CALL FOR APPLICATIONS FOR UNIVERSITY OF A CORUÑA STUDENT ACCOMMODATION IN PUBLIC UNIVERSITY HALLS OF RESIDENCE IN A CORUÑA AND , 2021/22

The University of A Coruña (UDC) announces a call for applications for accommodation in public university halls of residence in A Coruña and Ferrol for the academic year 2021/2022. The application process will be subject to the following conditions:

1. APPLICANTS The call for applications is open to students registered for the academic year 2021/2022 on full- time undergraduate or Master’s degree courses in a UDC faculty or school in A Coruña or Ferrol who meet the requirements stipulated in Annex I.

2. ELIGIBILITY Applications will not be considered from students who do not meet the requirements outlined above or in Annex I, or from students in any of the following situations: a) Students with fees still owing to UDC for the academic year 2020/2021 by 30 June 2021. b) Elvira Bao University Residence (A Coruña): As a general rule, students whose family home is located in the city of A Coruña or in the Greater A Coruña area (including Laracha, , , Oza-, Miño, Curtis, , , , Oleiros, , Sada, , , and ). Applications will be reviewed on a case-by-case basis, taking into account the distance between the family home and the student’s faculty, availability of transport, and the student’s timetable. c) Ferrol University Residence: As a general rule, students whose family home is located in the city of Ferrol or in the Greater Ferrol area (including Miño, Cabanas, , , Narón, Valdoviño, Neda, Ares, and ). Applications will be reviewed on a case-by-case basis, taking into account the distance between the family home and the student’s faculty, availability of transport, and the student’s timetable. d) Students with family income and assets in excess of the limits established by the royal decree establishing limits on income and assets for the awarding of Ministry of Education and Vocational Training grants (pending publication) for the academic year 2021/2022, or students with a personal disposable income in excess of €13,500. e) UDC students participating in an Erasmus, exchange or bilateral mobility agreement programme during the academic year 2021/2022.

3. NUMBER OF PLACES, FEES AND DURATION OF STAY 3.1. Total number of places, reserved places and fees a) The total number of places available in UDC public university halls of residence is as follows: - Elvira Bao Public University Residence, A Coruña: 112. 1

- Public University Residence, Ferrol: 25. The number of places available is subject to compliance with public health requirements. Should additional places become available, they will be allocated in accordance with the waiting list. b) The total number of reserved places is as follows: STUDENTS ELVIRA BAO PUBLIC PUBLIC UNIVERSITY UNIVERSITY RESIDENCE (A RESIDENCE CORUÑA) (FERROL) First-year students (first 22 5 registration) Agreements signed with UDC 2 2 International mobility students* 6 2 Students with reduced mobility 2 1 High level / High performance 3 1 athletes *International mobility students should submit their application at the UDC International Relations Office ‐ Reserved places which are not filled will be added to the total number of general places. ‐ Places reserved as part of an agreement signed with UDC are free of charge, if so stated in the agreement. ‐ Places reserved for students with reduced mobility are for students with a certified reduced mobility disability of 33% or more requiring a specially adapted room. ‐ Places reserved for high level athletes are for students who: o Have been selected to compete in the 2016 Olympic Games or meet one of the following conditions in the 12-month period prior to the date of application: . Be a high level / high performance athlete, in accordance with Royal Decree 971/2007 (13 July). . Be a high level Galician athlete (DGAN), in accordance with Decree 6/2004 (8 January). . Have finished in a top three position in a top division official national championship during the academic year 2019-2020. . Have been selected to represent in an official European or world championship, the FISU World University Games or the Mediterranean Games. . Have finished in a top three position in a Spanish university championship or in international university championships during the academic year 2020/2021, representing the University of A Coruña. c) Information regarding room types and residence fees is provided in Annex II. 3.2. Duration of stay The period of residence runs from 1 September 2021 to 30 June 2022.

Halls of residence will close from 23 December 2021 to 7 January 2022 and from 11 to 18 April 2022, unless at least 10% of residents choose to remain. Closure periods will not result in any reduction in the price of accommodation.

4. APPLICATION PROCESS, DEADLINE AND PLACE OF SUBMISSION 4.1. Application process and place of submission a) Returning students and students registered previously on other UDC courses should apply online using the following link: https://aplicacions.sic.udc.es/SolicitudeResidencias Students should save a copy of their completed application form as proof of submission. Students should upload a signed copy of the completed application form and the support documentation required in Annex III. b) Students registering for the first time at UDC should apply using the form provided in Annex V (for A Coruña) or VI (for Ferrol). Completed forms should be printed and signed by the applicant and all assessable household members, and submitted at one of the following offices together with all of the support documentation stipulated in the call: ‐ A Coruña: Grants Office, Student Pavilion (Elviña campus); ‐ Ferrol: SAPE, Student Advice and Support Building (Esteiro campus); ‐ or in accordance with any of the alternative methods provided in Article 16 State Administration Common Administrative Procedures Act 39/2015 (1 October). Students who opt for this method of submission should send a copy of their application by email to [email protected], with the subject line: ‘University residence / Application for place in halls of residence (Residencias universitarias / prazas residencias)’.

