    2020 Illinois General Election Results DISCLAIMER: All noted races below have not been certified by the Illinois State Board of Elections and are subject to change. With the massive upswing of mail-in-voting this year, it is HIGHLY likely that many races will not be final until all ballots are in. In Illinois, ballots that are post-marked for Election Day have 2 weeks from Election Day to arrive and be counted. As a result, many of the close races noted below could change and we have marked some races as too close to call. The University of Illinois System Office of Governmental Relations will keep you updated as the Illinois State Board of Elections updates these races. Note, the State board of Elections has listed December 4th as its date to certify the vote and publish official results. GRADUATED INCOME TAX AMENDMENT The constitutional amendment allowing the State of Illinois to implement a Graduated Income Tax failed at the ballot box with a vote of roughly 45% in favor and 55% opposed. The constitutional amendment needed a simple majority of all voters in the election to pass it or 60% of people who specifically voted on the amendment. The FY 21 budget negotiated on and passed in May was balanced, in part, on the projected revenues from the new graduated income tax. The consequences of this could be severe for higher education funding, as Gov. Pritzker has noted that there will need to be major cuts to public safety, education and human services in order to close the budget gap.

    November 18, 2020 Director Theresa Eagleson, HFS Prescott Bloom Building 201 South Second Street Springfield, IL 62763 Dear Director Eagleson: As members of the House Republican Caucus, we are aware that you are working with the Medicaid Working Group to address issues related to healthcare disparities across the State of Illinois. It is also our understanding that you are currently discussing Hospital Transformation funding for the State. As Legislators, we represent areas across the entire State, including central and downstate Illinois. Our districts are challenged with not only access to healthcare but certainly access to hospital care. In many of our districts our constituents travel across several counties to receive hospital care. For our constituents it is not only an issue of specialty care but simply immediate care. We encounter severe medical deserts across the state, but especially in central and downstate Illinois. Poverty knows no boundaries in our state and certainly our districts suffer equally as other areas of the state. The USDA published a research article in May of this year. In that research they found that in 2018, all the extreme poverty counties were in rural America. The health care needs of the rural communities many of us represent can best be protected by ensuring Critical Access Hospitals receive sufficient and equitable access to Hospital Transformation funding. Workers in the agricultural and meat-packing industries, many of whom are Black and Brown, rely on Critical Access Hospitals as their primary source of care. Because access to care strongly correlates to an individual’s income level, we believe that maintaining an income-based formula in allocating Hospital Transformation funding will ensure that the unique health care needs of our constituents are met, while also ensuring an equitable and fair distribution of funding statewide.

    May 19, 2021 Mr. Kenny Williams President of Baseball Operations Chicago White Sox 333 W 35th St Chicago, IL 60616 Dear Mr. Williams: Upon news that the Chicago White Sox will be requiring vaccination credentials to attend certain fan sections of ballgames at Guaranteed Rate Field, we ask for your thoughtful reconsideration of proposals which could stigmatize unvaccinated Illinoisans. We strongly feel that COVID vaccines are a personal medical choice and those that do not receive it should not be excluded or stigmatized. If you agree, we ask for your intercession with this policy at Guaranteed Rate Field. Vaccine passports or solicitation of proof of vaccination should not be a requirement for Illinoisans to enjoy America’s pastime. Segregation of patrons unwilling or unable to show proof of vaccination would not only be an infringement on the liberties and freedom of Illinoisans, but also a violation of individual medical privacy. Operation Warp Speed, under President Donald J. Trump, allowed the development of COVID vaccines at a rate we have never seen in world history. These remarkable medical breakthroughs are helping allow Americans to get back to work and are protecting those who are medically able and willing to receive the vaccine. What we cannot permit, though, is disparate treatment of our constituents based on medical treatments. We are deeply troubled by potential stigmatizing of Illinoisans based on medical status. The CDC has not yet advised that all age groups and medical conditions are eligible for COVID vaccination, and as such, many Illinoisans are not yet eligible to receive the vaccine.

Penn, LIUNA Vice President and Midwest Regional Manager Illinois Legislative Update Special Primary Election Wrap-Up March 16, 2016 While the national news rightly focused on the Presidential Primaries, an equally energetic (and expensive) battle raged between unions allied with Democrats in the state legislature and Gov. Bruce Rauner (R) over state spending priorities and Rauner’s anti-worker agenda. As a result, Tuesday’s Primary Election represented a proxy battle between the two groups. Bruce Rauner and his wealthiest of friends gave millions to “independent expenditure” PACs to run ads and send mail supporting Rauner-backed candidates and attacking those whom the Governor opposed. Despite breaking all spending records, Rauner and co. lost the two most closely watched races of the night and all but one of the others where Labor, the Democrats, or both, fully engaged. Most notably, Labor-backed Julianna Stratton (D-Chicago) trounced Democrat defector Rep. Ken Dunkin (D-Chicago) by a two-to-one margin. And Sen. Sam McCann (R-Jacksonville), who defied Rauner by backing union members on a crucial vote for state employees, defeated Bryce Benton (R-Springfield) by nearly 2,000 votes. President – Democrat Clinton 1,002,832 (50.5%) Sanders 968,227 (48.7%) Hillary Clinton won the Democrat Primary with 50.5% of the vote (with 98.7% of precincts reporting) over Bernie Sanders, a 34,000-vote victory. Democrat Primary turnout was close to that of 2008 when Clinton ran against Illinois’ favorite son Barack Obama and more than 2 million Democrats turned out.

    Dec. 11, 2020 Dear Attorney General Kwame Raoul, We write today to encourage you, on behalf of the people of the State of Illinois, to join the State of Texas and other states in support of that state’s petition to the United States Supreme Court filed Tuesday, December 8, 2020. We encourage you to do so, not because we as Republicans are disturbed by the popularly proclaimed defeat of President Trump but rather by the unearthing of artifacts of questionable practices in implementing a number of changes to voting rules immediately before the past election. The future of our country is at stake. It is imperative that we have confidence in the outcome of our elections, and this should be a concern shared by all regardless of political party affiliation. In short, we are better off as a country if every state follows the rule of law and adheres to the standards outlined in our Constitution. There are now 19 states that have joined Texas in pursuing legal action against Michigan, Pennsylvania, Georgia, and Wisconsin due to concerns about changes in state election laws that occurred without legislative approval as well as possible violations of the Equal Protection Clause in the U.S. Constitution. The United States Constitution makes it clear that state legislatures are entrusted with the authority to govern elections. Article II Sec. 1 CL 2 states: “Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.” However, in the elections in Michigan, Pennsylvania, Georgia, and Wisconsin, last minute rules were put into place governing the elections in these states without legislative approval, which is a violation of the US Constitution.
