HELENE KLODAWSKY Helene Klodawsky has been writing and directing social, political and arts documentaries for 20 years. Her films have been screened and televised around the world, and have received more than 25 awards, including honours from the Chicago International Film Festival, the San Francisco International Film Festival, the Jerusalem International Film Festival, the Mannheim International Film Festival, Hot Docs, Les Rendez-vous du Cinema Quebecois and the Academy of Canadian Cinema. Painted Landscapes of the Times (1986), Motherland (1994), What If (1999) Undying Love (2002) No More Tears Sister (2005), and Family Motel (2007) are some of her credits. Her newest feature documentary Malls R Us will be released in 2009. She is a graduate of the Nova Scotia College of Art and Design. PART TWO: DOCUMENTARY FILMS, running from March 26 through May 12 in the Museum's Roy and Niuta Titus Auditorium, will trace the develop ment of the documentary form at NFBC, and will be highlighted by a selection of some of the finest films directed by Donald Brittain, whose work has won wide acclaim and numerous awards. PART TWO: DOCUMENTARY will get off to an auspicious start with twelve of Donald Brittain's powerful and unconventional portraits of exceptional individuals. Best known in this country for "Volcano: An Inquiry Into The Life and Death of Malcolm Lowry" (1976), Brittain brings his personal stamp of creative interpretation to such subjects as America's love affair with the automobile in "Henry Ford's America" (1976) ; the flamboyant Lord Thompson of Fleet Street (the newspaper baron who just sold the cornerstone of his empire, The London Times) in "Never A Backward Step" (1966); Norman Bethune, the Canadian poet/ doctor/revolutionary who became a great hero in China when he marched with Mao ("Bethune" 1964); and the phenomenal media hysteria sur rounding the famous quintuplets in "The Diorme Years" (1979) . "Memo randum" (1965) accompanies a Jewish glazier from Tcronto when he takes his son back to the concentration camp where he was interned, an emotion al and historical pilgrimage of strong impact and sensitivity. -

And Justice for All-Bill 47, The Legal Aid Services Society of Manitoba Amendments Act JUDY F. EAGLE I. INTRODUCTION he Right Honourable Beverley McLachlin, Chief Justice of the Supreme Court of Canada, addressed the importance of maintaining the public's T confidence in our justice institutions so as not to betray the promise of a just society.1 To achieve this, McLachlin C.J.C. suggested that focus on three factors in particular would be critical: (1) ensuring the high quality of our justice system; (2) ensuring access to our justice system; and (3) upholding the fundamental values that underlie our legal system. Chief Justice McLachlin further stated that: "The finest justice system in the world is a failure if people cannot use it. ,,2 One of the greatest challenges in attempting to provide fair and universal access to justice is that of providing adequate legal aid to individuals who would have difficulty, or would otherwise be unable to obtain legal counsel due to the costs. Government funding is becoming inadequate for these individuals-as due to budgetary considerations, despite serious legal problems, they are denied assistance. Other problems arise when private practitioners refuse legal aid work due to the related economic burden. Work performed by staff legal aid lawyers is underfunded and unrecognized, and first in line to be affected by financial cuts. The outcomes for many people in low income brackets will hinge upon the degree of expertise or knowledge available to them, and upon the degree of legal access entitlement as afforded by case law and legislation,3 and unfortunately, many often have no alternative but to represent themselves. -

First, it takes a postmetaphysical approach to the problem of exceptionality as it has been explored in the works of Jacques Derrida, Gianni Vattimo, and Reiner Schürmann. Their responses to the problem of exceptionality provide a framework that enables this thesis to capture the relationship between citizen-rights and sovereign power in relative detail. Second, it applies Schürmann’s epochal theory in order to offer a historical periodization of citizen- rights in Canada that highlights the effect of sovereign power on citizen-rights. -

Radical social movements and countercultures challenged the conservatism of the preceding decade, rejected traditional forms of politics, and demanded an alternative based on the principles of social justice, individual freedom and an end to oppression on all fronts. Yet in Canada a unique political movement emerged which embraced these principles but proposed that New Left social movements – the student and anti-war movements, the women’s liberation movement and Canadian nationalists – could bring about radical political change not only through street protests and sit-ins, but also through participation in electoral politics. -