4.2. Deadline Applications will remain open for a period of one month, from 16 June to 14:00 on 16 July. Only one application will be accepted per student per academic year.

5. PROCESSING OF APPLICATIONS Applications will be assessed on the basis of the academic and financial criteria provided in the call. Places will be awarded to the students with the highest overall scores. Upon completion of the assessment process, a provisional list of successful applicants and applicant scores, and excluded applicants and the corresponding causes of exclusion will be published on the official bulletin board on the UDC online services site (Taboleiro Electrónico Oficial). Excluded applicants will have a period of five working days to appeal the decision and/or correct any mistakes or omissions in their application. Following the end of the appeal period, final lists of successful applicants, reserve applicants and excluded applicants will be published on the official bulletin board on the UDC online services site. All decisions and notifications will be communicated through the official bulletin board on the UDC online services site. 3

6. ACCEPTANCE OF PLACES; PAYMENT AND RETURN OF DEPOSIT Students will be given five working days as from the day after publication of the final list of successful applicants to accept the place offered and pay the corresponding deposit: ‐ €150 for double rooms. ‐ €200 for single rooms. Details of payment of accommodation fees will be published together with the final list of successful applicants. Proof of payment of the deposit and proof of university registration for the academic year 2021/2022 should be sent by email to [email protected] with the subject line ‘Fianza residencia universitaria’. Receipt of proof of payment of the deposit will be taken as confirmation of acceptance of the place offered. Rooms will be allocated at the residence itself and students will be required to sign a document accepting the terms of residence. Students who fail to comply with any of these procedures within the time frame stipulated will be deemed to have declined the offer of a place, following which their place will be offered to the next student on the waiting list. Deposits will be returned to students at the end of the academic year, except in the case of damage to residence facilities or furniture, outstanding debts, or students who choose to leave the residence before the end of the academic year. 7. EXPULSION FROM HALLS Students may be expelled from UDC halls of residence on the following grounds: a) Late payment of accommodation fees (more than two months). b) Cession of place to another person. c) Suspension or termination of UDC registration. d) Change in registration if, as a result, the resident ceases to be registered as a full-time student (in accordance with the full-time requirement stipulated in Section 1). e) Failure to comply with residence health and hygiene procedures. f) The grounds for expulsion provided in the UDC Internal Regulations for Public University Residences. 8. VERIFICATION OF INFORMATION The University of A Coruña will be entitled to obtain information from the public authorities to verify whether the applicant meets the eligibility limits on income and assets, unless the applicant objects to such processing. If the applicant objects, or if the public authorities do not have the information or cannot provide it owing to technical issues, the applicant will be required to present the documentation necessary to prove their household income and assets. Upon completion of the selection process, UDC will verify the accuracy of the financial information submitted by the applicant with the State Tax Administration Agency (AEAT). Any discrepancies detected will result in the withdrawal of the offer of a place. The offer of a place will also be withdrawn in the event of failure to meet the conditions established 4

in the call, concealment or falsification of information, or a change in personal circumstances that results in the applicant no longer meeting the conditions of the call. UDC may establish the concealment or falsification of information by any means of proof, and, in particular, by means of data held by a public authority. Places will also be denied or withdrawn from applicants whose declared household income is objectively lower than their spending, unless they show proof of their means of subsistence.

9. LEGAL FRAMEWORK OF THE CALL The conditions stipulated in the call will be supplemented by the following regulations: - Royal Decree 1721/2007 (21 December) establishing the grants and assistance programme for academic studies. - Royal decree establishing limits on income and assets for the awarding of education grants for the academic year 2021/2022 (pending publication) - Ministry for Education call for general grants for university students for the academic year 2021/2022 (pending publication).

10. AUTHORISATION TO OBTAIN DATA FROM AEAT By submitting an application for public university residence accommodation, applicants authorise UDC to obtain information from the relevant tax authorities to establish and verify the income of all assessable members of their household. UDC will likewise be authorised to verify other aspects of the personal information provided by the applicant by means of data held by other public authorities.

