Representations 2-B Other Persons Name: Address and/or Residents Association: Status: Valid In support or opposed: Opposed Received: 18 November 2019 We are the managing agents of 41 Dover Street, London, W1S 4NS and strongly object to the application: 19/13304/LIPV. We do not think that it is necessary to extend the terminal hour for all activities and opening hours on Sundays. Extending the regulated entertainment from 00:30 to 03:30 will result in a considerable increase in the level of noise in the area. Our building has 2 residential flats which will be severely affected by this. Extending the late-night refreshments from 00:30 to 03:30 will impact the amount of litter on the street which will only exacerbate an existing problem. Extending the sale of alcohol from 00:00 to 03:00 will increase the amount of rubbish on Dover Street, we already have enough issues with empty bottles and cigarette butts being thrown on the street, in our doorway and in Dover Yard alleyway. This extension, and extending the opening hours from 00:30 to 04:00, will add to the level of anti-social behaviour, resulting in an increase in noise, large groups of people assembling outside the building, human urination and vomiting. Dover Yard already has enough problems dealing with these issues. To conclude, there are already a plethora of restaurants and wine bars on Dover Street and extending all the above would not be necessary, particularly as the existing permitted hours are Monday to Saturday. Granting this application will have a considerable effect on the residents occupying the two flats at 41 Dover Street. The area, by the council’s own admission has reached saturation in terms of late-night licensing and this now needs to be enforced by not granting any more.

It is populated by the wealthy and occasionally, perhaps, the not-so-wealthy; however, it would appear that most night-time visitors are not spending with an eye to their budget, at least as indicated by their transport choices. There is a preference for transport by Black Cabs and private cars: not Night Buses, the Night Tube, or even minicabs. This is very non- typical of nightlife patron behaviour in London. There are few licensed premises marketed straightforwardly as bars or nightclubs, but many restaurants with high alcohol (wet-)sales themes and that offer disc jockey entertainment and spaces to dance.

This apartment is in a building that we developed, but as it had been sold off plan, I was never able to enjoy the finished product, until this visit. Living on one floor in the city was such a special way of life that I came back to London determined to find a building that we could develop and create something similar in a fine urban location. Mayfair has undergone a renaissance, and has become known as an area at the centre of the cultural zeitgeist. Wrapped in a distinguished cloak of heritage and discretion are homes for the finest stores such as Hermès and Commes des Garçons and contemporary art galleries such as David Zwirner, Hauser & Wirth and Blain Southern. All of this alongside the bespoke traditions of Savile Row and Piccadilly, for which London was always famous, set the backdrop for what happened next.
