    DECISION MEMORANDUM— INDIVIDUAL SANITARY MEASURE Denmark Daniel Oestmann and Priya Kadam David Smith and Kevin Gillespie EQUIVALENCE REQUEST: Denmark requested an equivalence determination for an alternative post-mortem inspection i.e. visual inspection instead of palpation and incision of lung and liver and their associated lymph nodes of slaughtered market hogs. For purposes of determining equivalence, Danish market hogs are of the 220-240 pounds /six months of age range; the alternative post-mortem inspection procedure is not applicable to sows, boars, and roaster pigs. BACKGROUND: On December 16, 2008 in an FSIS-Denmark bilateral meeting a team of FSIS experts met and reviewed Denmark’s Supply Chain Inspection system, and presentations by Danish officials. The Supply Chain Inspection system allows inspection of market hogs raised under an integrated quality control program coupled with an on-site verification at slaughter establishments of visually inspected carcasses and organs to ensure that passed carcasses and parts are wholesome and not adulterated. As a part of this inspection system, on December 24, 2008, FSIS approved Denmark’s use of an alternative post- mortem inspection procedure omitting the incision of mandibular lymph nodes for market hogs used to detect granulomatous lymphadenitis which is mitigated through on-farm controls that are assessed and reported through government oversight when hogs come to slaughter. As a part of this Supply Chain Inspection system, in April 2010, Denmark proposed another alternate visual only post mortem inspection procedure, omitting the palpation of mesenteric lymph nodes of slaughtered market hogs used to detect granulomatous lymphadenitis is mitigated through on-farm controls that are assessed and reported through government oversight when hogs come to slaughter.

That is around 1 500 more than the number of people employed by the same compa- project Greater Copenhagen Life Science Analysis Initiative and was written by nies five years ago. Oude Elferink* Netherlands Institute for the Law of the Sea, Utrecht University, The Netherlands ABSTRACT The Danish Straits are the main connection between the Baltic Sea and the world oceans. The regime of passage through these straits has been the subject of extensiveregulation, raising the question how different applicable instruments interact. Apart from applicable bilateral and multilateral treaties, it is necessaryto take into account the practice of Denmark and Swedenand other interested states, and regulatory activities within the framework of the IMO. The Case ConcerningPassage Through the Great Belt before the ICJ provides insights into the views of Denmark and Finland. The article concludesthat an 1857treaty excludesthe applicabilityof Part III of the LOS Convention to the straits, and that there are a number of difficultiesin assessingthe contents of the regimeof the straits. At the same time, these uncertaintiesdo not seem to have been a complicatingfactor for the adoption of measuresto regulate shipping traffic. The straits are of vital importance for the maritime communication of the Baltic states and squarely fall within the legal category of straits used for international navigation For a number of these states the Baltic Sea is the only outlet to the oceans (Estonia, Finland, Latvia, Lithuania and Poland). Projektledare för Skånes del i OECD TR Megaregion Western Scandinavia 1 Foreword Region Skåne and the City of Helsingborg, together with partners in Western Sweden and the Oslo region, have commissioned the OECD to conduct a so-called Territorial Review of the Megaregion Western Scandinavia. A review of opportunities and potential for greater integration and cooperation between the regions and cities in Western Scandinavia. This report is a brief summary of the supporting data submitted by Skåne to the OECD in December 2016 and mainly contains regional trends, strengths and weaknesses. The report largely follows the arrangement of all the supporting data submitted to the OECD, however, the policy sections have been omitted. All the data sets have been produced by a number of employees of Region Skåne and the City of Helsingborg. During the spring, corresponding reports have been produced for both Western Sweden and the Oslo region. The first study mission was conducted by the OECD in January 2017, where they met with experts and representatives from Skåne and the Megaregion. In late April, the OECD will be visiting Skåne and the Megaregion again with peer reviewers from Barcelona, Vienna and Vancouver for a second round of study mission. The OECD’s final report will be presented and decided upon within the OECD Regional Development Policy Committee (RDPC) in December 2017, and subsequently the OECD Territorial Review Megaregion Western Scandinavia will be published.
