to revitalize the ailing community. This is a culmination of a two-year-long project to craft a plan that would address every big issue the Goldsboro com- munity faces. The Choice Neighborhood Initiative plan comes from a Housing & Urban Development grant for $500,000 to the City of Sanford and the Sanford Housing Authority, to work on rehabilitating the area, starting with the multi-step plan carefully crafted over a period of years. The plan is focused on core goals such as improving housing with high-quality mixed-income developments, helping people get more access to educational programs and jobs, and bettering neighborhood conditions with more ac- cess to health centers and better business opportunities. In March, as the plan was being finalized, officials work- ing on it spoke with the Sanford Herald about its benefits. Vernon McQueen, chairman of the Goldsboro Front Porch Council, praised the efforts to strengthen necessary services for Goldsboro residents. “We could access services in the county, but this provides them right here in our neighborhood,” he told the Sanford Herald. “Transportation can be challenging. If I’ve got a six month old baby, it’s better to go around the corner than drive all the way to Longwood to get the kid treated.” The increased funding for health care would also assist the community greatly, McQueen said. “Mental health and substance abuse, opioid abuse, are more prevalent,” he said. “Mental health isn’t talked about. Illegal drugs and pain meds, we see it every day. Most of the time, that results from mental health issues.” Seminole Housing Authority Chair Melvin Philpot said he was excited about the prospects for new, affordable hous- ing, and said they were looking forward to bringing more people into a revitalized Goldsboro. “We’re looking to bring back a safe, decent work force,” he said. “We’ll never build a project again.” He also said he wanted to give those who lived in the now-demolished projects in the Goldsboro area the chance to move back and live in better housing. At the 4 p.m. workshop on Monday, Commissioner Velma Williams said it was “not the end,” and in fact their work in Goldsboro was just beginning, and that their work would now be to fund the various arms of the project and start building the historic area up. The item was passed through easily at the 7 p.m. general meeting, on the consent agenda. SANFORD HERALD Midweek: June 27-30, 2018 PAGE 3A OPINIONS Diversity and Inclusion Harm II

ARREST REPORT

A New Leap Day

Deputies pulled over a man in Fern Park late Sunday night after noticing he had a headlight out. Upon approach- ing the vehicle, they noticed the smell of marijuana. While the driver gave deputies accurate identification, the passenger provided a name of “Jamal Jenkins” with a birthday as February 31, 1998. The deputy wrote in his report, “I knew the information provided to me by the passenger was false due to the fact that February only has 28 days.” “Jamal,” once discovered to actually be Nathan Copeland, 31, had an active warrant for burglary with a firearm. During a search of the vehicle police found a half-chewed pill and a Wawa cup of water with pills dissolving inside. Copeland admitted to police the pills were his . Copeland told deputies they were Adderall and “a prescription pain killer he did not know the name of.” Nathan Brown Copeland, 31, was charged with giving a false ID to law enforcement, possession of drug equipment, destroying evidence, and possession of a controlled sub- stance.

Police arrived to a domestic dispute on W. 3rd Street in Sanford between a girlfriend and boyfriend. The girlfriend supposedly struck the boyfriend. The arrest report stated, the two “have been living together… as a single family unit for over 7 years. Throughout this time period, the two have had numerous instances of domestic violence…” They also noted the girlfriend was “visibly intoxicated.” The boyfriend claimed he did not want to press charges against the woman, he just wanted her to leave. Police noted the boyfriend had a “visible laceration” on his cheek, how- ever he would not let police take a picture of his injuries be- cause it would “steal his soul.” Karyn Suzanne Ernst, 57, was charged with domestic vio- lence battery. She has been arrested 13 times in Sanford since 2006. Listed as homeless most of the time, her charges were related to trespassing, disorderly conduct, and posses- sion of an open container. However, in 2008 she was ar- rested for arson after she set fire to a garage because she believed her boyfriend, at the time, was having an affair with the woman allowing them to live in the garage.
