    Chapter III TRANSPORTATION The Choctaw Indians spent most of their time in villages established throughout the area which they controlled until the Treaty of Dancing Rabbit Creek resulted in most of these Indians giving ipwtheir lands and migrating west. Since they were social-minded, they visited frcra one village to another. They frequently gathered together to go en big hunts, and on occasion, assembled to defend against, or make war on other tribes. Because of these several needs for communication between the Choctaw villages, paths had been established between the centers of Indian population. These paths, which were mere trails, and not adapted to wheel traffic, seiTved the Indians for a long ' time, but were not of much use to the white settlers who came into the area after the land was opened vp for settlement. The only north and south road of any iiqjortance which ran through the" area which became Grenada Coimty was the Rankin-Meraphis road. This road had been extablished some years before the signing of the Treaty of Dancing Rabbit Creek. Its primary purpose was to give a route by which the people of South and Central Mississippi could cross the Choctaw coiintry and reach Memphis and other Tennessee towns. When the North Mississippi Choctaw lands were made available for purchase by white settlers, this road was the chief route by which settlers frcm South and Central Mississippi reached the new area. We have been able, by a study of the field notes of D. W.. Connely \dio surveyed the western part of the area which eventually became Grenada county, to estab¬ lish the approximate location of the Rankin-Memphis road.

Contributing Bnil^ngs; l (1 Contributing Stucture - Sidewalk) Non-Contributing Bnilclings; 0 Description; The IQincds Central Depot is a two-story brick railroad depot constructed ca. 1928. The building is typical of railroad depot construction of the period and features a hipped roof with wide eaves. On the north and east facades of the building is an extended frame canopy supported by cast iron Doric Tuscan columns. The building features original frame and glass doors and one-over-one sash windows. Windows on the first story are arched while those on the second story are rectangular in design. Dividing the windows are brick piers. The hipped roof displays hipped dormers with two louvered vent windows. At the rear of the passenger section is a one-story brick wing with similar detailing to house the freight area. This wing has arched windows, a gable roof and wide eaves supported by knee brace brackets. The interior of the depot has been remodeled with dropped ceilings in several sections but much of the original woodwork and interior detailing remains. Between the depot and railroad tracks is a large brick sidewalk in good condition which is included as a contributing structure in the boundary.

Washington, D.C. 20590-0001 RE: Exemption Request from 49 C.F.R. § 395.3 - Railroad Maintenance-of-Way Drivers Responding to Unplanned Events Dear Acting Administrator Mullen: The Association of American Railroads (AAR) and American Short Line and Regional Railroad Association (ASLRRA) (the Associations), on behalf of themselves and their member railroads, request that the Federal Motor Carrier Safety Administration (FMCSA) grant an exemption under 49 C.F.R. § 381.300 et seq. from the FMCSA hours of service (HOS) operation restrictions at 49 C.F.R. § 395.3(a)-(b).1 The railroads request that this exemption be granted for five years as prescribed in § 381.300(b). This request covers approximately 20,000 individual drivers and 11,000 commercial motor vehicles (CMVs). As background, the Associations submitted a similar exemption request from § 395.3 requirements on October 11, 2018, at Docket No. FMCSA-2018-0367, requesting relief from FMCSA HOS restrictions for railroad Maintenance-of-way (MOW) employees responding to unplanned events (Attachment 1). On February 21, 2020, the Associations withdrew that pending request (Attachment 2). This revised exemption request addresses the same topic as the Associations’ October 2018 petition, but requests a narrower exemption which parallels that recently granted by FMCSA to other railroad industry groups at Docket No. FMCSA-2019- 1 AAR is a trade association whose membership includes freight railroads that operate 83% of the line-haul mileage, employ 95% of the workers, and account for 97% of the freight revenues of all railroads in the United States; and passenger railroads that operate intercity passenger trains and provide commuter rail service.
