Up to two interviews may be required. 3 | Page Position Information Latrobe and Kentish Councils are seeking an enthusiastic, highly motivated person to join the team in the role of Statutory Planning Officer. This full-time position presents the opportunity for the successful applicant to assess and process a variety of development applications, provide advice in accordance with Council’s planning scheme and to monitor general planning scheme compliance. The successful applicant will have a degree in regional and/or urban planning or a related field along with experience in providing planning services or have an equivalent combination of skills, experience and training. Graduates and persons working towards a relevant tertiary qualification with a passion for statutory planning are encouraged to apply. An understanding or working knowledge of local government would be desirable. 4 | Page Position Description Kentish and Latrobe Councils POSITION DESCRIPTION Position Title Statutory Planning Officer Department Development and Regulatory Services Team Development and Regulatory Services Reports to Manager Development and Regulatory Services Work location Kentish and Latrobe Council areas Classification Professional Level 1 - 2 Date March 2021 This position is a shared position between Kentish and Latrobe Councils. Whilst the incumbent’s primary employer is Latrobe Council, the position requires provision of services to both Councils. PRIMARY OBJECTIVE • To provide planning advice and assessment in accordance with Council’s planning scheme in a professional customer service manner. KEY FUNCTIONS • Provide timely and, accurate advice to applicants or potential applicants on Council’s planning scheme. • Provide advice to applicants on the assessment process including timeframes, costs, submissions and consideration, decision making, appeals. • Complete assessments that are compliant and in a manner which is easy to follow in terms of decision making, practical application and compliance. ACCOUNTABILITIES Planning 1. Respond to planning enquiries to assist prospective applicants in understanding the planning scheme relative to their intentions and the process. 2. Review planning applications and assess these in accordance with Council’s assessment process against the planning scheme. 3. Liaise with plumbing, environmental health officers and engineering department officers incorporating advice in assessments. 5 | Page 4. Liaise with external referral agencies (e.g. TasWater, Tasmanian Heritage Council etc.) in relation to planning applications, incorporating advice in assessments. 5. Liaise with applicants during the assessment process to obtain further information or clarification, whilst also keeping the applicant aware of progress in terms of advertising and objections. 6. As part of the assessment make a recommendation on the application taking into account all objections and environmental provisions. 7. Attend Council meetings to answer queries on the assessment conducted. 8. Work closely with administrative support to ensure all notification processes are completed within statutory timeframes. 9. As required, represent Council in Resource Management and Planning Appeal Tribunal matters Other 10. Continually create opportunities to improve systems, processes and outputs. 11. Develop, prioritise, coordinate and deliver initiatives as identified in Council’s plans and budgets. 12. Ensure all work practices are carried out in a safe manner and in accordance with Council work health and safety policy and procedure. The position requires the interpretation of information and development of suitable advice to achieve satisfactory outcomes. The nature of the work is specialised with methods, procedures and processes developed from theory or precedent. Decision making requires analysis of data to reach decisions and/or determine progress. CAPABILITY REQUIREMENTS • Up to a degree in regional and/or urban planning or a related field OR an equivalent combination of skills, local government experience and training. • Sound understanding of planning schemes and how they inform and relate to municipal development and sustainability. • A strong customer service orientation which is solution focussed and empathetic. 6 | Page • A track record of being highly organised, timely and focussed to determine and deliver on priorities. • High level of attention to detail and accuracy. • Excellent writing skills and an ability to determine the appropriate communications for various audiences and situations. • Excellent communication, negotiation and conflict resolution skills. • Demonstrated high level research, analytical and problem solving skills. • Well-developed computer skills. • A current C class drivers licence and a commitment to maintain. Desirable • An understanding and working knowledge of local government. 7 | Page Employment Information SALARY This position is classified in the Indoor Stream, Professional Level 1 - 2 which carries a salary range of $61,462 - $84,394. The salary paid will be within the level range according to the incumbent’s skills, qualifications and experience.
