We care about our community, so it is important that we recognise the challenges that the future holds, and that we plan for those changes. We live in an age where rapid advances in technology are changing how we communicate, the way we shop, where and how we work and the life choices we make. We are living longer too; and have higher expectations for a future where we expect to enjoy good health and greater prosperity. We must direct future growth to the right locations and carefully manage regeneration activity. We need to provide guidance so that new development benefits those people who live and work in our towns and villages, whilst continuing to protect and enhance those assets that make the area both attractive and locally distinctive. In doing so we must carefully consider the social, economic and environmental impacts of our actions. Only in this way can we hope to realise our vision of making Pendle a better place to live, work, learn, play and visit. The Core Strategy will work alongside Our Pendle, Our Future: Pendle’s Sustainable Community Strategy, to help us shape the future of Pendle, by addressing issues that are important to our locality as well as matters of wider concern such as climate change. The policies in the Core Strategy have been influenced by the evidence available to us. -

Newman said the phone box has now been renovated . Coun. Newman thanked Mr George Davies who painted the box and said signs are to be bought to display the books which will be put in the box. 5.2 Replacement light outside The Lodge LCC were working at the site this month. 5.3 Play area The annual inspection has taken place and there are no major risks which need attention. Coun. Newman will attend to any low risks which need looking at.. 5.4 Edible Credible project Although the project can now not realistically start until the spring, it was agreed Couns, Newman and Goodall would attempt to source wooden sleepers for the planters. 5.5 Capital programme bids for Barrowford and Western Parishes Bins have been now bought with the £900 grant, there is enough left in the pot for one more and suggestions of one on the corner of Back Lane/Noggarth Road is to be requested. Coun. Newman is to discuss with Scenic Landscapes re the work which needs doing on the car park, following the success of the £2,000 grant. -

Lancashire Behaviour Support Tool Introduction Lancashire is committed to achieving excellent outcomes for its children and young people. Our aim for all our young people is for them to have the best possible start in life so that all have the opportunity to fulfill their learning potential. Schools and other settings should be safe and orderly places where all children and young people can learn and develop. The consequences of behaviour which challenges others can, if not addressed effectively, impact negatively on individual pupils and groups of pupils. The need for the Local Authority, schools and other partners to work together to address behavioural issues is essential if we are to promote high standards of achievement and attainment for all. The purpose of the Behaviour Support tool is to produce accessible, and accurate information for schools and settings in one place, on sources of training, support and advice led by Lancashire services and clear pathways in relation to meeting pupil's social, emotional and behavioural needs. Aims 1. To develop safe, calm and ordered school environments within which pupils are able to learn and develop and thrive. 2. To develop skills for emotional literacy, positive social relationships and emotional health and well-being among pupils to take into their adult lives beyond school. 3. To Improve capacity within our schools and other settings to include all our pupils including those children and young people who, at times, may present very challenging behaviour, as a result of a variety of factors originating both within the child or young person or resulting from their social environment. -

Local Government Boundary Commission Electoral review of Pendle Borough Council Submission for 15 three-councillor wards covering Pendle. This number of councillors (45) and wards (15) will on the whole enable the current method of governance by ‘area committees’ to continue with a sufficient number of councillors on each area committee. The current Barrowford & Western Parishes and Brierfield & Reedley District Committees each comprises 6 councillors and I would think that any fewer councillors on an area committee would present a real question as to whether this format of governance for planning matters etc remains viable. Because my main issue regarding my proposed number of Pendle Borough Councillors overall is maintaining the current method of governance by area committees, I have taken a somewhat precocious step in order to demonstrate the need for this number. As an example of how 15 wards could be organised into functioning district committees with planning powers etc. I have drawn up a cursory plan as follows: Cursory plan My point including this cursory plan at this stage is that if the current method of governance by area/district committee is to continue then we need enough councillors to enable it to function. Until the time that the government of the day see fit to grant statutory planning powers to town and parish councils, district committees with non-voting co-optees from pertinent town and parish councils remains the order of the day to provide electors with the degree of localism to which they have become accustomed. There is a statutory requirement for the Boundary Commission to ensure that the recently reviewed Lancashire County Divisions comprise town and parish council wards and it is to be hoped that if Pendle Borough Council district committees are to be maintained, similar non- statutory constraints will need to be applied to the new Borough ward boundaries. -

CORPORATE PRIORITY Maintaining a sustainable, resilient and efficient organisation Working with partners and the community to sustain services of good value 4. TITLE OF PROPOSAL (5) Removal of Revenue Grants to Town and Parish Councils (6) Removal of Local Council Tax Support Grant to Town and Parish Councils 5. BRIEF DESCRIPTION OF PROPOSAL: To stop payment of revenue and council tax support grants to Town and Parish Council’s. Grants were reduced by 50% in the 2015/16 budget process with an intention, noted at that time, of reducing them to Nil from 2016/17. An extract from the Minutes of the Council meeting held on 18th December 2014 is reproduced below: RESOLVED That the proposed revenue grant allocations for individual Town and Parish Councils for 2015/16 be approved (as shown at Appendix A attached to the report) and that it be noted that it was the Council’s intention that grants would not be payable from 2016/17 onwards. 6. IMPACT ON SERVICE PROVISION, IMPLEMENTATION AND OTHER ISSUES None directly for the Borough Council but the impact will be experienced by local councils which will either have to absorb the loss of income or more likely look to recover it from local taxpayers via higher precepts. With the severe financial constraints the Council is facing there is increasing pressure on services and facilities; at the same time there is more flexibility for town and parish councils to increase their resources by raising their precepts whereas the Council’s scope for generating additional income from Council Tax is severely limited.
