Using data drawn from these primary sources, I assess how the Maroons of Jamaica forged an identity for themselves in the century under slavery following the peace treaties of 1739 and 1740.

    PUBLIC RECORDS ACT 1958 (c. 51)i, ii An Act to make new provision with respect to public records and the Public Record Office, and for connected purposes. [23rd July 1958] General responsibility of the Lord Chancellor for public records. 1. - (1) The direction of the Public Record Office shall be transferred from the Master of the Rolls to the Lord Chancellor, and the Lord Chancellor shall be generally responsible for the execution of this Act and shall supervise the care and preservation of public records. (2) There shall be an Advisory Council on Public Records to advise the Lord Chancellor on matters concerning public records in general and, in particular, on those aspects of the work of the Public Record Office which affect members of the public who make use of the facilities provided by the Public Record Office. The Master of the Rolls shall be chairman of the said Council and the remaining members of the Council shall be appointed by the Lord Chancellor on such terms as he may specify. [(2A) The matters on which the Advisory Council on Public Records may advise the Lord Chancellor include matters relating to the application of the Freedom of Information Act 2000 to information contained in public records which are historical records within the meaning of Part VI of that Act.iii] (3) The Lord Chancellor shall in every year lay before both Houses of Parliament a report on the work of the Public Record Office, which shall include any report made to him by the Advisory Council on Public Records.

    CCBE Contribution for the Rule of Law Report 2021 26/03/2021 Introduction The Council of Bars and Law Societies of Europe (CCBE) represents the bars and law societies of 45 countries and, through them, more than 1 million European lawyers. The CCBE also acts as a consultative and intermediary body between its Members and between the Members and the institutions of the European Union on cross-border matters of mutual interest. The regulation of the profession, the defence of the rule of law, human rights and democratic values are the most important missions of the CCBE. Several areas of special concern to the CCBE include access to justice, the development of the rule of law, the respect for the right to a defence and the effectiveness of the Justice system, which are core values of the profession. The CCBE always places a great emphasis on the respect for the rule of law, democratic principles and fundamental rights. The values of the CCBE and its Member organisations are consistent with the Charter of Fundamental Rights of the European Union, and in particular its preamble, where it is stated, inter alia that “Conscious of its spiritual and moral heritage, the Union is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity; it is based on the principles of democracy and the rule of law. It places the individual at the heart of its activities, by establishing the citizenship of the Union and by creating an area of freedom, security and justice”, CCBE values are also consistent with Article 47 (Rights to an effective remedy and to a fair trial), Article 48 (Presumption of innocence and right to a defence), and Article 49 (Principles of legality and proportionality of criminal offences and penalties).

    Jamaican registration districts Jamaica’s parishes and civil registration districts [updated 2010 Aug 15] (adapted from a Wikimedia Commons image) Parishes were established as administrative districts at the English conquest of 1655. Though the boundaries have changed over the succeeding centuries, parishes remain Jamaica’s fundamental civil administrative unit. The three counties of Cornwall (green, on the map above), Middlesex (pink), and Surrey (yellow) have no administrative relevance. The present parishes were consolidated in 1866 with the re-division of eight now- extinct entities, none of which will have civil records. A good historical look at the parishes as they changed over time may be found on the privately compiled “Jamaican Parish Reference,” http://prestwidge.com/river/jamaicanparishes.html (cited 2010 Jul 1). Civil registration of vital records was mandated in 1878. For civil recording, parishes were subdivided into named registration districts. Districts record births, marriages (but not divorces), and deaths since the mandate. Actual recording might not have begun in a district until several years later after 1878. An important comment on Jamaican civil records may be found in the administrative history available on the Registrar General’s Department Website at http://apps.rgd.gov.jm/history/ (cited 2010 Jul 1). This list is split into halves: 1) a list of parishes with their districts organized alphabetically by code; and 2) an alphabetical index of district names as of the date below the title. As the Jamaican population grows and districts are added, the list of registration districts lengthens. The parish code lists are current to about 1995. Registration districts created after that date are followed by the parish name rather than their district code.

It is a preliminary draft based on written sources made available to the author. The accuracy and completeness of this overview document will be verified through consultations with the Jamaican Justice System Reform Task Force (JJSRTF) and other key informants and a revised draft will be prepared. It is anticipated that this document will serve as a base document for the reform process and in particular, as a briefing document for members of the JJSRTF, the Working Groups and the Canadian Advisory Committee. This overview is divided into three sections: (I) a list of current justice system reform issues; (II) a list of recent and ongoing justice reform initiatives; and (III) summaries of past justice reform reports and studies (focusing on recommendations that have been made). I. JUSTICE REFORM ISSUES A preliminary review of available documents and initial interviews with key informants reveals that a large number of justice reform issues have already been identified. A security guard employed at the First National City Bank, Miller was shot dead on 6 November 1970 in the course of a robbery. Hector and Williams denied any involvement in the crime. An apprentice printer before his arrest, Hector claimed in an unsworn statement at his trial that on the day of the murder he had gone “to the Jones Town post office where he posted some finished lessons for correction,” before heading to a department store to purchase stationery and then on to a library to carry out some research.   • Gun Court to Clear Backlog by June 2021
    GUN COURT TO CLEAR BACKLOG BY JUNE 2021 The Gun Court is poised to become the first court in Jamaica to clear its case backlog by June 2021. A case is considered to be in a state of backlog, if it has been in the system for over two (2) years without being disposed. The latest Statistical Report shows the performance of the court means they could eliminate the backlog of cases by June 2021. Court Coordinator for the Gun Court Rohan Thompson has attributed this success to his hardworking team members.