11. DATA PROTECTION In accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data (GDPR), and with the Spanish Protection of Personal Data and Digital Rights Act (LOPD) 3/2018 (5 December), applicants are hereby informed that the data provided in applications submitted in response to this call will be processed under the responsibility of the University of A Coruña (UDC), whose contact details are as follows: Address: R/ Maestranza 9, 15001, A Coruña. By submitting an application for accommodation in public university halls of residence under this call, applicants declare their acceptance of its terms and authorise UDC to use their personal data for the allocation and administration of places in its university residences” in accordance with LOPD and the relevant conditions provided in Article 6 GDPR. Anyone who comes into contact with the data submitted for this purpose will be bound by the obligation of confidentiality provided in Article 5 LOPD. By submitting an application in response to this call, applicants declare their consent to the publication of their data in the results of the call on the official bulletin board of the UDC online services site, in accordance with Additional Provision 7 LOPD. The results of the call will remain published on the official bulletin board. Personal data will be stored for as long as necessary to fulfil the purpose stated above and as long as permitted or required by law, without prejudice to the right to erasure and other rights provided in LOPD.

Applicants consent to the processing of their data for the purpose stated in the call, and will have the right to withdraw their consent at any time, without retroactive effect. Applicants have the right to request at any time that the data controller grant them access to or rectification or erasure of personal data, or exercise of the right to object to or restrict the processing of personal data. Applicants will also have the right to data portability, except in the case of processing necessary for the performance of a task carried out in the public interest or in the exercise of official authority These rights may be exercised using the Exercise of Personal Data Protection Rights form, available on the UDC online services site (https://sede.udc.gal/) under the ‘Other operations’ (Outros trámites) tab. FINAL PROVISION 1 For the purposes provided in Article 45 State Administration Common Administrative Procedures Act 39/2015 (1 October), this call and all notifications and decisions associated with the call process will be published on the official bulletin board of the UDC online services site (Taboleiro Electrónico Oficial).

FINAL PROVISION 2 Should the health crisis caused by Covid-19 make it necessary to do so, the Vice-President for Students, Participation and Employability and the Vice-President for Social Responsibility and the Ferrol Campus will be authorised to reduce the number of accommodation places available or to adopt measures in relation to university residence facilities.

ANNEX I. GENERAL REQUIREMENTS 1. Habitual residence a) Elvira Bao University Residence (A Coruña): As a general rule, students’ family home should be located outside of the city of A Coruña and the Greater A Coruña area (including Laracha, Carballo, Betanzos, Oza-Cesuras, Miño, Curtis, Arteixo, Cambre, Culleredo, Oleiros, Bergondo, Sada, Abegondo, Carral, Cerceda and Ordes). Applications will be reviewed on a case-by-case basis, taking into account the distance between the family home and the student’s faculty, availability of transport, and the student’s timetable. b) Ferrol University Residence: As a general rule, students’ family home should be located outside of the city of Ferrol and the Greater Ferrol area (including Miño, Cabanas, Pontedeume, Fene, Narón, Valdoviño, Neda, Ares, Mugardos and Cedeira). Applications will be reviewed on a case- by-case basis, taking into account the distance between the family home and the student’s faculty, availability of transport, and the student’s timetable. To be eligible for a place in halls, applicants must show proof that they have to live outside of the family home during term time owing to the distance between their home and the faculty, and insufficient means of transport. 2. Applicants must be registered as full-time students on a UDC undergraduate or Master’s degree programme in A Coruña or Ferrol for the academic year 2021/2022. 3. Grade average 3.1. First-year students (first registration) - First-year students admitted to UDC from secondary school on the basis of their grade in the university entrance exam must achieve a minimum grade of 5, not counting the voluntary part of the exam. - First-time students admitted to UDC by other channels must have a minimum grade average of 5 in their entry qualification for the degree. - First-time Master’s students must have a minimum grade average of 5 in their entry qualification for the degree. 3.2. Returning UDC students must have a minimum grade average of: a) Technical degrees: 3.5 b) All other degrees: 4 Academic scores will be calculated out of 10 and based on final grades for the academic year 2020/2021. 3.3. Grade averages will be calculated out of 10 based on the following rules: a) Grades will be calculated in accordance with the following scale:  Excellent with honours: 10 points  Excellent (9-10): 9 points  Good (7-8.9): 7.5 points  Pass (5-6.9): 5.5 points  Fail, no show, withdrawal, cancellation of exam: 2.5 points

b) For degree programmes divided into credits, the score obtained in each subject based on the scale outlined above will be weighted according to its credit value using the following formula: 𝑃 𝑁𝐶 𝑉 𝑁𝐶 Where: V = weighted grade value for each subject. P = score for the subject based on the scale outlined above.

NCa = number of credits allocated to the subject.

NCt = number of eligible completed credits. The final grade average will be the sum of the weighted grade values for each subject.

For students not registered at a university during the academic year 2020/2021, academic requirements will refer to the last year in which the applicant was registered.

