meetings for the foreign principal.

Embassy of the People's Republic of China Registrant counseled the foreign principal on U.S. Congressional matters. This included monitoring, compiling information, and analyzing the potential legal and political ramifications of legislation regarding matters of interest to the foreign principal. Such legislation included the House and Senate National Defense Authorization Acts for Fiscal Year 2013 (H.R. 4310 / S. 3254) and foreign principal-related provisions and amendments thereto including export controls on commercial satellites and related components, arms sales to Taiwan, and the Diaoyu/Senkaku Islands. Moreover, Registrant advised the foreign principal on background and developments concerning the FY 2013 budget, South China Sea, Iran sanctions, and trade. More generally, Registrant monitored and informed the foreign principal of Congressional hearings and other developments regarding matters of interest to the foreign principal.

Republic of Croatia During the second half of 2012, Patton Boggs advised the Republic of Croatia regarding certain legal issues of significant international importance that arose out of the April 15, 2011 decision of the International Criminal Tribunal for the Former Yugoslavia ("ICTY") in the "Operation Storm" case, IT-06-90, including military standards and regulations, and customary military law. On behalf of our client, we brought to the attention of officials in the Department of Defense, as well as members of the U.S. Congress and their staffs, the dangerous legal precedents that would be created if the ICTY Appeals Chamber upheld the April 2011 decision. In particular, we highlighted the April 2011 Decision's creation of a standard whereby artillery shells that fell more than 200 meters from a legitimate military target would be considered illegal artillery shelling.

Embassy of Ecuador Registrant counseled the foreign principal on Congressional consideration of the Andean Trade Preferences Act ("ATPA") and the Generalized System of Preferences, set to expire on July 31, 2013. In addition, Registrant helped monitor Congressional consideration of the Fiscal Year 2013 State, Foreign Operations, and Related Programs Appropriations, the "Countering Iran in the Western Hemisphere Act of 2012" (H.R. 3783), and related legislation to increase U.S. sanctions against Iran. Registrant also monitored the confirmation proceedings for Ambassadorial nominees Adam Namm and Roberta Jacobson. Moreover, Registrant discussed with U.S. Government officials the status of the foreign principal's benefits under ATPA and the broader bilateral trade relationship. Registrant also monitored and advised the foreign principal on various U.S. policy developments and their potential impact on the bilateral relationship.

Government of Kosova During the second half of 2012, Registrant represented the foreign principal on multiple aspects of its relations with the U.S. Government. First, Registrant contacted U.S. Government officials to discuss ways in which to enhance bilateral relations. Second, Registrant called on U.S. Government officials to support the independence and territorial integrity of the foreign principal, particularly relating to diplomatic recognition by other nations. Third, Registrant corresponded with U.S. Government officials to discuss the opportunities for U.S. investment in Kosovo. Finally, Registrant also monitored and advised the foreign principal on various U.S. policy developments and their potential impact on the bilateral relationship.

Royal Embassy of Saudi Arabia Registrant counseled the foreign principal on United States legislative and executive branch developments affecting the bilateral relations of the U.S. and Saudi Arabia as well as multi-lateral issues affecting the Middle East and Gulf regions. Registrant performed daily media monitoring of outlets in the Middle East, Israel, the United States, and Europe concerning relevant issues such aslran sanctions and wrote daily media briefings for the Patton Boggs team and the foreign principal. Saudi Food & Drug Authority Registrant contacted a U.S. Food and Drug Administration official in connection with the Agency's consideration of a recommendation to defer blood donations from individuals who resided in Saudi Arabia from 1980 to 1996.

South Korea Registrant counseled the foreign principal on U.S. Congressional and regulatory matters related to civil nuclear cooperation. Registrant accompanied representatives of principal to Congressional and agency meetings. More generally, Registrant monitored and informed the foreign principal of Congressional hearings and other developments regarding matters of interest to the foreign principal.
