2013 Political Contributions (January 1 – June 30) 2013 Political Contributions (January 1 – June 30) Amgen is committed to serving patients by transforming the promise of science and biotechnology into therapies that have the power to restore health or even save lives. Amgen recognizes the importance of sound public policy in achieving this goal, and, accordingly, participates in the political process and supports those candidates, committees, and other organizations who work to advance healthcare innovation and improve patient access. Amgen participates in the political process by making direct corporate contributions as well as contributions through its employee-funded Political Action Committee (“Amgen PAC”). In some states, corporate contributions to candidates for state or local elected offices are permissible, while in other states and at the federal level, political contributions are only made through the Amgen PAC. Under certain circumstances, Amgen may lawfully contribute to other political committees and political organizations, including political party committees, industry PACs, leadership PACs, and Section 527 organizations. Amgen also participates in ballot initiatives and referenda at the state and local level. Amgen is committed to complying with all applicable laws, rules, and regulations that govern such contributions. The list below contains information about political contributions for the first half of 2013 by Amgen and the Amgen PAC. It includes contributions to candidate committees, political party committees, industry PACs, leadership PACs, Section 527 organizations, and state and local ballot initiatives and referenda.     WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber. Given the scale of the challenge we collectively face, and because of the extraordinary opportunity created by two unique circumstances--the passage of the American Rescue Plan and the state’s budget surplus--we write to revisit our prior budget request. As you know, we have long believed that the state must identify an ongoing, consistent allocation of flexible funding sufficient to meet the enormity of the challenge in our cities for affordable housing construction and supportive services. While our economic challenges make it difficult to identify an ongoing revenue source, the large amount of one-time funding presents a generational opportunity to make a dramatic move to address our homelessness crisis. That can be accomplished by setting aside a one-time allocation of $16 billion for a steady expenditure of $4 billion per year over the next four years. Through our partnership, we’ve accomplished much in our cities in recent years through such initiatives as Project Homekey, HHAP, and HEAP. We created permanent or transitional housing for our homeless at an average cost to the state of $148,000 per unit under Project Homekey, for instance, and we built prefabricated dorms, modular housing, tiny homes, and shelters even more cost-effectively with state and local dollars.

The positive impact of increasing vaccination rates and decreasing cases of COVID-19 are clear to see. Businesses are open, sporting venues and cultural institutions have welcomed back fans and visitors, and restrictions have been lifted. On June 11, Washington D.C. fully reopened and lifted the restrictions put in place to stop the spread of COVID-19. Unfortunately, the United States Capitol and the People’s House have failed to do the same. The Capitol remains closed to the American people and the House continues to maintain policies that run contrary to science of COVID-19. It is time for you to reopen the House and get back to serving the American people. Weekly case numbers in the United States have reached their lowest point since March of 2020 at the very start of the pandemic, and every day hundreds of thousands of Americans are being vaccinated. This also holds true for the Washington D.C. metropolitan area and the Capitol Hill community specifically. Over the last two weeks cases are down 36% in Washington D.C. and over 40% in both Virginia and Maryland. On Capitol Hill, no congressional staffer is known to have tested positive in weeks and no Member of Congress is known to have tested positive in months. This can no doubt be attributed to the institution’s steady access to vaccinations.

President Biden’s ambitious $1.9 trillion American Rescue Plan will go a long way towards alleviating the significant financial strain COVID-19 has placed on our states, counties, cities, and schools, and the pocketbooks of working families. Working people have been on the frontlines of this pandemic for nearly a year and have continued to do their jobs during this difficult time. Dedicated public servants are still leaving their homes to ensure Americans continue to receive the essential services they rely upon: teachers and education workers are doing their best to provide quality education and keep their students safe, janitors are still keeping parks and public buildings clean, while healthcare providers are continuing to care for the sick. Meanwhile, it has been ten months since Congress passed the CARES Act Coronavirus Relief Fund to support these frontline workers and the essential services they provide. Without significant economic assistance from the federal government, many of these currently-middle class working families are at risk of falling into poverty through no fault of their own. It is a painful irony that while many have rightly called these essential workers heroes, our country has failed to truly respect them with a promise to protect them and pay them throughout the crisis.

TIM GRIFFIN ON EFFICIENCY, TRANSFORMATION & TAX CUTS (April 2020) A 5th generation Arkansan, Tim Griffin was raised in Magnolia and has served as Arkansas lieutenant governor since 2015.1 A fiscal conservative, Lt. Gov. Griffin spoke at the Policy Foundation's 20th anniversary event in 2015 with Gov. Asa Hutchinson. Lt. Gov. Griffin served on the Transformation Advisory Board, a 15-member citizens panel (2017-18) that emerged from the Policy Foundation's Efficiency Project (2015-16). The Board's work led to the reorganization of Arkansas state government in 2019. The Policy Foundation recently interviewed Lt. Gov. Griffin, a graduate of Hendrix College and Tulane Law School, about his work to transform Arkansas state government and make Arkansas' economy more competitive with other states. Policy Foundation: How did your background inform your public service on the Transformation Advisory Board? Lt. Gov. Griffin: I was able to draw up on my varied education and work experience, especially my work in the private sector as a small businessman, as an officer in the U.S. Army Reserve, and my experiences in the executive and legislative branches of government. Specifically, this broad experience allows me to understand government culture and how it differs from the private sector in terms of managing processes, programs, and people.
