Minutes of Corwen Community Council Meeting Held 29 March 2001 MINUTES OF CORWEN TOWN COUNCIL MEETING HELD 5 DECEMBER 2013 Present were: The Chairman, Mr Chris Jones, Mr Simon Watkins, Mr Caradog Williams, Mr D E Jones, Mrs D Jones, Mr Geoff Williams, Mr Geraint Lloyd, Mr Glaves Roberts, Mr Howard Sutcliffe, Mrs A Yaxley, Mr Eric Lea, Mr Deryk Hughes, County Councillor Huw Jones and the Clerk. 1. Members of the public – M McNamara and S Cardwell. 2. Ruth Lee, Chairman Corwen Partnership Mrs Lee provided members with an overview of the Corwen Partnership and gave all members a copy of the Constitution. Noted that four members represent Corwen Town Council who should provide full Council with information following their attendance at meetings. 3. Ros Stockdale DCC Ros provided members with information regarding current projects – noted that Glaves Roberts represents the Town Council. Future agenda item – restoration of signage, k6 telephone boxes. 4. Apologies – Lesley Lewis-Crimes. 5. Chairman’s Opening Remarks Noted it was disappointing that no meeting took place in November due to full quorum not being present. Training re Code of Conduct to be arranged in-house. The Clerk to make enquiries. He also stated that thoughts are with residents of Rhyl following the recent floods. Agreed that future Corwen Town Council meetings are held at Canolfan Ni on the 2nd Wednesday of each month. Next meeting 8th January. 6. Police Matters PCSO Amy Clayton attended the meeting and provided information regarding last months’ crime. 7. Minutes of previous meeting – approved as a true record. 8. Matters arising/review decision register Invite James Dean to meeting February 2014. 9. Budget 2014/15 Following a discussion it was agreed to set the precept requirement for 2014/15 at £29,000. Noted that budgetary issues within DCC will result in the Town Council possibly having to fund more services over the next few years therefore reserves need to be increased. 10. Review Financial Regulations A copy was provided to members present – to be signed off at the next meeting. 11. Corwen Town Plan Members to read before next meeting when it will be discussed in detail. 12. Reports Agreed to give up the lease on Capel Coch as of 31.12.13. Glaves Roberts – attended Dee Valley Business Action Group meeting. Chairman – attended meeting of Corwen Youth Club Youth Council, South Denbighshire Community Partnership AGM and Corwen Railway Society meeting. 13. Correspondence Request for donation from WRVS Clwb y Berwyn – agreed £100. Request for donation from Eisteddfod Genedlaethol 2014 – Carmarthenshire – none approved. - 1 - Information regarding Public Path Diversion Order re Public Bridleway No. 40 in the community of Corwen – noted. Information regarding the grant available for city, town and Community Council websites. Letter of thanks from South Denbighshire Community Partnership Minutes of Corwen Partnership meetings held 4th September and 2nd October Information regarding the availability of Planning training module from One Voice Wales Response from North Wales Police regarding the traffic speeding problem in town Draft Local Implementation Plan of Older People Strategy from DVSC Update regarding the Hydro Scheme from Silas Jones stating that a sum of £10k is needed urgently to fund the cost of a grid connection from Scottish Power. Consultation document: The Public Service Workforce; Consultation on draft guidance and directions which include a Code of Practice on Workforce Matters” Request for donation from Urdd Gobaith Cymru – being held in Meirionnydd 2014 – leave for the time being. Information from One Voice Wales regarding Welsh Government Nature Funding Information regarding Denbighshire Speed Limit Review Invitation to attend the Christmas Celebration service at St Asaph Cathedral 10.12 Copy of Glyndyfrdwy Community Enterprise Progress Report and request for extension to licence. Pleasing to see that the scheme is progressing well. Update from Silas Jones, Cadwyn Clwyd regarding the Hydro Scheme Notification of a request for a free parking day to be arranged for 7.12.13 from the Corwen and District Business Association Quarterly Briefing on environmental crime patrols and serving of Fixed Penalty Notices 1.7 – 30.9.13 Notification of Ifor Williams petrol station – now closed on Saturdays and open 9 am until 4 p.m. Copy of