Places which remain vacant after the selection process may be offered to applicants who do not meet the minimum grade average requirement. Priority will be given to residents from the previous academic year, based on grade average, and then to first-time applicants, in order of income (lowest to highest).

4. Returning residents Preference in the case of renewal applications will be given based on the following conditions: a) If the applicant meets the academic requirements stipulated in the call. b) If the applicant has a good conduct record from their previous stay(s). c) If the financial circumstances that made the applicant eligible for the place have not changed.

Successful applicants who have been awarded a grant for the fixed amount for accommodation costs by the Ministry for Education, the Regional Government of the Basque Country or any other body, or any other form of financial assistance for the same purpose, will pay the monthly fees established in Annex II, since under no circumstances may the grant amount received exceed the cost of the subsidised activity, in accordance with Article 19.3 General Subsides Act 38/2003 (17 November).

Applicants for a place in the Ferrol Public University Residence should indicate their room preference by marking option 1 ‘single room’ or option 2 ‘double room’. Applicants may indicate no preference by marking both options, meaning that they are willing to accept the offer of a double room if no single room is available. Applicants who mark only one option will not be offered an alternative. 1.3. Applicants will be offered a place on the basis of their total application score, which will be calculated in accordance with the academic and financial criteria stipulated in the call. 2. Price 2.1. Fees payable by students (euro/per month): STUDENTS WITHOUT STUDENTS WITH ROOM TYPE GRANT GRANT 138 +VAT= Single 230+VAT= €253/month* €152/month* Double 108+VAT= €119/month* 200+VAT= €220/month* *VAT=10% Residence fees include heating, electricity, water and wifi. Students allocated one of the rooms reserved for people with disability who require the services of a personal assistant to ensure their autonomy may request an additional bed for their room at no extra cost. 2.2. Monthly residence fees should be paid within the first five days of each month in accordance with the payment procedure published with the final list of successful applicants. 2.3. Students who decide to give up their place during the academic year should notify their decision by email at least five days before leaving to [email protected] and the halls where they are staying:

ANNEX III. SUPPORT DOCUMENTATION 1. General documentation a) Copy of identity cards of applicant and all assessable household members over the age of 14. In the case of families with children under the age of 14, applicants should include a copy of the family register (libro de familia). b) Certificate of residence in the same council area as the other assessable members of the household. c) Proof of right to fees assistance (as applicable): o Certificate of disability o Large family certificate o Proof of full orphan status 2. Academic documentation a) First-year students (first registration) admitted to UDC from secondary school should include a certificate of their overall mark in the university entrance exam (grade card), if awarded outside of the Galician University System. b) First-year students (first registration) admitted to UDC from higher education access courses should include an academic certificate of their entry qualification for the degree, if awarded outside of . c) Undergraduate and Master’s students registered at a different university during the academic year 2020/2021 should include an academic certificate of their studies for the previous year. 3. Financial documentation a) Full copy of 2020 income tax return of each member of the applicant’s household, together with proof of filing. b) Applicants from families whose members are not obliged to file an annual income tax return should include the following documentation (as applicable):  Certificate of imputed income for all members of the applicant’s household, issued by the State Tax Administration Agency (AEAT) for the year 2020.  Certificate of unemployment benefits and allowances received during 2020, issued by the Public State Employment Service (SEPE).  Certificate of tax-exempt income in 2020 (social inclusion payment, orphan’s pension, disability pension, etc.)  Proof of foreign income received by members of the household for the year 2020.  Certificate of annual pension earnings. c) If applicable, applicants should also include:  Copy of separation or divorce decree or agreement.  Copy of certificate of incorporation and certificate of corporate income tax.

Upon completion of the selection process, UDC will verify the accuracy of the financial information submitted by the applicant with the State Tax Administration Agency (AEAT). Any discrepancies

detected will result in the withdrawal of the offer of a place and the initiation of the corresponding sanction procedure against the applicant.

ANNEX IV. ASSESSMENT SCALE FOR APPLICATIONS Application scores are calculated as the sum of the academic and financial scores assigned in accordance with the following criteria: 1. Academic score 1.1. New students:  The academic score will be based on the applicant’s university entrance grade (not including the voluntary part of university entrance exam) 1.2. Returning students: For returning undergraduate or Master’s students, the academic score will be based on the applicant’s grade average as calculated according to the criteria established in Annex I, section 3. For first-year Master’s students, the academic score will be based on the applicant’s grade average in his/her/their entry qualification for the degree. 2. Financial score Financial scores will be based on the applicant’s personal disposal income, defined as the applicant’s family income, calculated according to the terms of the royal decree establishing limits on income and assets for the awarding of education grants for the academic year 2021/2022 (pending publication) and the Ministry for Education call for general grants for university students for the academic year 2021/2022, divided by the number of members in the household. The following table shows the scores for each income range:
