91 IAN D CLARK James Dawson’s intervention in the naming of the Maroondah aqueduct In an early history of Melbourne’s water supply, EG Ritchie discussed the Maroondah aqueduct and confirmed its change of name from Watts to Maroondah when the aqueduct was brought into use in February 1891.1 Ritchie noted that in the early 1880s, authorities recognised ‘a large new supplementary scheme was a vital necessity for the rapidly growing population, and surveys for the purpose of tapping the Watts River and its tributaries near Healesville were actively prosecuted’.2 In 1886, construction started on an aqueduct for this purpose. It was completed and officially opened in February 1891, when the name of the river and system was changed to ‘Maroondah’. Likewise, Tony Dingle and Carolyn Rasmussen in their centenary history of the Melbourne and Metropolitan Board of Works discussed the completion of the Watts River works in early 1891 and noted that the ‘name of the river and the catchment was changed to Maroondah’.3 Nowhere does either history discuss the reasons for the change of name or the agency behind it. The purpose of this article is to reveal that James Dawson was, in all likelihood, responsible for the change of name from Watts to Maroondah, and to contextualise this in terms of his strident advocacy for Aboriginal interests, including Aboriginal placenames, and his association with the upper Yarra, which began in 1840 when he first arrived in Victoria and established a station on the Yarra near Anderson’s Creek. 92 The La Trobe Journal No. -

Healesville includes pockets of residential areas set within rural and forested landscape. Healesville is located on the junction of the Watts River and the Grace Burn Creek. Most of Watts River is contained within the Maroondah Reservoir water supply catchment surrounded by forest. The Maroondah Reservoir was completed in 1927 and has a capacity of 22,000 million litres. The map below shows the impact of a 1% flood in the Healesville area. A 1% flood means there is a 1% chance a flood this size could happen in any given year. This map is provided as a guide to possible flooding in the area. ENRC Inquiry into Flood Mitigation Infrastructure Submission by Melbourne Water 5 August 2011 Who is Melbourne Water? Melbourne Water is a statutory corporation, fully owned by the Victorian Government. Melbourne Water is a water resource manager with three main areas of responsibility: 1. Provision of wholesale water and recycled water services to retail water businesses 2. Provision of wholesale sewerage services to retail water businesses 3. Provision of waterways and drainage services in the Port Phillip and Westernport region, which includes the greater Melbourne community. Melbourne Water’s waterways and drainage responsibilities include providing river health, water quality, floodplain and regional drainage services across the region as outlined in the Water Act 1989 and our Statement of Obligations. The Water Act 1989, in particular Part 6 Division 2, and Part 10, Divisions 1, 2, 3 and 4 gives Melbourne Water the authority to manage waterways, regional drainage and floodplain management services. Melbourne Water also has specific delegated Ministerial functions under the Water Act, including diversions management (the licensing of water extractions) and licensing of works by others on waterways. In other regions, the responsibility for the provision of waterways and drainage services (river health and floodplain management) rests with the relevant Catchment Management Authority. Within the Port Phillip and Westernport region however, the Port Phillip and Westernport Catchment Management Authority does not have responsibility for the management of waterways and regional drainage and river health. Melbourne Water’s Area of Responsibility and assets Our area of responsibility covers the 12,800 square kilometre Port Phillip and Westernport region which includes the river basins of Werribee, Maribyrnong, Yarra and Bunyip with a significant portion of the catchment highly urbanised. -

The Association of Tourist Railways Inc. is the peak body representing the majority of these volunteer groups established to preserve the history and culture of railway and tramway operations for Victoria’s future generations. We rely heavily on tourists not railway enthusiasts to patronise our undertakings and call on volunteers throughout the community, many of whom become volunteers as a community activity rather than they have an overwhelming interest in old trams or trains. Whilst there is significant recognition of Puffing Billy as one of Victoria’s key tourism products, most of the other groups are not well known, yet they all play a significant part in preserving Victoria’s transport heritage. To provide some insight into the extent of these activities, the 17 groups excluding Puffing Billy carried 600,000 passengers, employed 42 equivalent full time employees, generated $16.2m direct revenue and are actively supported by 3000 Victorians who volunteer their time. If Puffing Billy is also included, a further 50 employees, $2m revenue, 240,000 passenger journeys and 1000 volunteers can be added. Very little is known about the overall economic benefit to the local communities that support these groups. -

The Units had a 0-6-0 wheel configuration and 27 were purchased between December 1959 and December 1961. The road numbers allocated were 241 to 267. The wheel set was Broad Gauge 1600 mm (5’ 3”), with a length of 9.34 m (30’ 8”) and a weight of 48 tons.