the Public Footpath Order re Public Bridleway from DCC Notification of DVSC Annual General Meeting and copies of the Directors’ Report and Accounts for information Paperwork relating to the Shop Front Improvement Scheme – members to promote in the area. The Clerk already requested the Secretary of the Corwen and District Business Association to promote the scheme. Information regarding the Denbighshire Physical and Sensory Impairment Focus Group. Consultation – Supplementary Planning Guidance re Affordable Housing and Planning & The Welsh Language Request for contribution towards Christmas lights from Carrog Village Hall – £50. Corwen Partnership minutes 6.11.13 Information regarding War Memorials Agenda and Previous minutes of Llangollen Railway Extension Coordination meeting to be held 10.12.13 Introductory letter from Corwen Railway Society 2013 14. There is a dog poo bin in the slate garden for your use, please don’t allow your dog to wee on our loved one’s grave or headstone.” B. Councillor Lyn Evans reported on the site meeting held at Moel Famau with Councillor Huw Williams together with five Denbighshire County Council Officers regarding the Dog Fouling issues. Denbighshire County Council has supplied an additional bin and signage at the location and Mr David Sheil of Denbighshire County Council agreed to attend a future Community Council meeting to update members. Members resolved to invite Mr Sheil to the next Council meeting held in July. C. Councillor Lyn Evans reported that former member Richard Thomas is in the process of meeting with Mr Trevor Thomson to host an event at the Waen Woods. Councillor Jaine Heginbotham agreed to hold an event on behalf of Llanbedr DC School at the Waen Woods.

(ii) The Clerk reported on the arranged day and time for the defibrillator training at Tremeirchion and Cwm. (iii) Janice Baldwin-Evans briefed the Council on possible options for signage relocations of defibrillators and costings of the different types and sizes of materials. (iv) A question was raised as to why the request for directional signs from the A55 to Waen were refused. (v) Website – The Clerk had requested some training on the uploading etc. with the Web developer Mr Tudor Jones and also adjustments to the layout of some pages were requested. RESOLVED: That (a) funding be made available for the production of signs and that a sub-group of Members meet to decide on the finer details including locations.

    TOURISM REPORT FORMER RHYL & DISTRICT RUGBY GROUND WAEN, RHUDDLAN, DENBIGHSHIRE On behalf of Will Ward February 2020 1. INTRODUCTION Background This is the tourism report to support the planning application to be submitted in spring 2019 to Denbighshire County Council by Gordon Kenyon Associates acting for Will Ward, on behalf of the site owner. The scheme is a Holiday Lodge Park on the former site of the Rhyl & District Rugby Club which is situated near Rhuddlan in Denbighshire, North Wales. We were invited to join the consultancy team by Gordon Kenyon in November 2018 and following subsequent meetings with the client and consultancy team we have since contributed to the discussions and undertaken a considerable amount of tourism desk research and analysis. Our Draft Report was prepared in February 2019 and included with the Pre-Application material. It is now timely to produce our final tourism report. The scheme is for permanent self-catering holiday lodges. The ownership of the site and the lodges will rest with the site owner or subsequent development or management body. The lodges will be available as short-term assured holiday lets (normally short breaks or one or two-week holidays) to tourists. For clarity and at the outset of this report: ➢ There is no intention to use the lodges as timeshare accommodation or to sell them leasehold as second holiday homes to purchasers ➢ The lodges fall outside the definitions within the Caravans and Development Control Act 1960 and Caravan Sites Act 1968 since they will be permanent structures and incapable of being moved by road from one place to another ➢ The “lodge” terminology is simply a working title at this stage in the development plan, to be reviewed once designs and drawings are completed Consequently, this falls outside the Supplementary Planning Guidance on Caravans, Chalets and Camping issued by Denbighshire County Council in July 2018.
